In light of the new situation, the Standing Committee of the Thanh Hoa Provincial Federation of Labor has focused on innovating its leadership and guidance methods: directing all activities towards the grassroots, placing union members and workers at the center, enterprises as the foundation, the Trade Union as a partner, and the attention of the Party Committee, government, Fatherland Front Committee and the people as the driving force of development.

The province provides guidance, support, and motivation for local units.
Firstly, the union has effectively fulfilled its role of providing guidance, advice, and direction by developing a system of 22 specific, feasible, and realistic targets (an increase of 12 targets compared to the plan assigned by the Vietnam General Confederation of Labor), serving as a basis for grassroots unions to strive for, implement, and evaluate. In particular, it has proactively issued 3 plans and 5 guidelines that clearly define tasks; responsibilities; authority and accountability; conditions, timelines, and expected outcomes. To date, the province has achieved or exceeded 8 out of 10 targets assigned by the Vietnam General Confederation of Labor ; and 12 out of 22 targets assigned by the Provincial Labor Union.

Secondly, focus resources on building innovative models for union members and workers: These include the skilled worker competition model, in response to the "Excellent Worker, High Productivity, Good Income" emulation movement launched by the Vietnam General Confederation of Labor; the "Building a Legal Advisory Team" model... aimed at leveraging a core group of workers knowledgeable in law to provide advice, negotiate, dialogue, and resolve labor relations disputes, preventing work stoppages and strikes from afar and early on, starting from the production unit; the worker cultural space model to create an environment that inspires a desire for contribution and a spirit of innovation; the model of building Party branches within enterprises as the core leadership of the workers' movement; and the "Model Grassroots Trade Union" model, a method to improve the quality of grassroots trade unions, union members, and trade union officials.
Thirdly, focus on pilot projects, promptly drawing lessons learned and replicating successful models. Given the limited number of trade union officials at the commune and ward levels, with most being new to the task, and the need for comprehensive yet focused implementation of activities, the Standing Committee of the Provincial Federation of Labor selected several suitable grassroots trade unions to implement pilot models. This allowed for practical testing, method refinement, and the creation of a foundation for replication throughout the entire system.
Regarding legal counseling, the Provincial Labor Union has established 6 provincial-level legal counseling teams with 111 members; simultaneously, it has directed commune and ward labor unions to establish legal counseling teams in their areas and guided grassroots labor unions in enterprises with 500 or more employees to establish legal counseling teams at the grassroots level. This approach is gradually forming a multi-tiered, interconnected legal counseling network from the province to communes, wards, and enterprises; bringing the law closer to union members and workers, while promptly grasping the thoughts, aspirations, and suggestions from the grassroots; supporting counseling, dialogue, negotiation, and resolving difficulties right where they arise, contributing to preventing labor disputes and collective work stoppages early and proactively.
Along with the legal counseling model, models for caring for the cultural life, improving skills, and promoting initiatives of workers have also been piloted and replicated. From 3 models of worker cultural spaces at the Trade Union of Alena Vietnam Footwear Co., Ltd., S&H Vina Co., Ltd., and Ny Hoa Viet Co., Ltd., the number has now expanded to 17 models. Following 2 skilled worker competitions at Sakurai Vietnam Co., Ltd. and SunJade Vietnam Footwear Co., Ltd., the skilled worker competition movement will continue to be implemented in 851 grassroots trade unions and the provincial-level finals will be held on the occasion of the 80th anniversary of the founding of the Thanh Hoa Trade Union (October 10, 1946 - October 10, 2026).
These model projects not only create concrete products for the Workers' Month - the Action Month on occupational safety and health in 2026, but also form a new mode of operation for the Thanh Hoa Trade Union: starting from the grassroots, testing through practice, replicating through effectiveness, and spreading through tangible benefits for union members, workers, businesses, and trade union organizations.

Thanks to innovative leadership and guidance methods, the Workers' Month - the Action Month on Occupational Safety and Health in 2026 - has created positive and synchronized movements from the grassroots level. Commune and ward trade unions, as well as grassroots trade unions under the Provincial Federation of Labor, have proactively concretized the province's plans and guidelines into models, projects, and tasks suitable to the practical conditions of each locality, unit, and enterprise.
Many commune and ward trade unions have actively advised the Party committees, coordinated with the government, the Fatherland Front, political and social organizations, and employers to mobilize resources to care for the welfare of union members and workers; at the same time, promoting the role of workers in emulation movements for excellent and creative labor, improving labor productivity, building a workers' cultural space, and participating in community activities.
In particular, with the motto "focusing on the grassroots, being close to union members, understanding workers," the activities of the Workers' Month - the Action Month on occupational safety and health in 2026 - are becoming increasingly substantive and practical; shifting strongly from purely administrative and movement-based activities to activities that create, support, and solve the essential problems of workers. Beyond caring for immediate benefits, the Trade Union organization also focuses on proposing long-term policies on training, skills improvement, worker housing, healthcare, education for the children of union members and workers, and Party development among workers.
The right investment, the right method, the clear results.
(1) For union members and workers: 11 "Union Shelter" houses with a total support amount of 455 million VND, 364,739 gifts with a total cost of over 122,794,082,625 VND were given out during the Workers' Month. This not only promptly encouraged union members and workers in difficult circumstances, but more importantly, the role of union members and workers was further affirmed, and their creative labor achievements were recognized and praised. The practical contributions and dedication of thousands of union members and workers at the grassroots level and 80 outstanding union members and workers honored by the Provincial Labor Federation during the Workers' Month summary created more motivation for union members and workers to grow, rise strongly, and shift their awareness from being hired to being owners, from income-based labor to career labor, having sufficient conditions to invest in self-development, take care of their families, and contribute more to society. And when the aspirations and mission of the workers are realized, businesses will have to improve, trade unions will thrive, and the homeland and country will prosper and be happy.

(2) Along with the increasing maturity of the workforce, Workers' Month is a peak time for trade union organizations to not only recruit and strengthen 18,000 more members, but also improve the quality of grassroots trade unions. In particular, closely following practical realities, being close to union members, and understanding workers, the trade union officials have continuously matured: Faster in grasping the situation, connecting resources, adapting, and promoting development. Stronger in research, innovation and digital transformation , closer to businesses, union members, workers and the digital space. Better in concretizing, using and mobilizing resources, dialogue, negotiation and handling situations.
(3) Especially with 2,400 initiatives, technical improvements, operating procedures, and material saving by workers, it has contributed to improving the quality and efficiency of production and business, enhancing the competitiveness of enterprises, and developing socio-economic development in localities... With 34 issues of concern to union members and workers at the dialogue forum between provincial leaders and workers, it not only provides suggestions for Party committees and authorities to improve mechanisms and policies to care for union members and workers, but also contributes to improving the leadership and management capacity of Party committees and authorities in solving practical problems facing the lives, work, income and development conditions of union members and workers.
By the end of Workers' Month 2026, 643 outstanding union members had been recommended to the Party, resulting in the admission of 340 new Party members. This affirms the pioneering role of the trade union organization as the Party's political nucleus in enterprises and at the grassroots level.
The Workers' Month - the Action Month on Occupational Safety and Health in 2026 - has concluded, but the spirit of innovation, creativity, and action for union members and workers will continue to spread throughout the Thanh Hoa Trade Union system. Based on the achievements, the Thanh Hoa Trade Union continues to affirm its determination to innovate, create, and work alongside businesses to better care for workers, contributing to building harmonious, stable, and progressive labor relations; all for the success of businesses, the happiness of workers, the strength of the trade union, the development of Thanh Hoa, and the prosperity of the country.
