On the afternoon of September 17th, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for National Key Projects and Projects in the Transport Sector (Steering Committee), chaired the 14th meeting of the Steering Committee.
The meeting was held in a hybrid format, combining in-person and online participation, connecting the Government headquarters with provinces and centrally-governed cities that have nationally important and key transportation projects in their areas.
Attending the meeting were: Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Minister of Transport Nguyen Van Thang; Minister of Construction Nguyen Thanh Nghi; Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh; members of the Steering Committee, leaders of ministries, ministerial-level agencies, and government agencies; chairmen of People's Committees of provinces and cities; representatives of project management boards, investors, and contractors…
The meeting aimed to review and expedite the work following the 13th session, discuss solutions, and continue to address difficulties and obstacles to accelerate the progress of projects.
In his opening remarks, Prime Minister Pham Minh Chinh stated that, to date, the list of projects monitored by the Steering Committee includes 40 major projects/92 component projects across three sectors: road, rail, and aviation, passing through the territories of 48 provinces and centrally-governed cities.

Prime Minister Pham Minh Chinh emphasized that with only about 15 months left until the end of 2025, the workload is enormous. Therefore, the Prime Minister suggested discussing solutions to accelerate progress and ensure the quality of the projects; and applying valuable lessons learned from the 500 kV circuit 3 power line project.
Accordingly, it is necessary to create a vibrant emulation movement, mobilizing forces and creating a combined strength with the entire political system participating under the leadership and direction of the Party committees and government, with the active participation of the Fatherland Front and political-social organizations; main contractors should mobilize additional subcontractors to create jobs and livelihoods for people and businesses and improve the capacity of contractors in the area..., the spirit being "working together, winning together, sharing together, developing together".
The Prime Minister also took time to analyze the crucial importance of strategic transportation infrastructure. In particular, preliminary statistics show that Super Typhoon No. 3 caused approximately 40 trillion VND in damage. We must find solutions to compensate for these losses, including the task of accelerating public investment disbursement and promoting the three strategic breakthroughs, one of which is the strategic breakthrough in transportation infrastructure.
Therefore, the implementation of key national transportation infrastructure projects is a crucial political task, and also demonstrates "national solidarity and brotherhood." Ministries, sectors, localities, and businesses must focus on this with a spirit of responsibility for the people and the country, keeping their promises and fulfilling their commitments; commending and rewarding those who perform well, and dealing with cases of stagnation, shirking responsibility, and failure to complete tasks as stipulated by the Party and the State.
At the 13th session on August 8, 2024, the Prime Minister assigned 42 tasks to ministries, sectors, and localities, focusing on resolving difficulties and obstacles, accelerating the progress of land clearance, and providing construction materials, especially for key transportation projects in the Southern region.

According to the Ministry of Transport's report, to date, the units have completed 11 tasks on time, are actively implementing 28 tasks which are regular management and operational tasks, and 1 task which is not yet due. Two tasks have not been completed on time, including several important tasks that have been completed.
The Ministry of Construction has been extremely proactive and responsible, coordinating with ministries, sectors, and localities to organize the development and issuance of circulars amending and supplementing construction norms, contributing to the improvement of both the quantity and quality of norms, limiting shortcomings, and making them more suitable to practice; it has also issued guidance documents to localities on determining costs related to granting permits for construction materials mines under a special mechanism, resolving many difficulties in determining and managing costs for key projects in the transport sector.
The Ministry of Agriculture and Rural Development, acting under the authorization of the Prime Minister and on behalf of the Government, submitted to the Standing Committee of the National Assembly a proposal to amend Resolution No. 273/NQ-UBTVQH15 on the policy of changing the land use purpose of forests, forest land, and land used for two or more rice crops in the North-South Expressway project (eastern section) in the 2021-2025 period; and has sent a document to localities to disseminate Decree No. 91/2024/NĐ-CP dated July 18, 2024, on procedures for changing the land use purpose of forests.
The Ministry of Planning and Investment has submitted to the Government a draft law amending and supplementing several articles of a number of laws to remove obstacles in construction investment; and has submitted to the Prime Minister a plan to adjust the domestic central government budget public investment plan for 2024.
The Ministry of Natural Resources and Environment has instructed Ben Tre province to exploit mineral resources for common construction materials under a special mechanism to serve specific projects.
