At the Conference, the Central Committee highly appreciated the preparation and agreed with the contents of the Report on the review of the leadership and direction of the Politburo and the Secretariat since the 13th Party Congress; stating that the review of the collective and individual members of the Politburo and the Secretariat had been prepared very seriously, thoroughly, systematically, and with a constructive attitude, demonstrating profound self-criticism; the consideration and feedback took place in a frank, sincere, and highly responsible atmosphere.

On behalf of the Politburo and the Secretariat, General Secretary Nguyen Phu Trong delivered the concluding remarks at the Conference, stating that, looking back at the first half of the 13th Party Congress term, with high willpower, determination, and the spirit of "leading by example," "one call, all responding," "unity of purpose from top to bottom," and "smooth communication," the Central Committee, the Politburo, and the Secretariat have led, directed, and implemented the Resolution of the 13th Party Congress decisively, synchronously, and effectively. Our Party and our country have remained steadfast in overcoming all difficulties and challenges, continuing to achieve important and fairly comprehensive results in many fields.

In terms of socio-economic development, the goals and tasks have been basically achieved successfully, focusing on both disease prevention and control, while promoting socio-economic recovery and development, building an independent and self-reliant economy coupled with proactive and effective international integration. To date, COVID-19 and other diseases have been basically controlled; social life and production and business activities have returned to relatively normal. Despite the global economic and trade downturn and numerous risks, Vietnam's economy continues to grow at a relatively strong pace. The International Monetary Fund (IMF) has noted that Vietnam is a bright spot "in the gloomy picture" of the global economy. Economic growth in 2021 reached 2.56%, while many economies around the world experienced negative growth. Economic growth in 2022 reached 8.02%, significantly higher than the planned target (6-6.5%) and high compared to other countries in the region and the world. Although GDP growth in the first quarter was only 3.2% year-on-year, many international organizations predict that the growth for the whole of 2023 could still reach 6-6.5%.

A key new development during this term was the issuance and successful organization of national conferences to disseminate and implement the Politburo's new resolutions on socio-economic development and national defense and security in all six socio-economic regions of the country. This contributed positively to the successful implementation of the Party's 13th Congress's reform guidelines on regional development – ​​a strategically important issue, both theoretically and practically, for the rapid and sustainable development of the regions in particular and the country as a whole.

The cultural and social sectors continue to receive attention, care, and investment for development, achieving many important and tangible results. Social security is ensured; people's lives have improved. Social policies, especially for those who have contributed to the revolution; social protection; and policies and measures to support businesses, workers, and people in remote areas with difficult circumstances and severely affected by the COVID-19 pandemic, have been implemented promptly. Particularly in the fight against the COVID-19 pandemic, the heroic, patriotic tradition of our nation, the principle of "loving others as oneself," and the superiority of our system have been elevated to a new level.

The Central Committee, the Politburo, and the Secretariat have continued to pay attention to leading and directing the fields of national defense, security, and foreign affairs; gradually perfecting and developing the Party's theoretical thinking, policies, and guidelines on building and implementing the National Defense Strategy in the direction of: strengthening the people's support; proactively and promptly detecting, preventing, and repelling the risks of war and conflict; protecting the Fatherland early and from afar; and defending the country before it is in danger. Foreign affairs and international integration have continued to expand, achieving many important results; further consolidating and enhancing our country's position and prestige in the international arena.

Regarding the building of the socialist rule of law state in Vietnam and the national unity bloc, the election of deputies to the 15th National Assembly and deputies to People's Councils at all levels for the 2021-2026 term was successfully organized amidst the complex developments of the COVID-19 pandemic. Resolution No. 6 of the 13th Central Committee, "On continuing to build and perfect the socialist rule of law state in Vietnam in the new period," has set forth guiding viewpoints, ideas, tasks, and appropriate solutions... National conferences implementing the Resolutions of the 13th National Congress of the 15th National Assembly, the Government, and blocs such as: Internal Affairs, the Vietnam Fatherland Front, National Defense, Security, Foreign Affairs, Anti-Corruption, etc., were organized synchronously, systematically, and successfully from the beginning of the term, providing clear and correct direction for continuing to innovate, build, and perfect the socialist rule of law state in Vietnam and consolidate and strengthen the national unity bloc.

The Politburo and the Secretariat have consistently adhered to the guiding principles, ideas, and objectives and tasks regarding the fight against corruption and negative phenomena outlined in the Party's 13th National Congress documents. They have concretized these into annual, quarterly, monthly, and weekly work programs, and have led and directed Party committees and organizations at all levels to implement them, achieving many important results.

