According to Mr. Tran Duc Cong, Chairman of the People's Committee of Di Linh district, this task is always closely linked to the district's key tasks to ensure continuity in implementation. Currently, 100% of administrative procedures are implemented in a coordinated manner from the commune to the district to the province, as stipulated by the Provincial People's Committee. The rate of online applications in Di Linh district has been increasing over the years. Specifically, it reached 10.46% in 2021 and is projected to reach 95.77% in 2024. The units must strictly adhere to the procedures for receiving and processing administrative documents within their areas of management, following the correct processes and regulations, without prolonging the processing time; strengthen coordination among relevant agencies, units, and localities to ensure that administrative procedures for organizations and individuals are processed quickly, promptly, and within the prescribed time, minimizing the number of trips required from organizations and individuals.
Following the decision of the Lam Dong Provincial People's Committee to announce administrative procedures, including newly issued, amended, supplemented, and abolished procedures, Di Linh district promptly and fully updated and posted them via QR code scanning at the District and commune-level Administrative Procedure Reception and Results Delivery Departments, as stipulated, to facilitate public access. The district continues to maintain suggestion boxes for administrative procedures at the district and commune-level One-Stop Service Departments and publicly displays the provincial hotline, telephone number, and email address of the District People's Committee to receive feedback and suggestions from organizations and individuals regarding administrative regulations. In building and developing e-government and digital government, Di Linh district has promoted the application and development of information technology throughout the district. This includes focusing on investing in upgrading information technology infrastructure to support the leadership and management of local authorities. A notable achievement is the commissioning of the Intelligent Operations Center (IOC) at the end of 2023. The district also maintains an effective online conferencing system from the district level to the grassroots.
Postal and telecommunications infrastructure is well-maintained. Mobile phone base stations provide coverage to 100% of villages, gradually overcoming areas with weak signal.
Currently, 100% of health insurance-covered medical examination and treatment facilities in Di Linh district have implemented the process of looking up medical examination and treatment information using citizen identity cards. Despite achieving certain results, Di Linh district's administrative reform index consistently ranks among the lower-ranked districts in the province. In 2021, Di Linh district ranked 8th among districts and cities; in 2022, it rose to 6th place; and in 2023, it ranked 11th.
According to the leaders of Di Linh district, the implementation of administrative reform in the locality still has certain shortcomings. Specifically, some localities have not been truly thorough and decisive in leading and directing the implementation of this task. The heads of some agencies, units, and localities in the district have not been decisive in directing the implementation of the task, leading to the achievement of some targets such as digitalization and online payments not reaching the maximum rate. The satisfaction rate of individuals and organizations in resolving administrative procedures in some localities in the district is not high. Coordination in the implementation of administrative procedures among agencies and localities is not regular and continuous, and the sense of responsibility of some civil servants is not high, leading to the situation of overdue files, concentrated in some areas such as land and construction.
Furthermore, in Di Linh district, the team of civil servants, especially at the commune level, has not been effective in performing this task. Specifically, they are still hesitant in gathering documents, organizing document reviews, and proposing solutions for documents after review, leading to limited quality in the review and systematization process.
Although agencies and units have made efforts to implement some criteria in the district's administrative reform index, the maximum percentage and results have not yet been achieved. For example, there are still officials and civil servants who violate regulations to the extent that disciplinary action is required; and there are no additional public service units that are self-sufficient or partially self-sufficient in their recurrent expenditures…
Besides the subjective factors mentioned above, other objective issues include the locality lacking sufficient funds to invest in a comprehensive information technology infrastructure, leading to a shortage of peripheral equipment that does not meet the requirements of technological development. Furthermore, in the initial stages, people's access to and interaction with the government through the online environment was infrequent, lacking trust, and not yet shifting from direct to online transactions. These factors also significantly affected the results of administrative reform in Di Linh district.
In the context of the upcoming two-tiered local government model, many disruptions are expected. However, key tasks must be ensured, including administrative reform, thereby contributing to maintaining the development pace of localities and ensuring the interests of the people.