The State Capital Management Committee at Enterprises has reported on the investment plan to expand the Ho Chi Minh City – Long Thanh section; and has directed the Vietnam Electricity Group (EVN) to guide its affiliated units in resolving difficulties and obstacles regarding the relocation of high-voltage power lines.
The Central Emulation and Commendation Council, in coordination with the Ministry of Interior, the Ministry of Transport, and local authorities, organized the launching ceremony for the intensive emulation campaign "500 days and nights of emulation to complete 3,000 km of expressways".
The Ministry of Transport has submitted to the Politburo a proposal on the investment policy for a high-speed railway on the North-South axis; and has submitted to the Government a Resolution implementing Resolution No. 138/2024/QH15 of the National Assembly on the investment policy for the construction of the Gia Nghia-Chon Thanh expressway.
Regarding investment preparation, Ho Chi Minh City has coordinated with the provinces of Ba Ria - Vung Tau, Dong Nai, Binh Duong, and Long An to report to the Prime Minister on the policy of preparing a pre-feasibility study report for the Ho Chi Minh City Ring Road 4 project; the Prime Minister has assigned relevant ministries and agencies to address Ho Chi Minh City's recommendations.
The People's Council of Binh Duong province has adjusted the investment policy for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh project. Cao Bang province is coordinating with the Ministry of Planning and Investment to clarify the appraisal opinions on adjusting the investment policy for the Dong Dang - Tra Linh expressway project, following the direction of the Deputy Prime Minister.
The Ministry of Transport is conducting an internal review of the adjusted investment policy for the Bien Hoa-Vung Tau expressway project; it has completed the pre-feasibility study report for the high-speed railway project on the North-South axis in accordance with the Government's Resolution and submitted it to the Ministry of Planning and Investment for review (second time).
The Ministry of Planning and Investment, in coordination with the Hanoi People's Committee, has finalized the dossier and reported to the Prime Minister and Deputy Prime Minister on the adjustment of the investment policy for the Nam Thang Long – Tran Hung Dao urban railway project.
Regarding the preparation and approval of feasibility study reports, Ninh Binh province has approved the feasibility study report for the Ninh Binh-Hai Phong project.
Thai Binh province is submitting the feasibility study report for the Nam Dinh – Thai Binh project to the inter-agency appraisal council for review; Son La province is finalizing the feasibility study report for the Hoa Binh – Moc Chau project based on the appraisal opinions of the specialized construction agency; Lam Dong province is directing the investor to finalize the feasibility study report for the Tan Phu – Bao Loc project based on the appraisal opinions; Lam Dong and Binh Duong provinces are conducting appraisals of the feasibility study reports for the Bao Loc – Lien Khuong project and the Ho Chi Minh City – Thu Dau Mot – Chon Thanh project.
On September 4, 2024, the Deputy Prime Minister held a meeting with Lam Dong province and relevant ministries and agencies to resolve difficulties and obstacles and expedite the approval process for the Tan Phu – Bao Loc and Bao Loc – Lien Khuong projects.
Regarding land clearance work, with the decisive direction of the Prime Minister at the 13th Steering Committee meeting and the Prime Minister's Official Dispatch No. 80/CĐ-TTg dated August 16, 2024, localities have actively implemented this work and have seen significant progress.
However, because the remaining area is mainly residential land, the process of determining land ownership and compensation plans is complex, so some localities have not yet met the requirements, such as Dong Nai, Binh Duong, Khanh Hoa, and Lang Son.
Regarding construction materials, for projects in the Northern and Central regions, the supply of materials has basically met the construction needs.
For projects in the southern region, following the directives of the Prime Minister and Deputy Prime Minister Tran Hong Ha regarding the allocation of material supply targets for projects, localities have coordinated with investors and contractors to implement procedures related to granting mining licenses for projects. However, the implementation progress is still slow, affecting construction progress. Besides Vinh Long province, which has been granted 1.1/3.4 million m3, Tien Giang and Ben Tre provinces are still in the process of granting and supplementing mining licenses.
The Bien Hoa-Vung Tau expressway project in Dong Nai province is underway, completing the procedures for granting mining permits, but is lagging behind the schedule set by the Prime Minister.
Regarding the implementation of construction work and the "500-day emulation campaign to complete 3,000 km of expressways" movement, the Ministry of Transport has coordinated with the localities assigned as the managing agencies to review the implementation plan, build detailed schedules, especially for critical tasks, in order to urge the units to expedite the work.