Many positive innovations have been made in this area of ​​work, such as: the issuance of new regulations on the functions, tasks, powers, working regime, and working relationships of the Central Steering Committee on Anti-Corruption and Negative Phenomena, which have supplemented and expanded the functions and tasks of the Steering Committee, including directing the prevention and fight against "corruption" and "negative phenomena," with a focus on preventing the decline in political ideology, morality, and lifestyle among cadres and Party members, considering this as the root of all problems. At the same time, the effective implementation of the Project to establish provincial-level Steering Committees on Anti-Corruption and Negative Phenomena in all 63 provinces and centrally-administered cities has been directed, initially yielding good results and gradually overcoming the previous situation of "enthusiasm at the top, apathy at the bottom."

General Secretary Nguyen Phu Trong affirmed: “Never before has the fight against corruption and negative phenomena in our country been directed so strongly, systematically, comprehensively, decisively, and effectively as in recent times, leaving a prominent mark, creating high consensus throughout society, and consolidating and strengthening the trust of cadres, Party members, and the people in the Party, the State, and our regime. The work of detecting and handling corruption has been directed and implemented systematically, comprehensively, decisively, and effectively, creating a breakthrough and affirming the very high determination of the Party, the State, and our people in the fight against corruption and negative phenomena, with 'no forbidden zones, no exceptions, regardless of who the person is; not subject to pressure from any organization or individual'."

A more seamless integration of "construction" and "defense" is needed.

Party building and rectification efforts have yielded positive changes, with many notable achievements in harmoniously and skillfully combining "building" and "combating," and in a more comprehensive manner across all aspects of Party building. In particular, personnel work continues to be given greater importance and is more appropriately recognized as the "key of keys"; many new and more effective methods and regulations have been implemented, closely linked to overall Party building and rectification; and there is a firm commitment to preventing, repelling, and severely punishing cadres and Party members who have degenerated in terms of political ideology, morality, and lifestyle, exhibiting "self-evolution" and "self-transformation," regardless of their position; there are no forbidden areas, no exceptions.

To date, the Central Committee, the Politburo, and the Secretariat have considered and approved the removal from office, retirement, and reassignment of 14 officials under central management. Local authorities have also reassigned and implemented policies for 22 officials after disciplinary action, in accordance with the Party's principle of "in and out; promotion and demotion"; demonstrating a resolute, exemplary, strict, and humane spirit, serving as an educational, cautionary, and deterrent effect on the ranks of officials, civil servants, and Party members; and have promptly directed the consolidation of replacement leadership personnel, which has been well received and highly appreciated by officials, Party members, and the people.

The Party's inspection, supervision, and disciplinary work continues to be reformed and strengthened based on the issuance of high-quality regulations and the serious and synchronized implementation of many new Party regulations. This has contributed to building a clean and strong Party and political system; curbing, preventing, and repelling the decline in political ideology, morality, and lifestyle, the manifestations of "self-evolution" and "self-transformation" within the Party; and combating corruption, "group interests," "term-based thinking," "individualism," and "power abuse" among a significant number of cadres and Party members. The Party's inspection, supervision, and disciplinary work contributes to enhancing the Party's leadership capacity and fighting strength, strengthening unity within the Party, consolidating the people's trust, maintaining political stability, order, and discipline, and promoting the country's socio-economic development.

Besides the advantages and achievements, General Secretary Nguyen Phu Trong also pointed out that there are still some limitations and shortcomings, and shared some lessons learned regarding the reform of leadership methods and working styles.

Greater efforts are needed to successfully implement the Resolution of the 13th National Congress.

Regarding the key directions and tasks from now until the end of the 13th Party Congress term, General Secretary Nguyen Phu Trong emphasized, "We must absolutely not be complacent, self-satisfied, or overly intoxicated with the results and achievements we have attained, nor should we be overly pessimistic or wavering in the face of difficulties and challenges; on the contrary, we need to remain calm and wise, make good use of the results and lessons learned, and overcome the limitations and weaknesses that still exist, especially since the beginning of the 13th Party Congress term."

General Secretary Nguyen Phu Trong requested that the Party's guidelines and policies, and the State's laws and policies on rapid and sustainable development be thoroughly understood and strictly implemented. Emphasis should be placed on consolidating and strengthening the macroeconomic foundation, controlling inflation, and enhancing the internal capacity and self-reliance of the economy based on the sound management and maintenance of stable and safe development of the credit institution system and the money, real estate, securities, and corporate bond markets; prioritizing the improvement of the investment and business environment; and effectively addressing the difficulties, limitations, and weaknesses, both immediate and long-term, of the economy...

