Proposing a special mechanism to handle over 11,400 surplus properties (houses and land).

Following the restructuring and streamlining of the administrative apparatus, thousands of surplus offices and land plots are awaiting disposal plans. In response to this situation, the Ministry of Finance has officially submitted to the Government a draft Resolution on specific mechanisms and policies to "unlock" frozen assets, ensuring austerity and combating waste.

There are still 11,412 surplus properties (houses and land) that have not been fully processed.

To date, the arrangement of office space for the new merged apparatus has been largely ensured based on current standards and regulations. Speaking to the press on the afternoon of June 1st, Mr. Nguyen Tan Thinh, Director of the Public Assets Management Department ( Ministry of Finance ), stated that the arrangement of public assets has always been carried out synchronously and decisively right from the organizational restructuring stage.

Evidence of this effort is that localities have completed the initial processing of 26,447 properties, with maximum priority given to essential sectors: 3,015 properties converted into schools, 648 into health stations, and 2,385 into community cultural and sports facilities.

However, the process of fully utilizing surplus assets is still facing significant obstacles in terms of both practical implementation and market conditions. Reports from localities, as of the end of May 2026, show that there are still 11,412 surplus properties that have not been fully processed or effectively utilized. Of these, more than 3,200 properties have not even had a processing plan developed. At ministries and central agencies, although more than 3,440 properties have been processed, over 700 others remain pending.

Ms. Tran Dieu An, Deputy Director of the Public Assets Management Department, noted that the supply-demand imbalance is the biggest challenge, as a large amount of assets are simultaneously brought to the market while demand in many areas decreases due to the relocation of administrative agencies. Many offices are small-scale, located in remote areas, or lack commercial advantages, making it difficult to find tenants or utilize them. Furthermore, the old office system, designed for the old organizational model, is often incompatible with the operational needs of a modern system, creating significant technical barriers to reuse.

To address these issues, the Ministry of Finance has submitted to the Government a draft Resolution on specific mechanisms and policies to accelerate the processing and utilization of surplus houses and land after the streamlining of organizational structures and the reorganization of administrative units through simplified procedures.

In this context, the Ministry of Finance proposed a series of groundbreaking and flexible solutions. Regulations will be simplified to the maximum extent, especially in determining rental prices, and greater decentralization will be granted to local authorities to proactively decide on exploitation methods.

Notably, the draft allows for flexible adjustments to rental prices if, after public announcement, no tenants are found, in order to avoid prolonged periods of vacant property leading to deterioration and waste.

Regarding planning-related issues, the Director of the Public Assets Management Department stated that current legislation has strongly decentralized the authority of local governments in adjusting planning. Localities can proactively make localized adjustments to facilitate land allocation and leasing in accordance with regulations.

In cases where planning adjustments are not yet possible, Decree 102, guiding the implementation of the Land Law, allows for short-term exploitation of land plots for a maximum period of 5 years. This form does not require auctions or bidding as in the case of normal land allocation or leasing, nor does it require immediate conformity with land use planning or plans. According to the Ministry of Finance, this is a relatively flexible mechanism, creating conditions for localities to quickly put surplus housing and land into use, avoiding waste of public resources.

In the coming period, public asset management will not stop at reviewing procedures but will be closely linked to the responsibility of the head of each agency. The results of handling and utilizing surplus land and properties will become an important criterion for evaluating the performance of leaders in ministries, sectors, and localities.

These specific policies are expected to remove barriers so that this surplus public asset can be quickly transformed into a tangible resource, making a significant contribution to the country's socio-economic development goals.

As of May 27th, there are still 11,412 facilities that have not completed the remediation process or have not been fully utilized. Of these, 5,329 facilities have been handed over to housing businesses or land development organizations for management but have not yet been put into operation; 2,823 facilities have had their remediation plans approved but have not yet been implemented; and 3,260 facilities do not yet have a remediation plan…

For central ministries and agencies, 3,446 properties (houses and land) have been processed. However, 702 properties remain unprocessed, including 474 that have yet to receive a processing decision.
