Speed ​​up disbursement of public investment capital, implement key projects

STO - On June 22, Prime Minister Pham Minh Chinh chaired the 18th meeting of the State Steering Committee for important national projects and works, key projects of the Transport sector and promoting public investment capital in 2025. The meeting was held in person, combined with online meetings with provinces and centrally-run cities with key projects and works.

Up to now, the Ministry of Construction and localities have implemented 25 projects and component projects, with a total length of about 941km; the Department of Transport is directing 37 projects and 95 component projects. Since its establishment, the Steering Committee has directly inspected the site many times, worked with localities to direct the removal of difficulties and obstacles, and urged the progress of projects. Up to now, 19 projects and component projects have been completed and put into use, including 16 expressways, bringing the total number of expressways nationwide to 2,268km.

Regarding the disbursement of public investment capital, in 2025, the total state budget capital is nearly 830,000 billion VND. As of June 20, 2025, ministries, central and local agencies have allocated and assigned detailed capital plans for the list of tasks and projects of over 818,600 billion VND, reaching over 99% of the assigned capital plan. Regarding the disbursement situation, from the beginning of 2025 to now, it is estimated that over 264,800 billion VND has been paid, reaching over 32% of the plan assigned by the Prime Minister .

In Soc Trang, Component 4 of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project, Phase 1, is currently being implemented with a total investment of nearly VND 12,000 billion, with disbursement from the beginning of the project to date reaching about VND 4,320 billion. According to the plan, the project will basically complete the entire route in 2026 and complete and put the entire project into operation in 2027. The provincial leaders have directly directed the investor, construction contractor, and design consultant to study and adjust solutions to speed up progress, shorten construction time, and commit to ensuring project implementation progress according to the set timelines.

Regarding the disbursement of public investment capital, the total public investment capital plan implemented in 2025, including the central and local capital plans, is over VND 9,625 billion. By June 15, 2025, over VND 1,791 billion had been disbursed, reaching 18.62% of the plan.

At the meeting, local leaders reported on the allocation and disbursement of public investment capital and the implementation of key projects in the area in the past time, and proposed many solutions to speed up the implementation progress in the coming time.

Speaking at the meeting, Prime Minister Pham Minh Chinh requested members of the Steering Committee to focus on removing difficulties and obstacles, speeding up the disbursement of public investment capital in 2025 and speeding up the implementation of projects, striving for the whole country to achieve the goal of completing 3,000km of expressways in 2025 and continuing to build 1,000km of coastal roads, key railway and road projects, especially the expressway from Ca Mau to Dat Mui, which is expected to start construction in August this year.

The Prime Minister also requested agencies and units to strengthen inspections, and consultants to supervise the implementation of assigned tasks to ensure project progress, quality, safety, environmental sanitation, and prevention and control of corruption and negativity. People in the project area, local authorities and Party committees must pay attention, ensuring that people in the new place have a better life than the old place, ensuring livelihoods for people, thereby creating the overall effectiveness of each project.