Most projects have sufficient material resources and favorable land clearance conditions, and construction progress meets requirements.
Several projects with significant implementation value include the North-South Expressway (Eastern section, 2021-2025), which is 52% complete; the Chau Doc – Can Tho – Soc Trang section through An Giang, 26% complete; Hanoi Ring Road 4 section through Hanoi, 33% complete; the Tuyen Quang – Ha Giang project section through Ha Giang, 35% complete; Ho Chi Minh City Ring Road 3 section through Long An, 41% complete; Cao Lanh – An Huu section through Dong Thap, 36% complete; Bien Hoa – Vung Tau section through Ba Ria-Vung Tau, 35% complete; and some component projects are striving for completion 3 to 6 months ahead of schedule.
However, the implementation of projects in some localities is still slow, such as Can Tho and Soc Trang (Chau Doc – Can Tho – Soc Trang project), Bac Ninh (Hanoi Ring Road 4 project), Cao Bang (Dong Dang – Tra Linh project), and Lang Son (the Huu Nghi – Chi Lang project has only just begun construction). This is especially true for projects planned for completion in 2025, including: Dong Nai (Bien Hoa-Vung Tau component 1 and Ho Chi Minh City Ring Road 3 component 3 project); Binh Duong (Ho Chi Minh City Ring Road 3 project); and Tuyen Quang (Tuyen Quang – Ha Giang project).
Regarding the Ben Luc – Long Thanh expressway project, the Vietnam Expressway Investment and Development Corporation (VEC) is striving to adhere closely to the set schedule; bidding for package J3-1 has been opened, and related procedures are being processed for construction. Simultaneously, the Ministry of Transport has compiled and submitted a proposal for adjusting the investment policy for the project.
Regarding the Long Thanh International Airport project, the construction of the headquarters of state management agencies is progressing according to schedule. 94% of the reinforced concrete work for the Air Traffic Control Tower has been completed, closely adhering to the set timeline;
The passenger terminal construction package has completed all reinforced concrete work and is proceeding with the erection of the steel roof structure according to schedule; other packages and items such as the runway, taxiway, and two connecting traffic routes are being diligently implemented to meet the plan.
The Tan Son Nhat T3 passenger terminal project has completed the concrete work and the installation of the steel frame roof; the remaining items are being implemented according to schedule.
The Nhon – Hanoi Station urban railway project has excavated 297 meters and installed 186 tunnel lining rings in the underground section. The Ben Thanh – Suoi Tien urban railway project will continue trial runs until November 2024 to facilitate system safety certification assessment and operational personnel training.
For projects in areas affected by Typhoon No. 3, investors have strictly followed the directives of the Prime Minister and the Ministry of Transport, proactively implementing preventive measures, resulting in negligible impact. Construction projects have not caused flooding in neighboring areas; currently, units are repairing access roads, power lines, etc., to resume construction.
Reports and opinions at the meeting unanimously assessed that, in order to implement the tasks of infrastructure investment and construction, especially transportation infrastructure, as approved by the 13th National Party Congress, the National Assembly and the Government have allocated significant resources, focusing on investing in expressways, airports, and railways, mobilizing the combined strength of the entire country with many forces participating in the implementation of these projects.
To date, the total number of projects under the Steering Committee's list is 40 projects/92 component projects across 3 sectors: road, rail, and aviation; passing through the territories of 48 provinces and cities.
After 13 sessions, the country has now completed 2 out of 12 component projects (the North-South Expressway Eastern section, phase 2021-2025, and the Tuyen Quang-Phu Tho Expressway) with a total length of 674 km, passing through 15 provinces and cities, bringing the total length of expressways to 2,021 km. Approximately 1,700 km of expressways are currently under construction nationwide, and preparations are underway to start construction on another 1,400 km.
The emulation movement "500 days and nights of emulation to complete 3,000 km of expressways by 2025" (launched by the Prime Minister on August 18, 2024 in Dak Lak) has received the enthusiastic support and trust of the people, laying the groundwork for achieving the goal of putting 5,000 km of expressways into operation by 2030.
The Steering Committee has addressed and resolved many obstacles and difficulties, including long-standing ones, such as funding for urban railway projects, the Ben Luc-Long Thanh expressway, the continuation of construction on the Nhon-Hanoi Station urban railway project; handling of construction material sources, land clearance work; and ensuring the progress of many projects.
