Persistently mobilize the people.
Mr. Nguyen Van Nhan, Deputy Secretary of the Party Committee and Head of the Mass Mobilization Department of Hiep Hoa commune, said that over the past 15 years, Hiep Hoa commune (Hiep Duc district) has received investment in dozens of large and small projects, notably the commune's office building, health station, schools, Tra Linh bridge, Khe Dau bridge, and the DH.5HD road…
Each project approved by the competent authorities, after statistical surveys, reveals that many households are affected. Just the Tra Linh Bridge, Khe Dau Bridge, and the DH.5HD road projects passing through the commune have affected 194 households, making land clearance extremely difficult and complex.
Based on the above reality, the Mass Mobilization Department of Hiep Hoa commune boldly proposed to the commune Party Committee to issue a decision to establish a Land Clearance Task Force. Its members are officials who understand the policies, have prestige, and possess effective persuasion and mobilization skills, with the motto "Skillful in mobilization, flexible in approach."
“During the implementation of the task, the Mass Mobilization Department and the Land Clearance Task Force of the commune organized many meetings, direct dialogues with the people, and 69 propaganda and mobilization campaigns with the motto 'Persistent effort yields results,' thus achieving the set goals and requirements. Accordingly, many projects have had their land handed over to the construction units,” Mr. Nhan shared.
In Que Luu commune, through the "Effective Mass Mobilization" emulation movement, many good and creative approaches have emerged, contributing to improving the material and spiritual lives of members and farmers.
Mr. Tran Van Chuong, Chairman of the Farmers' Association of Que Luu commune, said that in the past period, the Farmers' Association of the commune has propagated and mobilized the establishment of one clean vegetable farming cooperative, one agricultural cooperative, three professional associations, and has mobilized assistance for many members and farmers affected by natural disasters, epidemics, and poor member households...

Raising awareness about mass mobilization work.
According to a report by the Hiep Duc District Party Committee, over 15 years of implementation, the "Skilled Mass Mobilization" emulation movement has created a clear transformation in the awareness of cadres, Party members, civil servants, public employees, armed forces, associations, union members, and the people regarding the position, role, and importance of mass mobilization work in the new situation.
Through the emulation movement, 266 exemplary models of "effective mass mobilization" have emerged in various fields, including 45 models in the economic sector; 115 models in the cultural and social sector; 32 models in the national defense and security sector; and 74 models in the Party building and political system sector. Based on these results, to date, 69 exemplary models of "effective mass mobilization" have been recognized at all levels; Party committees have commended and rewarded 41 outstanding collectives and 45 outstanding individuals in implementing the movement…
According to Nguyen Van Tinh, Secretary of the Hiep Duc District Party Committee, alongside its achievements, the "Skilled Mass Mobilization" emulation movement still has some limitations. These include the fact that some officials and Party members have not fully understood the purpose, meaning, and importance of the "Skilled Mass Mobilization" movement. While the number of "Skilled Mass Mobilization" models is high, few models are truly effective, high-quality, and have a wide-ranging impact...
To ensure that mass mobilization work in general, and the "Skilled Mass Mobilization" emulation movement in particular, continue to be maintained and developed, Mr. Nguyen Van Tinh suggested that Party committees and those working in mass mobilization must be unified in their understanding, will, and actions.
It states, "Mobilizing the masses is a task for the entire political system, under the direct leadership of the Party; whether it is done skillfully or not depends on the methods and approaches used."
In particular, we must change misconceptions about mass mobilization work, which is viewing it as the responsibility of those directly involved in mass mobilization work, the Vietnam Fatherland Front, and other political and social organizations.
Government-led public relations work needs to focus not only on being close to the people, understanding them, learning from them, and directly listening to their opinions, while also addressing their legitimate aspirations...
