Eliminating temporary and dilapidated houses - Great responsibility, high determination
With the highest sense of responsibility as directed by the Prime Minister : "clear people, clear work, clear responsibilities, clear authority, clear time, clear results " and promoting the role of the people in supporting material, financial and intellectual resources to build solid homes for the poor. Accordingly, the province quickly established a Steering Committee to eliminate temporary and dilapidated houses in the province, headed by Comrade Lam Van Man - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation .
After a period of active preparation, on the morning of December 11, 2024, in Tan Thanh commune, Long Phu district, the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses held a launching ceremony and groundbreaking ceremony. With the vision and determination of the leader, at the ceremony, the Provincial Party Secretary emphasized: The program to eliminate temporary and dilapidated houses is a major policy of the Party and State, with a high determination to leave no one behind, contributing to bringing the country into a new era, an era of national growth. Therefore, this is a particularly important political task that the Party Committee, government, Vietnam Fatherland Front, and organizations in the province need to focus on directing, leading, and organizing synchronously, resolutely, and effectively.

Immediately after that, 11/11 districts, towns, cities and 108 communes, wards and towns in the province established a steering committee and immediately started implementing, establishing teams to assist the steering committee, working groups to conduct surveys, closely review households, prepare records to eliminate temporary houses, dilapidated houses, mobilize to receive support sources, with high political determination, the province set a goal of completing before June 30, 2025, 3 months earlier than the deadline set by the government.
With a minimum support of 60 million VND/new house, 30 million VND/repaired house, Soc Trang has turned words into actions. Up to now, the whole province has supported the elimination of temporary and dilapidated houses for 8,917 households (of which, 6,538 houses were newly built, 2,379 houses were repaired), with a total implementation cost of over 463 billion VND, reaching 100% of the plan.
The involvement of the entire political system and society
As one of the localities with many difficulties in the province, Vinh Chau town is considered the locality with the largest workload in the whole province when implementing the program to eliminate temporary and dilapidated houses. The large area, difficult traffic, high proportion of ethnic minorities and the large number of poor households all create significant challenges for the implementation.
However, in such conditions, the spirit of drastic and close participation of the entire political system has become a strong driving force to push the program into reality and effectiveness. Right from the beginning, when the work was overwhelming, members of the Steering Committee and the provincial and district support teams did not hesitate to go directly to remote hamlets and villages to accompany the Party committees and local authorities, not only to survey but more importantly to listen to people and discuss and resolve difficulties. There were families lacking human resources, households that did not fully understand the policy, and hamlets that had difficulty transporting materials, all of which were recognized by the working group and promptly supported with practical solutions.
Comrade Duong Sa Kha - Member of the Provincial Party Standing Committee, Secretary of Vinh Chau Town, said: "When starting to implement the program, the Steering Committee identified this as an important and urgent task, so we quickly surveyed, went to every alley, knocked on every door, reviewed the needs, resources of families and the determination of families to have timely support".
Also from that closeness to the people, the concerns were gradually resolved, the initial doubts turned into consensus to build solid roofs together. Mrs. Tran Thi Sal - Xeo Me hamlet, Vinh Phuoc ward, Vinh Chau town, excitedly said: "I was so happy that I couldn't sleep. I am very grateful to the Party and the State for supporting me with a new house so that my family's life can be more stable."
The movement to join hands to eliminate temporary and dilapidated houses is not only the work of the State but has become a widespread people's movement. In order to ensure funding for the program to eliminate temporary and dilapidated houses, the province has proactively mobilized and synthesized resources to meet the support needs in accordance with regulations. The total budget mobilized by the province to implement the program is over 463 billion VND, of which 297 billion VND was received from the source of support to eliminate temporary and dilapidated houses in the province; over 95 billion VND from the provincial fund for the poor; over 28 billion VND from the central and provincial budgets under the National Target Program for Socio-Economic Development in Ethnic Minority Areas . In addition, the province allocated a budget of 5% of regular expenditure savings in 2024 to support the elimination of temporary and dilapidated houses for poor and near -poor households, with more than 103 billion VND to provide additional support to poor and disadvantaged households, meritorious people, and relatives of meritorious people to repair and build new houses.
Mr. La Minh Doi - a veteran in Hamlet 3, Ward 2, Soc Trang city, shared: "Over the years, I have seen that the Party and State have paid a lot of attention to the people, especially those with meritorious services and their relatives. Today, I am very happy to receive support."

In addition to financial support, volunteers, police, military, local authorities and organizations have actively contributed over 10,000 working days. To support households facing difficulties in land procedures, specialized agencies have proactively supported the completion of documents to issue land use right certificates, ensuring that households are eligible for support to build houses in accordance with regulations. Not only contributing labor and money, but also contributing the warm hearts of compatriots. The movement to eliminate temporary and dilapidated houses in Soc Trang has become a widespread campaign imbued with love. Today's achievements are the result of a long process.
The clearest evidence is that since 2020, the poverty rate of Soc Trang province has decreased significantly each year. By the end of 2024, Soc Trang has reduced more than 4,000 poor households and nearly 4,600 near-poor households. The poverty rate has decreased to only 1.34% (equivalent to nearly 4,500 households) and the near-poor household rate is 5.10% (more than 17,000 households), especially in ethnic minority areas, many households have escaped poverty sustainably thanks to career transition support programs and policy credit policies .
Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Ho Thi Cam Dao acknowledged, commended and highly appreciated the efforts of all levels, sectors and localities in the province; sincerely thanked the noble gestures and kindness of cadres, party members, civil servants, public employees, people from all walks of life, philanthropists, and businesses inside and outside the province who actively responded to the Program to eliminate temporary and dilapidated houses in the province.
Comrade Ho Thi Cam Dao affirmed that, up to this point, we can be proud that Soc Trang has completed a major task with practical results, thousands of households have new homes, less anxiety before the rainy and stormy season. More importantly, it has built up the people's firm trust in the Party and the government. The success of the program to eliminate temporary and dilapidated houses does not only lie in specific numbers but also in the crystallization of compassion, community spirit, political will and belief in a better future. This is the fulcrum for the province to continue implementing social security programs, sustainable poverty reduction, new rural construction and comprehensive development in the coming time.
Each house built is not only sturdy against storms but also a shelter for humanity, the beginning of a bright future. Each bright eye, each smile on the face of the people is the most vivid proof of a movement that comes from the heart and spreads through concrete actions. Eliminating temporary and dilapidated houses is not only a social security solution but also a strategic step in the journey of sustainable development. The success of the movement is a clear demonstration of Soc Trang's determination to achieve the goal of "leaving no one behind", contributing to the whole country towards a strong and prosperous Vietnam.