Following the conclusions of the Steering Committee at its 13th meeting, ministries, sectors, and localities have completed 11 tasks on time, are actively implementing 28 tasks as regular management and operational work, and have 1 task that is not yet due.

Concluding the meeting, Prime Minister Pham Minh Chinh stated that, in the current context, it is necessary to make breakthroughs and accelerate progress to achieve the goals set forth in the Resolution of the 13th National Congress of the Party, including the goal of building 3,000 km of expressways by 2025 and 5,000 km of expressways by 2025; while prioritizing the promotion of growth and overcoming the severe consequences and damage caused by storms, floods, and natural disasters.
Therefore, ministries, departments, localities, agencies, consulting, design, and supervision contractors, based on their functions, duties, powers, and commitments, need to actively and proactively complete the assigned tasks in promoting key national projects and important transportation projects, contributing to accelerating public investment disbursement, creating new development spaces, new industrial and service zones, increasing land value, reducing logistics costs, increasing the competitiveness of products and goods, creating jobs and livelihoods for people and businesses, and promoting socio-economic growth and development.
On behalf of the Steering Committee, the Prime Minister commended the ministries, agencies, and localities for successfully fulfilling their assigned tasks. At the same time, agencies and localities that have not performed well should learn from their experiences to improve their performance, be more decisive, and avoid prolonged obstacles that require multiple meetings for review. Those that have done well should do even better; those that have not done well should strive to learn from those that have done well; and those that are sluggish, slow, or fail to complete their tasks must be dealt with according to regulations.
According to the Prime Minister, Typhoon No. 3 caused immense damage to both lives and property, but these difficulties have only highlighted the strength of the people, their unity, self-reliance, and mutual support. Currently, with the unpredictable and unfavorable weather conditions, the Ministry of Transport and local authorities need to continue to uphold the spirit of "overcoming the sun and rain, not giving up in the face of storms," proactively responding to adverse weather conditions to ensure that work proceeds according to schedule.
In the coming period, we must continue to pursue the goal of completing 3,000 km of expressways by 2025 and 5,000 km of expressways by 2030; completing railway projects, Long Thanh, Tan Son Nhat, and Noi Bai airports… ensuring progress, quality, technical standards, aesthetics, safety, environmental hygiene, and preventing corruption and negative practices.
The Prime Minister affirmed that, building on the spirit of self-reliance and self-improvement, and drawing on the results, experiences, and lessons learned from previous terms, through leadership, guidance, and implementation of numerous projects such as the 500 kV circuit 3 Pho Noi (Hung Yen)-Quang Trach (Quang Binh) power line and the Long Thanh airport project, we will certainly successfully implement key projects in the transportation sector. "Typhoon No. 3 caused significant damage to both people and property, but no matter how difficult the circumstances, we must still achieve the set goals," the Prime Minister emphasized.
Regarding general tasks, the Prime Minister requested ministries, sectors, and localities to urgently implement key tasks to achieve the goals of the "500-day emulation movement to complete 3,000 km of expressways"; and at the same time, apply valuable lessons learned from key projects in the transport sector, with the highest responsibility, "all for the people, for the development of the country, for the pride of our nation".
The Prime Minister outlined several lessons learned:
Firstly, the lesson regarding leadership, management, direction, and command is: A clear mindset is essential, determination is high, effort is great, action is decisive, focused, and each task must be completed thoroughly.
Secondly, we must leverage the strength of national unity, mobilizing the combined strength of the entire political system from the central to local levels, the armed forces, the police, the Fatherland Front, political and social organizations, businesses, and especially the people, with the spirit of "unity from top to bottom, seamless coordination from left to right," "leading the way and supporting the rear, a single call and everyone responds." We must implement the "four on-the-spot" principles: on-the-spot command, on-the-spot forces, on-the-spot equipment, and on-the-spot logistics.
Thirdly, the project owner and construction units must make continuous efforts, be proactive and assertive, demonstrate the capabilities of the transportation sector, and ensure close and effective coordination among state-owned corporations, enterprises at both the central and local levels, state-owned and private enterprises, and main contractors. This will create favorable conditions and foster cooperation among local businesses and contractors acting as subcontractors, enabling them to gradually grow stronger, with the spirit of "sharing, understanding, working together, sharing benefits, winning together, developing together, and sharing joy, happiness, and pride."
