At the Quang Tan Commune Public Administrative Service Center, an average of nearly 100 citizens visit daily to complete administrative procedures. The volunteer student team from Quang Ninh University of Industry actively collaborates with the commune government to support citizens in accessing and effectively utilizing online public services. Together with the commune's Youth Union, the students guide citizens in using public services both in person and online, assist with filling out forms and documents, manage citizen flow according to service groups, and ensure order in the area where administrative procedures are received and processed. According to Mr. Tran Hoai Nam, Secretary of the Youth Union of Quang Ninh University of Industry, the students have received training in public administration procedures, IT skills, and basic consulting techniques to help citizens complete administrative procedures quickly and efficiently.
This summer, nine student volunteer teams, comprising nearly 200 students from six colleges and universities, launched the Green Summer Campaign in all localities within the province. Beyond familiar activities such as urban beautification, rural development, and summer activities, this year the student volunteers became partners, not only supporting the government during the initial operational phase but also acting as a bridge between the government and the people, spreading digital transformation and improving the quality of public administrative services.
In remote and disadvantaged communes, student volunteer teams have transformed into digital teachers, patiently guiding children, the elderly, and ethnic minorities step-by-step on everything from using electronic devices and Zalo video calls to searching for educational information, as well as instructing them on using VNeID, cashless payments, and avoiding online scams. These activities not only help reduce the workload for local officials but also enhance students' understanding of state management, develop practical skills, and spread a sense of responsibility to the community.
The activities of the Green Summer Campaign are not limited to supporting the government; they span all aspects of life, creating an environment for students to be challenged, experience, and grow. Despite simple equipment and straightforward tasks, such as cleaning and repairing houses for families of martyrs, organizing summer classes for children, painting and renovating school grounds and cultural centers, students contribute to positive changes in the community. According to Mr. Le Hoang Long, Secretary of the Youth Union of Uong Bi Ward, this year's summer activities in the ward have seen many innovations thanks to the contributions of student volunteers from Ha Long University. Instead of dry theory, each summer activity has become a lively English-speaking playground, where students can practice their language skills, participate in games, solve puzzles, and excitedly receive encouraging gifts.
Taking place in a new context, the 2025 Green Summer Campaign not only promotes the spirit of community service but also provides an opportunity for students to hone their character, social skills, and sense of responsibility in the nation-building process. There have been more smiles from the heart, more grateful glances from the community; above all, a real transformation in awareness, responsibility, creativity, dedication, and commitment to their homeland and country among the youth of the province.
