On the morning of August 29th, at the Dien Hong Hall of the National Assembly, the Party Committee of the Central Agencies Bloc, in coordination with the Office of the President , the Office of the National Assembly, the Ho Chi Minh National Political Academy, and the National Political Publishing House, organized a scientific conference titled "55 Years of Implementing President Ho Chi Minh's Testament in Central Agencies (1969-2024)".

Politburo member, Director of the Ho Chi Minh National Political Academy, Chairman of the Central Theoretical Council Nguyen Xuan Thang; Secretary of the Party Committee of the Central Agencies Bloc Nguyen Van The; Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong; Director and Editor-in-Chief of the National Political Publishing House Truth Vu Trong Lan; and Deputy Head of the Office of the President Pham Thanh Ha chaired the seminar.

The seminar is an activity to commemorate and express gratitude for the immense contributions and great achievements of President Ho Chi Minh to the revolutionary cause of the Party and the Vietnamese nation; to inspire the will and determination of the entire Party, people, and army, including cadres and Party members of central agencies, to successfully fulfill his noble aspirations.

President Ho Chi Minh's will will always accompany the nation.

In his opening remarks at the seminar, National Assembly Chairman Tran Thanh Man stated: For the past 55 years, the thoughts and Testament of President Ho Chi Minh have always accompanied the nation, illuminating and guiding the entire Party, people, and army to remain steadfast and loyal to his revolutionary cause and ideals, and to excellently continue the great revolutionary cause to which he dedicated and sacrificed his entire life.

In the process of building and defending the socialist Vietnamese Fatherland, especially over nearly 40 years of implementing the national renovation process, thanks to harnessing the strength of the entire nation, with the continuous efforts and unity of generations of cadres, Party members, and people from all walks of life, our country has achieved great achievements of historical significance.

"We can proudly report to Uncle Ho that, under the leadership of the Party, our people have built our country to be 'increasingly more decent and beautiful' as he wished," the Speaker of the National Assembly emphasized.

Following the teachings of President Ho Chi Minh, our Party pays special attention to the task of building and rectifying the Party, always considering it a regular and crucial task. The Chairman of the National Assembly affirmed that building the Party in terms of ethics is linked to building a culture of integrity, considering a culture of integrity as the foundation for building the consciousness and ethics of cadres and Party members, and at the same time, "building a culture of integrity to 'not want' corruption and negative practices." To thoroughly and completely eliminate corruption and negative practices, building a culture of integrity with the spirit as the late General Secretary Nguyen Phu Trong often said, "honor is the most sacred and noble thing," is the fundamental and long-term solution.

The Chairman of the National Assembly assessed that in recent times, Party building work in central agencies has seen many positive changes. These are strategic advisory agencies with a team of cadres possessing high levels of political theory and professional expertise; they directly advise on and organize the implementation of the Party's guidelines and policies, and the State's laws and regulations in almost all important fields.

The Chairman of the National Assembly suggested that in the coming period, central agencies should regularly adhere to the leadership and guidance of the Party Central Committee, the Politburo, and the Secretariat to comprehensively, synchronously, and profoundly implement Party building work, uphold the principle of democratic centralism, promote the leadership role and political core of Party organizations, and first and foremost focus on effectively carrying out political and ideological work, combating and refuting erroneous and hostile arguments, and firmly protecting the Party's ideological foundation.

At the same time, we must continue to strongly promote the role, leadership capacity, and fighting strength of Party organizations and the quality of cadres and Party members; focus on leading cadres and Party members to effectively carry out the political tasks of agencies and units; and promote the sense of responsibility and the pioneering and exemplary role of cadres and Party members, especially those in leadership positions.

The Chairman of the National Assembly requested that central agencies strictly implement the Central Committee's resolutions on Party building and rectification, especially Conclusion No. 21 of the Central Committee on strengthening Party building and rectification and the political system; resolutely prevent, repel, and strictly handle cadres and Party members who have degenerated in political ideology, morality, and lifestyle, and who exhibit "self-evolution" and "self-transformation"; Conclusion No. 01 of the Politburo on studying and following the thoughts, morality, and style of Ho Chi Minh; and the 2024 thematic topic of the Party Committee of the Central Agencies Bloc "Strengthening the pioneering and exemplary role of cadres and Party members, and excellently fulfilling the political tasks of central agencies."

Central agencies continue to vigorously innovate the leadership methods of Party committees and organizations; select key, crucial, and breakthrough issues to issue specialized resolutions and lead and direct their effective implementation; strengthen regular and unscheduled inspection and supervision by Party committees, organizations, and inspection committees at all levels; regularly urge the implementation of Party resolutions and conclusions; promptly promote strengths, overcome weaknesses, prevent violations, and resolutely handle wrongdoings, resolving complex issues effectively at the grassroots level.