Fourth, strengthen coordination among forces, levels, and sectors; ensure close cooperation between agencies and units to guarantee scientific and effective work; assignments must clearly define the person, the task, responsibility, timeframe, expected product, and expected results; results must be measurable and quantifiable to facilitate inspection, monitoring, and evaluation.
Fifth, build and launch a vibrant patriotic emulation movement, awaken national pride, promptly encourage and reward, create an atmosphere of enthusiastic work, all for the benefit of the nation and people, promptly criticize and handle organizations and individuals who perform poorly, engage in corruption, negativity, and waste; media and press agencies should strive to do a good job of propaganda, portraying good people and good deeds on construction sites and projects, mobilizing people, creating consensus and unity in project implementation.
Assigning specific tasks to localities in investment preparation, the Prime Minister requested Hanoi and Cao Bang to coordinate closely with relevant agencies to soon approve the adjustment of the investment policy for the Dong Dang-Tra Linh project and the Nam Thang Long-Tran Hung Dao urban railway (Hanoi).
The provinces of Son La, Thai Binh, Ninh Binh, and Binh Duong are closely following the set plan, coordinating closely with ministries and agencies to complete procedures and promptly approve the feasibility study reports for the Hoa Binh-Moc Chau project (to be completed in October 2024); the Ninh Binh-Hai Phong section through Nam Dinh and Thai Binh under the PPP method (striving for completion in October 2024); and the Ho Chi Minh City-Thu Dau Mot-Chon Thanh project, in accordance with the Government's resolution.
Lam Dong province is urgently implementing the directives of Deputy Prime Minister Tran Hong Ha, reviewing investment plans, and promptly approving the Tan Phu-Bao Loc and Bao Loc-Lien Khuong expressways projects; to be completed in October 2024.
Ho Chi Minh City is coordinating with ministries and agencies to resolve difficulties and obstacles, and streamline investment procedures so that the investment plan for the Ho Chi Minh City Ring Road 4 project can be submitted to the competent authorities for approval as soon as possible.
The Hanoi City People's Committee is responsible for compiling a report for submission to competent authorities to balance the total investment among the component projects of the Hanoi Capital Region's Ring Road 4.
Regarding land clearance, localities are coordinating with investors to develop land clearance implementation plans, focusing on critical road sections to prioritize implementation; proactively resolving difficulties and obstacles, mobilizing the entire political system under the leadership and direction of the Party committees, and strengthening public relations work to accelerate land clearance for projects, closely adhering to the schedule required by the Prime Minister in Official Dispatch No. 80/CĐ-TTg, especially for expressway projects planned for completion in 2025.
The provinces of Dong Nai, Khanh Hoa, Tuyen Quang, Da Nang, Hung Yen, Binh Duong, Kien Giang, and Lang Son have mobilized the entire political system, identifying land clearance as a key task, and are determined to overcome difficulties to accelerate the progress of land clearance work, meeting the implementation schedule of projects.
Lang Son province proactively worked with the Ministry of Natural Resources and Environment to obtain guidance on procedures for supplementing land use quotas for transportation infrastructure in the Dong Dang – Tra Linh project, ensuring that the progress of land clearance is not affected.
Regarding construction materials, localities assigned as the managing agencies of the projects should proactively seek and source materials to serve the construction of projects to meet the required progress; closely coordinate with localities with material mines to complete the procedures for granting mine licenses to ensure the supply of embankment materials, without affecting the progress of the projects, especially in Dong Nai province and Ho Chi Minh City.
Regarding construction implementation, local authorities are tasked with directing investors and contractors to coordinate in resolving difficulties and obstacles, developing reasonable construction plans that are suitable for land clearance, material sources, and weather conditions; flexibly organizing construction to suit the weather conditions in areas entering the rainy season; developing scenarios to respond to unusual weather situations such as storms and floods to ensure absolute safety for workers and machinery, minimizing damage caused by storms and floods; and organizing construction in 3 shifts and 4 teams to complete the projects under the 3,000 km list planned for completion in 2025, in accordance with the Prime Minister's directives. In particular, the Ho Chi Minh City Ring Road 3 project (sections through Dong Nai and Binh Duong), Bien Hoa-Vung Tau (Dong Nai), and Tuyen Quang-Ha Giang (Tuyen Quang) are behind schedule and require proactive, determined, and extraordinary efforts from the managing agencies, investors, and contractors to ensure the set deadlines are met.
