According to the National Assembly Chairman, in the new context, the requirements from the practical socio -economic development and the increasingly deep international integration process, the legal system needs to be complete, synchronous, feasible, stable and lead the development.
Promote the spirit of solidarity, dedication and innovation
National Assembly Chairman Tran Thanh Man acknowledged and highly appreciated the recent important results, the Party Committee of the Law and Justice Committee effectively promoted its core leadership role, upheld the spirit of solidarity, dedication and creativity in organizing the implementation of assigned political tasks.
The National Assembly Chairman especially acknowledged the persistent efforts of cadres and party members in the context of a large workload, complex nature, requiring accuracy, quickness and high quality. From advising on major projects of the Central Committee, to examining and reviewing hundreds of draft laws and resolutions, the Committee has become the main unit in the legislative innovation process of the National Assembly.
Sharing the difficulties that the committee is undertaking, including many difficult and urgent tasks, especially recently when restructuring the organization and staff, the National Assembly Chairman highly appreciated the quality of documents of the National Assembly's Committee on Law and Justice advising and implementing, reports, projects, and comments on documents of the Party Central Committee, Politburo, and Secretariat.
The Coordination Committee advised the Politburo to issue Conclusion No. 19 guiding the Law-making Program for the 15th National Assembly term... ensuring strictness, methodicalness, accuracy, and rapid adaptation to the policy of innovative thinking in law-making.
At the same time, the National Assembly Chairman said that the Committee must regularly undertake many tasks, including urgent and difficult ones, but it is also an opportunity to help cadres and party members become more mature, "the more a gem is polished, the brighter it shines", "fire tests gold, hardship tests strength".
Regarding the tasks in the coming time, National Assembly Chairman Tran Thanh Man requested to continue "more in-depth and comprehensive research" and promote innovation in thinking in law-making work; accordingly, "law cannot run behind reality".
Legislative work must be fast, accurate and certain, closely meeting practical requirements, with the spirit of "urgency, solving any difficulties".
The guiding ideology of the head of the National Assembly is: only by doing can there be initiatives, only by committing and throwing oneself into practice can new values in legislation be created.
Therefore, the National Assembly's agencies need to continue to promote the application of science, technology and artificial intelligence in the legislative process; at the same time, create a democratic environment, healthy debate and criticism in the development of legal policies, under the leadership of the Party.
Businesses and people have high expectations.
National Assembly Chairman Tran Thanh Man frankly pointed out: the expectations of the people and businesses on the National Assembly, especially in institutional reform, have never been as great as they are today.
In just the last four sessions, the National Assembly has passed 67 laws, accounting for nearly 32% of the total number of laws currently in effect, a vivid demonstration of the spirit of innovation, action, and efficiency.
However, the National Assembly Chairman also noted that, in addition to performing well the task of building policies into laws, it is necessary to focus on and prioritize Party building and personnel organization work, with each Party member being an exemplary nucleus, with strong political qualities, qualifications, and character.
At the Congress, the Standing Committee of the National Assembly Party Committee announced the decision to appoint the Party Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary and the Party Committee Inspection Committee for the 2025-2030 term. Comrade Hoang Thanh Tung, Chairman of the Committee on Law and Justice, was appointed to hold the position of Party Secretary.
The National Assembly Chairman expressed his belief that with the new leadership team, the Party Committee of the Committee will inherit and promote traditions, continue to innovate and create, creating strong changes in the quality of Party building work and performing professional tasks.
In particular, the unit needs to proactively discover, nurture and use real talents in the legislative field, building a generation of successors capable of undertaking tasks in the new period.
To better meet work requirements, the National Assembly Chairman requested that Party members in the Party Committee need to apply science, technology, and artificial intelligence in their work, and continue to promote the effectiveness of the policy of innovative thinking in law-making.
The Party Committee of the Committee further strengthens close and effective coordination within the Committee, between the Committee and agencies of the National Assembly, the Ministry of Justice, the Ministry of Home Affairs, the Government Inspectorate, etc. and other relevant agencies and organizations to create unity in legal policy making.
Recently, the National Assembly has reviewed and approved a large number of laws and resolutions. To date, the National Assembly has issued 213 laws and codes that are in legal effect. In the 7th Session, 8th Session, and 9th Extraordinary Session alone, the National Assembly passed 33 laws and the 9th Session, which just ended, passed 34 laws. Thus, after only the last 4 sessions, the number of laws has accounted for nearly 32% of the total 213 laws.
The National Assembly Chairman emphasized the need to build a truly and sincerely united collective. “Each person may have a different personality, but it must be for the greater good, for the common work” and reiterated the teachings of beloved Uncle Ho, that we must preserve solidarity like preserving the pupil of our eye; practice democracy, debate, be open-minded, listen, be professional, adapt quickly to the requirements of innovation, debate, and criticism, under the leadership of the Party.
The National Assembly Chairman expressed his deep confidence that the new Party Executive Committee will be a collective of solidarity, courage, intelligence, enthusiasm and high sense of responsibility, capable of leading the Party Committee to successfully implement the Congress Resolution.
Along with that, inspection and supervision work must be implemented synchronously and strictly, ensuring the purity and integrity of the apparatus, strengthening people's trust in the supreme supervisory role of the National Assembly.
The Congress has identified the direction and tasks for the 2025-2030 term with 5 groups of tasks, key solutions and 11 specific targets. The focus is on: perfecting institutions, innovation, national digital transformation and continuing to implement the Party's major policies in law-making and judicial reform.
Emphasizing the spirit of action for the benefit of the nation and people, for a prosperous and happy life for the people, the National Assembly Chairman called on all cadres and party members of the Party Committee of Law and Justice to promote the spirit of "Effort - Proactive - Timely - Quality - Effectiveness" to contribute to making the National Assembly truly the embodiment of the will and aspirations of the people, the highest state power agency, the source of all innovation and development.
The Congress resolved on the direction and tasks for the 2025-2030 term: Focus on leading, directing, and thoroughly implementing the resolutions and directives of Party committees at all levels, towards the First National Assembly Party Congress and the 14th National Party Congress; including the requirement to implement the Party's policy on continuing to reorganize the apparatus of the political system, effectively implementing the Party's policy on breakthroughs in science and technology development, innovation and national digital transformation; major orientations of the Party and the National Assembly on innovating the work of law making and enforcement to meet the requirements of national development in the new era, in the immediate future until 2030, with a vision to 2045...
