On the morning of June 28, at the National Assembly House, the Party Committee of the National Assembly's Committee on Law and Justice held its 1st Congress for the 2025-2030 term.
Member of the Politburo , Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man attended and directed the Congress.
Also attending were Party Central Committee member, Permanent Deputy Secretary of the National Assembly Party Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh.
Warmly congratulating and praising the Party Committee of the Law and Justice Committee for its results and achievements in the past term, National Assembly Chairman Tran Thanh Man stated that the Party Committee of the Committee has promoted its role as a core leader, strengthened leadership, and directed cadres and party members to improve the quality and effectiveness of their work.
Although it has been undertaking a huge amount of work, with a wide scope, many difficult and complicated contents, including many new and unprecedented issues, the Party Committee of the Committee has inherited and promoted traditions, solidarity, responsibility, democracy, with many efforts, dedication, devotion, and creativity. The projects and contents of comments on documents of the Party Central Committee, the Politburo, the Secretariat, etc., are guaranteed to be rigorous, methodical, serious, and timely.

The Committee has performed its core responsibility of advising on the implementation of innovations by the National Assembly and the National Assembly Standing Committee, from advising the Politburo to issue Conclusion No. 19-KL/TW on the orientation of the Law-making Program for the 15th National Assembly; preparing early and remotely to improve the quality of the National Assembly's activities; coordinating the implementation of laws and resolutions after sessions; adapting very quickly to the policy of innovative thinking in law-making.
In addition to the assigned tasks, the Committee also participates in examining and revising all laws, ordinances and resolutions examined and revised by other agencies of the National Assembly. In its role as a gatekeeper, reviewing legal documents before promulgation, the Committee has closely, proactively, substantially and effectively coordinated with the Ethnic Council, the Committees of the National Assembly, and relevant ministries and branches.
According to the National Assembly Chairman, the National Assembly has recently considered and approved a large number of laws and resolutions. To date, the National Assembly has issued 213 laws and codes that are in legal effect.
In the 7th Session, 8th Session, and 9th Extraordinary Session alone, the National Assembly passed 33 laws, and the 9th Session, which just ended, passed 34 more laws; thus, after just the last 4 Sessions, the number of laws has accounted for nearly 32% of the total 213 laws.
Agreeing with the frank assessments of the shortcomings and limitations pointed out by the Party Committee of the Committee, Secretary of the Party Committee of the National Assembly, Chairman of the National Assembly Tran Thanh Man suggested that the Committee have effective solutions to overcome the limitations, promote advantages and strengths to better perform the assigned duties and tasks.
The National Assembly Chairman requested the Party Committee to do well in Party building, especially in political, ideological, organizational and inspection work; to have genuine and sincere solidarity. Each cadre and Party member may have different personalities, but all must work for the greater good, for the common work and tasks as beloved Uncle Ho advised, "to preserve solidarity as one preserves the pupil of one's eye;" to practice democracy, debate, be open-minded, listen, be professional, and quickly adapt to the requirements of innovation.
Along with that, the Party Committee of the Committee focuses on performing well political tasks, especially advising on perfecting laws in the fields under its responsibility; arranging work in a truly scientific and reasonable manner to promote the capacity, strengths, and expertise of each comrade.
Each Party member in the Party Committee, especially those who are leaders of Party Committees, Party Cells, Committees, and supporting Departments, must always be exemplary, constantly strive to cultivate political qualities, improve professional qualifications, grasp the practical situation, and contribute profound opinions to important decisions of the National Assembly.
In addition, it is necessary to proactively seek out and supplement truly talented personnel in the field of law-making; regularly train, foster, and create a generation of successors capable of undertaking tasks; guide and exchange knowledge, skills, and experiences within the Committee so that all officials and Party members of the Committee are proficient, knowledgeable, courageous, and have revolutionary ideals.

The National Assembly Chairman also requested the Party Committee and the Committee on Law and Justice to proactively develop a draft law and ordinance building program for the 2026-2031 term of the National Assembly to submit to the Politburo.
Emphasizing the need to promote the application of science, technology, and artificial intelligence in work, the National Assembly Chairman noted that it is necessary to conduct deeper and more comprehensive research and continue to promote the effectiveness of the policy of innovative thinking in law-making.
The National Assembly Chairman also requested the Party Committee of the Committee to further strengthen close and effective coordination within the Committee, between the Committee and agencies of the National Assembly, the Ministry of Justice, the Ministry of Home Affairs, the Government Inspectorate, etc. and other relevant agencies and organizations.
The Congress heard the announcement of the Decision of the Standing Committee of the National Assembly Party Committee to appoint members of the Executive Committee, Standing Committee, and appoint Secretary and Deputy Secretary of the Party Committee of the Committee for Law and Justice for the 2025-2030 term.
The Party Executive Committee of the Committee for Law and Justice for the 2025-2030 term consists of 13 comrades.
Comrade Hoang Thanh Tung, member of the Party Central Committee, member of the Standing Committee of the National Assembly Party Committee, member of the Standing Committee of the National Assembly, Chairman of the Committee on Law and Justice, was appointed to hold the position of Secretary of the Party Committee on Law and Justice for the 2025-2030 term.
The Congress resolved on the directions and tasks for the 2025-2030 term, including: performing well political tasks, contributing to the implementation of the tasks of the National Assembly Party Committee; focusing on leading, directing, and thoroughly implementing resolutions and directives of Party committees at all levels, towards the 1st National Assembly Party Congress and the 14th National Party Congress; including the requirement to implement the Party's policy on continuing to reorganize the apparatus of the political system, effectively implementing the Party's policy on breakthroughs in science and technology development, innovation and national digital transformation; major orientations of the Party and the National Assembly on innovating the work of law making and enforcement to meet the requirements of national development in the new era./.