Provinces with low construction progress such as Can Tho, Soc Trang, and Bac Ninh need to review their entire implementation plan, focusing on resolving issues related to construction materials, directing contractors to accelerate construction progress in areas where land is available and for items not affected by material shortages; and reviewing the capacity of construction contractors to promptly handle any delays in implementation according to regulations.
Lang Son and Cao Bang provinces are accelerating the construction progress of the Huu Nghi-Chi Lang and Dong Dang-Tra Linh projects. Hanoi City and Hoa Binh and Son La provinces are expediting procedures to soon commence the construction of component 3 of the Hanoi Ring Road 4 project and the Hoa Binh-Moc Chau expressway (the section through Hoa Binh is scheduled to start construction in September 2024 as planned by the province).
Ho Chi Minh City is closely monitoring the implementation progress to ensure the Ben Thanh-Suoi Tien urban railway project is put into operation on schedule (in November 2024).
Ha Giang province is reviewing its budget to report to the competent authorities on resolving difficulties regarding local budget funding for the Tuyen Quang-Ha Giang project.
The provinces affected by Typhoon No. 3 instructed investors and consultants to review and conduct supplementary investigations of hydrological data to update (if any), ensuring that design solutions are appropriate to the changing weather conditions.
Assigning tasks to ministries and agencies, the Prime Minister requested the Ministry of Transport to continue directing investors and contractors to coordinate with localities to accelerate construction progress and complete the North-South expressway project (2021-2025), Bien Hoa-Vung Tau, Hoa Lien-Tuy Loan in 2025, and component project 2 Khanh Hoa-Buon Ma Thuot, Ho Chi Minh Highway according to plan.
Implement the investor selection process to expedite the commencement of the Dau Giay-Tan Phu project; finalize procedures to submit to the National Assembly for adjustment of the investment policy for the Bien Hoa-Vung Tau project; closely coordinate with the Ministry of Planning and Investment in appraising the feasibility study report for the high-speed railway project on the North-South axis.
Urgently gather opinions from relevant agencies and finalize the report to the Standing Committee of the Government on the plan to expand the Ho Chi Minh City - Long Thanh section of the Ho Chi Minh City - Long Thanh - Dau Giay expressway project, as directed by Deputy Prime Minister Tran Hong Ha.
Urgently report to the Standing Committee of the Government on component project 4 of Long Thanh airport in accordance with the directive of Deputy Prime Minister Tran Hong Ha. Urgently prepare the dossier for adjusting the investment policy of the Long Thanh airport project as directed by the Government leaders to submit to the National Assembly at the 8th session of the 15th National Assembly.
The Ministry of Natural Resources and Environment will soon provide guidance to localities on the permitted operating hours per day for sand and gravel mining in riverbeds.
The Ministry of Planning and Investment should promptly finalize the appraisal reports for the Tan Phu-Bao Loc and Ninh Binh-Hai Phong sections passing through Nam Dinh and Thai Binh provinces; and expedite the appraisal procedures for the feasibility study report of the high-speed railway project on the North-South axis. The State Capital Management Committee at Enterprises continues to direct the Vietnam Expressway Investment and Development Corporation (VEC) to coordinate with relevant agencies to soon complete the pre-feasibility study report for the expansion project of the Ho Chi Minh City - Long Thanh section, and submit it to the Ministry of Transport for compilation and reporting to the Standing Committee of the Government; to soon complete the procedures for selecting contractors for package J3-1, and at the same time accelerate the construction progress of the remaining packages to complete the entire Ben Luc - Long Thanh project in 2025.
Direct the Vietnam Airports Corporation to closely monitor the quality and progress of airport projects; expedite the contractor selection and technical design process for the remaining packages of the Long Thanh passenger terminal. Continue directing the Vietnam Electricity Group and its affiliated units to accelerate the relocation of high-voltage power lines.
In giving his opinion on resolving proposals and recommendations, the Prime Minister also requested the Ministry of Transport, in its role as the standing agency, to further promote proactiveness and coordinate with the Government Office to expedite assigned tasks, promptly compile reports for competent authorities to resolve difficulties and obstacles.
