The district-level People's Committee has effectively fulfilled its role as the standing agency for Project 06 at the district level, commencing operations immediately after taking over the responsibilities from the district-level police, ensuring effective, efficient, and uninterrupted operation. As a result, the tasks of Project 06 under the responsibility of the locality have been basically implemented promptly and achieved significant results.
Notably, in April 2025, 24,932 applications were received and processed for 25 essential public services, achieving an 80.58% success rate; 1,603 applications were received and processed for 28 online public services as stipulated in Decision No. 422/QD-TTg of the Prime Minister , achieving a 97.21% success rate; 1,273 applications for electronic public services linked to the national population database system were received and processed; 14,473 administrative procedures were received and processed, with a processing rate of 98.6% of applications processed ahead of schedule or on time; only 1.4% of applications were processed late. In April 2025, 7,562 identity card applications were received, bringing the cumulative total to 680,487 applications for citizen identity cards. As of April 10th, 455,116 out of 588,049 eligible individuals had submitted Level 2 electronic identification applications, and 427,836 Level 2 electronic identification accounts had been activated, reaching 94%; 2,475 organizations, businesses, and cooperatives in the province had installed and submitted requests for organizational electronic identification accounts...
Regarding medical examination and treatment using electronic health records on the VNeID application, from July 1, 2024 to March 10, 2025, medical facilities submitted data according to the standards in Decision No. 4750/QD-BYT to the Health Insurance Claims Data Reception Portal for the integration of electronic health records on the VNeID application. This included 1,222,678 medical records; 1,265,365 test results; 243,529 follow-up appointment slips; and 180,954 referral slips. Of these, the total number of medical examinations and treatments using electronic health records on VNeID was 36,559. The province has deployed 8 medical facilities to connect, integrate, and update data. The Provincial Police Department has directed police units and localities to implement solutions to clean up population data. To date, 100% of the targets for cleaning up population data have been basically completed, ensuring that the data is "accurate, complete, clean, and relevant" to serve the implementation of Project 06 in the province. At the same time, the province continues to direct local police forces to coordinate with the social insurance agencies at the same level to focus on reviewing and updating information on pensioners and health insurance beneficiaries on the National Population Database system...
Many applications of Project 06 serving socio-economic development have been implemented effectively, such as: using citizen identity cards to replace health insurance in medical examinations and treatment; notifying residency via VNeID and ASM; cashless payments in areas such as social security policy payments, tuition fee collection, and hospital fee collection... Several indicators for cleaning specialized data have been completed on schedule, such as data on children, the Elderly Association, the Farmers' Association, and the Veterans' Association. This has yielded practical results, contributing positively to the goal of building a civilized administration, serving socio-economic development, and preventing and combating crime.
To complete the tasks of Project 06 in 2025 and subsequent years, the Provincial People's Committee directs relevant departments, agencies, localities, and units to continue focusing all resources on effectively implementing the tasks under Project 06 in the province. The focus should be on overcoming existing shortcomings, difficulties, and obstacles, and enhancing the role and responsibility in leadership and management. In addition, all levels and sectors need to continue strengthening guidance, inspection, supervision, and urging the implementation of tasks within their respective sectors and fields of management, while also promoting the role and responsibility of the heads of agencies in implementing Project 06; demonstrating high determination in leading and directing the implementation of Project 06 in their agencies, units, and localities. Emphasis should be placed on promoting the results of Project 06 through various forms, especially highlighting the benefits that citizens and businesses in the province have received from Project 06. In addition, focus should be placed on accelerating the digitization of records and administrative procedure results, linking digitization with the performance of duties by officials and civil servants in the process of handling administrative procedures; citizens and businesses should not be required to provide documents or digitized administrative procedure results as per regulations. Attention should be paid to ensuring the necessary conditions regarding human resources, information technology infrastructure, data, and information security to meet the requirements for connecting, synchronizing, sharing, and exploiting data with the National Data Center and national and specialized databases according to the roadmap.
