Accelerate the implementation of Project 06

The district-level People's Committee has performed well its role as the standing agency of Project 06 at the district level, coming into operation immediately after receiving the task from the district-level police to ensure effective, efficient, smooth and uninterrupted operations. Thereby, the tasks of Project 06 under the responsibility of the locality have basically been organized and implemented promptly and achieved important results.

Notably, in April 2025, 24,932 records were received and processed for 25 essential public services, reaching 80.58%; 1,603 records were received and processed for 28 online public services stipulated in Decision No. 422/QD-TTg of the Prime Minister, 1,273 records were received and processed for electronic public services on the national population database system; 14,473 administrative procedures were received and processed, of which the rate of processing records before and on time was 98.6%; only 1.4% of records were processed late. In April 2025, 7,562 cases of identification were received, and up to now, 680,487 cases of citizen identification and identification records have been received; As of April 10, 455,116/588,049 eligible people have received level 2 electronic identification records, 427,836 level 2 electronic identification accounts have been activated, reaching 94%; 2,475 business organizations and cooperatives in the province have installed and sent requests for organization electronic identification accounts...

Regarding medical examination and treatment (KCB) using electronic health books on the VNeID application, from July 1, 2024 to March 10, 2025, medical examination and treatment facilities have sent data according to the standards in Decision No. 4750/QD-BYT to the Health Insurance Appraisal Data Receiving Portal to serve the integrated electronic health books on the VNeID application, which is 1,222,678 medical examination and treatment records; 1,265,365 test results, 243,529 re-examination appointment papers, 180,954 referral papers; of which, the total number of medical examination and treatment using electronic health books on VneID is 36,559. The province has deployed 8 medical examination and treatment facilities to connect, communicate, and update data. The provincial police have directed the police of units and localities to deploy solutions to clean up population data. Up to now, 100% of the targets for cleaning up population data have been basically completed and ensured to be "correct, sufficient, clean, and alive" to serve the implementation of Project 06 in the province. At the same time, continue to direct local police to coordinate with social insurance at the same level to focus on implementing the review and updating of information on pension and health insurance beneficiaries on the National Population Database system...

Many applications of Project 06 serving socio-economic development have been implemented with practical results, such as: Using citizen identification cards to replace health insurance in medical examination and treatment; notification of residence via VNeID, ASM; cashless payment in the fields of social security policy payment, tuition fee collection, hospital fees... Some indicators of cleaning specialized data have been completed on schedule such as: Children's data, data of the Association of the Elderly, Farmers' Association, Veterans' Association. From there, bringing practical results, actively contributing to the goal of building a civilized administration, serving socio-economic development and preventing and combating crime.

To complete the tasks of 2025 and the following years of Project 06, the Provincial People's Committee directs departments, branches, localities and related units to continue to focus all resources to effectively implement the tasks under Project 06 in the province. The focus is on overcoming shortcomings, difficulties and obstacles, promoting the role and responsibility in direction and administration. Along with that, all levels and sectors need to continue to strengthen direction, inspection, supervision and urging the implementation of tasks according to sectors and management fields in conjunction with promoting the role and responsibility of leaders in implementing Project 06; have high determination in leading and directing the implementation of Project 06 at their agencies, units and localities. Focus on promoting the dissemination of the results of Project 06 implementation in many forms, especially the utilities that people and businesses in the province benefit from Project 06. In addition, focus on accelerating the progress of digitizing records and results of administrative procedure settlement, linking digitization with the performance of tasks of officials and civil servants in the process of administrative procedure settlement; do not require people and businesses to provide documents and results of administrative procedure settlement that have been digitized in accordance with regulations. Pay attention to ensuring conditions for human resources, information technology infrastructure, data and information security and safety to meet the requirements for serving connection, synchronization, sharing, and data exploitation with the National Data Center and national databases, specialized databases according to the roadmap.
