Proposing breakthrough policies for Vietnam to attract talent.

On the morning of May 20th, in Ho Chi Minh City, the Vietnam National University (VNU-HCM) and the Regional Political Academy II (Vietnam National Political Academy of Ho Chi Minh City) jointly organized a scientific conference on "Talent Visas and Policies to Attract High-Quality Human Resources for National Development".

The workshop was organized to concretize the spirit of Resolution No. 45-NQ/TW on promoting the role of intellectuals and Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation.

Comrade Ngo Dong Hai, Deputy Head of the Central Propaganda and Mass Mobilization Department, attended and delivered a speech outlining the content of the workshop. Also in attendance were representatives from the Ho Chi Minh National Political Academy, the Regional Political Academy II, and experts and scientists from Vietnam and abroad.

To guide the workshop's content, Deputy Head of the Central Propaganda and Mass Mobilization Department Ngo Dong Hai suggested that delegates focus on discussing and clarifying five key areas. Firstly, clarifying the theoretical and practical basis of talent visa policies in the new context. Secondly, conducting a scientific and comprehensive study of the experiences of pioneering countries such as Singapore (with its RIE program), China, South Korea, and India to draw lessons on policy design, implementation, and the development of a talent ecosystem, finding a superior, open, and suitable talent visa model for Vietnam's institutional characteristics. Thirdly, proposing a policy model suitable for Vietnam that shifts from an "attracting" mindset to a "global talent competition" mindset, designing an open and competitive talent visa mechanism, and developing a comprehensive policy package (covering visas, residency, income, and living environment). Fourth, propose breakthrough solutions, including building an innovation ecosystem such as "innovation clusters" and "talent cities" linked to major university centers; fifth, attracting talent from abroad must go hand in hand with nurturing and developing domestic talent.

“I propose that delegates conduct in-depth analysis on: perfecting institutions to create breakthroughs in the strategy of training research talents right from the university level. A special mechanism to support large educational centers such as the Vietnam National University Ho Chi Minh City to play a pivotal role in building a national talent ecosystem. In particular, there is a need for a strategy to develop public service human resources, especially high-quality human resources suitable for modern local government models and ethnic minority and mountainous areas, in order to achieve sustainable development,” the Deputy Head of the Central Propaganda and Mass Mobilization Department emphasized.

Presenting on the development of high-tech human resources, Professor Nguyen Thi Thanh Mai, Director of the Vietnam National University Ho Chi Minh City, emphasized: "The talent visa should not be viewed merely as a simple immigration policy. It should be seen as a strategic tool in national competition for talent, and as a 'gateway' to help Vietnam connect with the global flow of knowledge. In the context of strong digital transformation and technological competition, the quality of human resources will determine the competitiveness and development speed of the nation. Therefore, investment in education, scientific research, and innovation should be considered a top priority."

According to the Director of the Vietnam National University Ho Chi Minh City, experience from many countries shows that to attract international experts and scientists, in addition to incentive policies, it is necessary to build a comprehensive innovation ecosystem. This ecosystem includes an open academic environment, modern research facilities, opportunities for international cooperation, and a suitable quality of life for employees and their families.

The Vietnam National University Ho Chi Minh City (VNU-HCM) proposes the need for specific mechanisms to attract and retain talent in high-tech fields such as AI, semiconductors, big data, and automation. Simultaneously, close collaboration between the government, higher education institutions, and businesses is considered crucial for training human resources to meet new development needs.

Based on practical experience, Dr. Cheong Wei Yang, Vice-Chancellor of the Singapore Management University, shared that in the period 2026-2030, Singapore will invest US$37 billion in attracting talent, developing science and technology, and digital transformation. In addition to investing in startup projects, Singapore is also attracting scientists back to the country, and recruiting capable research personnel from businesses to collaborate with universities and research institutes.

Experts and scientists presented papers discussing how Vietnam is opening up to global knowledge; how Vietnam is creating an environment for domestic and foreign talents to contribute; how the State, schools, and businesses are working together to create new development capabilities; and how we are preparing the human resources foundation for a rapidly developing, sustainable, self-reliant, and powerful Vietnam.
