Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 48/CD-TTg dated April 22, 2025, on accelerating the progress of land clearance and exploitation of construction materials for projects to complete 3,000 km of expressways in 2025.

The official dispatch stated that the 13th National Party Congress set a target of completing 5,000 km of expressways by 2030. The Prime Minister launched a 500-day emulation campaign to complete 3,000 km of expressways by 2025; and established 7 inspection teams to review and resolve difficulties and obstacles related to key transport projects planned for completion in 2025 to achieve the 3,000 km expressway target. Following the inspection, the Deputy Prime Ministers issued specific directives, the Standing Committee of the Government concluded and directed; and the projects have shown more positive progress.

However, according to a report by the Ministry of Construction , some localities are still slow in implementing compensation, resettlement support, relocation of technical infrastructure, and granting permits for construction material quarries as required by the Prime Minister, affecting the progress of projects.

To boost public investment, contribute to growth exceeding 8% in 2025, and ensure the timely completion of projects, the Prime Minister requested provinces with significant remaining land clearance issues, such as Dong Nai (Bien Hoa - Vung Tau), Khanh Hoa (Khanh Hoa - Buon Ma Thuot), Lang Son (Huu Nghi - Chi Lang), Binh Duong (Ho Chi Minh City Ring Road 3), and Quang Tri (Van Ninh - Cam Lo), to mobilize the entire political system to complete all land clearance work before April 30, 2025, without delay.

The provinces of Nghe An, Dong Nai, Binh Thuan, Khanh Hoa, Ninh Thuan, Quang Binh, Quang Tri, Quang Ngai, Hau Giang, Kien Giang, and Phu Yen are urged to promptly hand over the land for rest stops on the Eastern North-South Expressway before April 30, 2025.

The provinces of Dong Nai, Khanh Hoa, Dak Lak, Binh Duong, and Long An are coordinating with the Vietnam Electricity Group (EVN) to complete the relocation of high-voltage power lines before April 30, 2025, without affecting the construction progress. Quang Tri province (Van Ninh - Cam Lo) is urgently completing the relocation of technical infrastructure systems on access roads and cross roads at the overpasses of National Highway 9D, National Highway 9A, and Tam Hiep.

Da Nang City (Hoa Lien - Tuy Loan) is accelerating the licensing procedures and increasing the capacity of stone quarries according to regulations, to be completed before April 25, 2025.

Phu Yen province (Quy Nhon - Chi Thanh) is urgently completing the procedures to increase the capacity of the Phu Yen Road Management and Maintenance Joint Stock Company's quarry according to regulations before April 30, 2025.

Dak Lak Province (Khanh Hoa - Buon Ma Thuot) will complete the procedures for approving the lease of land for the Ea Kenh mine in accordance with regulations before April 30, 2025.

The provinces of Dong Thap and An Giang must complete the procedures for adjusting the Certificates of Mine Licenses granted under the special mechanism in accordance with regulations before April 30, 2025.

Tien Giang and Ben Tre provinces have completed the licensing of the remaining 3 sand mines; Vinh Long, Tien Giang, and Ben Tre provinces will increase mine capacity to meet 2025 demand as stipulated before April 25, 2025.

An Giang province will soon allocate, in accordance with regulations, the stone resources at the Antraco mine to prioritize supplying key projects in the region that are planned for completion in 2025.

Ho Chi Minh City and the provinces of Dong Nai, Binh Duong (Ho Chi Minh City Ring Road 3), and Dong Thap (An Huu - Cao Lanh) are reviewing and revising the schedule, proactively securing material sources, and implementing appropriate and effective technical solutions to avoid delaying the project completion deadline. The goal is to complete the project in 2025.

The Ministry of Agriculture and Environment is urgently reviewing legal regulations to guide localities on: procedures for returning waste disposal sites after construction projects are completed; assessing the direct impact on people's lives and health due to project construction; and compensation for crops and livestock as stipulated in Article 103 of the Land Law before April 30, 2025.

The Ministry of Industry and Trade has directed, and EVN Group has proactively coordinated and supported, local authorities to urgently instruct relevant units to accelerate the progress of relocating high-voltage power lines.

The Ministry of Construction - the standing agency of the State Steering Committee for important national projects and key projects in the transport sector - continues to closely coordinate with localities, investors, and relevant ministries and sectors to resolve difficulties and obstacles related to land clearance and construction materials; directing investors and contractors to organize construction in 3 shifts, 4 teams, working through holidays and Tet (Lunar New Year), working day and night, with the spirit of "overcoming the sun and rain, not giving up in the wind and storms," ​​and "only discussing work, not retreating" to accelerate construction progress and meet the required schedule.