Throughout the history of the Vietnamese revolution, every victory and every step forward has been inextricably linked to the immense contributions of President Ho Chi Minh. "The entire Party, the entire people, and the entire army pledge to continue the great cause of President Ho Chi Minh; resolutely and persistently fight to firmly defend the independence, sovereignty, unity, and territorial integrity of the Fatherland; build a Vietnam that is 'prosperous, strong, democratic, just, and civilized;' and pledge to 'preserve unity and solidarity within the Party as carefully as one protects the pupil of one's eye,' continue to build and strengthen the Party to make it increasingly clean and strong; and continue to study and follow his thoughts, ethics, and style," the Chairman of the National Assembly affirmed.

Disseminating extremely valuable historical documents.

Earlier, in his opening remarks at the seminar, the Director of the Ho Chi Minh National Political Academy and Chairman of the Central Theoretical Council, Nguyen Xuan Thang, affirmed that President Ho Chi Minh's Testament is an extremely valuable historical document at the level of the Party's platform – a national treasure, embodying the feelings and dedication of a lifetime of noble revolutionary activity, unwavering loyalty to the Fatherland, to the Party, and devotion to the people; it brings together brilliant intellect, profoundly reflecting the thoughts, ethics, exemplary style, and boundless compassion of a great revolutionary leader, a man of great wisdom, great humanity, and great courage.

Professor, Doctor Nguyen Xuan Thang, Member of the Political Bureau, Director of the Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council, delivered the opening remarks and introductory speech at the conference.

Summarizing the overarching theme in President Ho Chi Minh's Testament, Comrade Nguyen Xuan Thang stated that in the Testament, President Ho Chi Minh first and foremost addressed our Party - the leader and organizer of all the victories of the Vietnamese revolution.

In order for the Party to maintain and enhance its role and position as a leading and ruling party, "which is moral and civilized," worthy of the trust and love of the people and the entire nation, he emphasized that the first thing to do is to build and reform the Party to be truly clean and strong.

Deeply imbued with the philosophy of valuing and being close to the people in the national tradition, and with boundless love and respect for the people and for each individual, President Ho Chi Minh's instructions in his Testament reflect important orientations regarding the Party's mission before the people.

According to the Director of the Ho Chi Minh National Political Academy, the overarching theme in the Testament is the noble sentiment and profound lifelong devotion to the country and its people of President Ho Chi Minh – a man who, from his youth until his passing, lived "a glorious life, full of hardship and sacrifice, immensely noble and rich, immensely pure and beautiful."

A model of an outstanding communist soldier who dedicated his entire life to fighting and sacrificing for the independence and unity of the Fatherland, the freedom and happiness of the Vietnamese people, and the progress of humanity.

Comrade Nguyen Xuan Thang affirmed that for the past 55 years, President Ho Chi Minh's Testament has always been a guiding light, illuminating the path for the entire Party, the entire people, and the entire army to steadfastly advance on the revolutionary journey.

By studying and following Ho Chi Minh's ideology, ethics, and style, along with the entire political system, cadres and Party members of central agencies have promoted patriotism, working together to overcome many difficulties and challenges, and making many contributions to the country's renovation, integration, and development.

Central ministries, departments, and mass organizations have actively participated in research, contributing to the development and implementation of the Party's correct reform guidelines in various aspects of social life; promoting Party building and rectification, building a clean and strong organizational structure for central agencies; upholding a high sense of responsibility, constantly cultivating and refining revolutionary ethics, political acumen, and professional skills, building a team of cadres with sufficient qualities, capabilities, and prestige to meet the tasks; actively fighting against corruption, negative phenomena, ideological and political degradation, moral decay, and lifestyle deviations, as well as manifestations of "self-evolution" and "self-transformation."

At the conference, delegates focused on analyzing and researching President Ho Chi Minh's Testament from diverse and multifaceted perspectives to deepen its historical value and contemporary significance; highlight the achievements and lessons learned over 55 years of implementing President Ho Chi Minh's Testament in central agencies; clarify the guiding meaning of his Testament for the Vietnamese revolution in the current context; and propose numerous solutions to continue effectively implementing President Ho Chi Minh's Testament in central agencies...

Expressing sincere gratitude for the contributions and opinions of the delegates and scientists, in his closing remarks at the seminar, the Secretary of the Party Committee of the Bloc, Nguyen Van The, stated that all opinions would be incorporated and used to compile materials for research, study, application, and creative development of Ho Chi Minh's legacy; contributing to the successful implementation of his sacred testament and the revolutionary cause for which he paved the way; successfully building a Vietnam that is "peaceful, unified, independent, democratic, and prosperous, and making a worthy contribution to the world revolutionary cause" as his last wish.