General Secretary Nguyen Phu Trong emphasized the need to pay more attention to the task of developing culture and society in harmony with and on par with economic development; ensuring social security and welfare; and continuously improving the material and spiritual lives of the people...

General Secretary Nguyen Phu Trong pointed out that it is necessary to continue consolidating and strengthening national defense and security potential; maintaining political stability, social order and safety; and improving the effectiveness of foreign affairs and international integration. It is crucial to proactively prevent and resolutely fight against all subversive plots of hostile and reactionary forces; and to absolutely avoid being caught off guard or surprised in any situation...

The General Secretary requested that efforts to build and strengthen the Party and political system, ensuring they are truly clean and strong, especially the legislative, executive, and judicial branches from the central to local levels, be further intensified. The goal is to build a truly clean, honest, strong, and effective government and local administrations. Specifically, there must be a program and plan for the serious, vigorous, and effective implementation of the Central Committee's Resolutions and Conclusions on this issue, especially Resolution No. 4 of the 12th Central Committee and the Conclusion of the 4th Central Committee Meeting of the 13th Party Congress on strengthening the Party and political system building and rectification; resolutely preventing, repelling, and severely punishing cadres and Party members who have degenerated in terms of political ideology, morality, and lifestyle, and who show signs of "self-evolution" and "self-transformation," in conjunction with studying and following the thoughts, morality, and style of Ho Chi Minh.

General Secretary Nguyen Phu Trong emphasized the need to further improve personnel work to select and appoint the right people with virtue, talent, integrity, dedication, and a commitment to the country and the people to leadership positions in the state apparatus. He stressed the importance of resolutely combating corruption and misconduct; fighting against all manifestations of seeking positions and power through illicit means, favoritism, and the recruitment of unqualified family members and relatives. He also stressed the need to promote democracy, enhance a sense of responsibility, set a good example, and foster a spirit of service to the people among cadres, civil servants, and public employees. He called for mechanisms and policies to encourage and protect those who are dynamic, creative, and courageous in their thinking, actions, and responsibilities. He stressed the need to tighten discipline and order; regularly inspect and supervise to create strong improvements in the performance of public duties; and enhance the ethics, culture, and professionalism of cadres, civil servants, and public employees. Persistently and resolutely fight against corruption and negative practices, coupled with strengthening and perfecting laws, mechanisms, and policies to ensure that corruption is "impossible, unthinkable, and undesirable." At the same time, correct and eliminate the mentality of hesitation and fear that overly strong anti-corruption efforts will hinder development, discourage progress, lead to a "hesitant," "defensive," "cover-up," "safety-seeking," and shirk responsibility among a segment of officials and civil servants, especially leaders and managers at all levels.

"I have said this many times, and I repeat it now: Those who hold such thoughts should step aside and let others do the work! All of us, especially those directly involved in organizational and personnel work, must have strong will and determination, a pure heart, and discerning eyes; don't mistake a chicken for a duck!; don't assume something is ripe just because it's red!", the General Secretary emphasized.

Regarding preparations for Party congresses at all levels, leading up to the 14th National Congress of the Party, General Secretary Nguyen Phu Trong noted that, based on the results and experience of the Central Committee's confidence vote for members of the Politburo and Secretariat at this mid-term Central Committee meeting, we need to focus on leading and directing the effective implementation of the confidence vote for leadership and management positions in the political system; developing leadership personnel plans at all levels, especially the plan for the Central Committee, Politburo, and Secretariat for the 14th term (2026-2031); and preparing for Party congresses at all levels for the 2025-2030 term, leading up to the 14th National Congress of the Party. In addition, theoretical and practical issues over 40 years of reform, focusing on the last 10 years, need to be urgently and seriously summarized. Establish subcommittees to prepare for the 14th Party Congress so that these subcommittees, especially the Document Subcommittee and the Personnel Subcommittee, can quickly become operational and effectively meet the set goals and requirements.

General Secretary Nguyen Phu Trong expressed his confidence that, following this Conference, with renewed faith, enthusiasm, and momentum, the entire Party, people, and army will continue to unite and strive with even greater determination and effort; be more dynamic and creative to wisely seize every opportunity and advantage; steadfastly overcome all difficulties and challenges; successfully achieve the goals and tasks set for the entire 13th term, contributing to building a more developed, prosperous, dignified, and beautiful country, as our beloved President Ho Chi Minh always hoped.
