However, the current telecommunications infrastructure in the province only basically meets the connection and data usage requirements of the government and people; 5G mobile broadband coverage is only concentrated in central communes and wards... In order to develop digital infrastructure, broadband telecommunications network in the province with large capacity, high speed, modern technology to ensure harmonious development to serve digital transformation, build digital government, digital society, digital citizens, digital economy, the Provincial People's Committee has issued a plan to develop digital infrastructure in Son La province for the period 2025-2030.
Strive by 2030, 100% of users will be able to access fiber optic cable at a speed of 1Gb/s or higher; 5G coverage in the area will reach 100%; build, ensure capacity, be ready to test 6G mobile network; completely convert the internet network in the province to IPv6, ready for IPv6 only, Internet of Things; the province's shared data center and data warehouse will meet the data storage needs of all state administrative agencies in the province; develop digital physical infrastructure, integrate sensors, apply digital technology to essential infrastructure, such as transportation, energy, electricity, water, urban areas...; on average, each person will have 3 Internet of Things connections; 30% of the adult population will have a digital signature or personal electronic signature...
The province focuses on developing telecommunications and internet infrastructure; data infrastructure; physical-digital infrastructure; digital utilities and digital technology. Promote propaganda, improve the capacity to exploit digital infrastructure, organize conferences and seminars on digital infrastructure; encourage businesses to focus on investing in developing digital infrastructure to meet the requirements of developing digital government, digital economy, and digital society of the province. Communicate and disseminate basic digital skills to people, such as accessing and using the internet, online shopping, electronic payment, online public services and ensuring personal information security. Provide services of fixed broadband infrastructure, high-quality mobile broadband (5G, 6G) for organizations and individuals to grasp and determine needs according to each purpose of use.
Strengthen inspection, supervision and evaluation of the implementation results of set goals and tasks; publicize and transparently provide information on programs, policies, approval processes and management of funding for science, technology, innovation and digital transformation.
Departments, branches, sectors and localities proactively coordinate to advise the Provincial People's Committee to develop a passive telecommunications infrastructure plan for Son La province until 2030, with a vision to 2035; issue mechanisms and policies to support and encourage enterprises, organizations and individuals to participate in investing in developing digital infrastructure; increase the sharing of telecommunications infrastructure with infrastructure of other sectors... Coordinate with specialized agencies under the Ministry of Science and Technology to strengthen state management of telecommunications and digital infrastructure; deploy orientation solutions, create conditions for telecommunications enterprises, organizations and individuals to develop, improve service quality and competitiveness; remove difficulties and obstacles for enterprises in deploying digital infrastructure development in the province.
Telecommunications enterprises, organizations and individuals involved must comply with regulations on licensing and construction management for passive telecommunications infrastructure works and construction works; comply with regulations and enhance the sharing and common use of telecommunications infrastructure and inter-sectoral technical infrastructure.
