On October 15th, the State Appraisal Council issued its official conclusion on the pre-feasibility report for the North-South high-speed railway project submitted by the Ministry of Transport . According to the Appraisal Council, this revised pre-feasibility report includes several adjustments, such as defining the high-speed railway as carrying both passengers and freight (instead of just passengers), increasing the axle load from 17 tons/axle to 22.5 tons/axle, raising the total investment from US$58 billion to US$67.34 billion, and reducing the investment timeline by 10 years.

The Appraisal Council recommended that the Ministry of Transport focus on reviewing and refining several aspects, such as the total investment cost, technical design, and transportation demand forecasts. Regarding the total investment cost, the Council suggested a review based on accurate and complete calculations, while clarifying the feasibility of mobilizing and balancing capital for the project. Regarding operating speed, the Ministry of Transport needs to provide detailed explanations of the technical requirements for the route with a design speed of 350 km/h for container train operations. Furthermore, the pre-feasibility report needs to clarify the feasibility of localization and mastery of high-speed rail technology; the feasibility of implementing the project according to the set schedule; and the orientation of urban planning linked to public transport (TOD)... The conclusions of the Appraisal Council were reached in the context of the urgent need to finalize the pre-feasibility report for submission to the National Assembly. The Council requested the Ministry of Transport to promptly address and clarify as many issues as possible raised in the verification report, finalize the pre-feasibility report, and submit it to the Ministry of Planning and Investment before 12:00 PM on October 16th. It is expected that the Standing Committee of the State Appraisal Council will finalize the appraisal report and submit it to the council chairman for signing and submission to the Government on October 17th.
The pre-feasibility study report for the North-South high-speed railway project is being prepared by the Ministry of Transport. The report was drafted by the TEDI - TRICC - TEDIS consortium. According to the report, the project is designed as a double-track, 1,435mm gauge, electrified, with a design speed of 350km/h, prioritizing passenger transport and potentially freight transport, including defense purposes when needed. The total estimated investment is US$67.34 billion. The Ministry of Transport aims to submit the investment plan to the National Assembly for approval in October 2024; and to tender for the selection of international consultants and conduct surveys and prepare the pre-feasibility study report in 2025-2026.
