Adjusting the form of investor selection for Gia Nghia - Chon Thanh Expressway Component 1 Project

The Minister of Finance, on behalf of the Government, signed Submission No. 278/TTr-CP dated April 26, 2025 to the National Assembly Standing Committee on adjusting the form of investor selection for Component Project 1 of the North-South Expressway Construction Investment Project, Western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc).

Implementing the direction of the Prime Minister, Deputy Prime Minister Tran Hong Ha requested the Ministry of Finance, the Ministry of Construction and the People's Committee of Binh Phuoc province to monitor and direct the implementation of the project to ensure strictness, efficiency and fight against corruption, negativity, waste...; pay attention to ensuring quality and progress, not to increase prices; determine reasonable toll levels, harmonizing the interests between the state, businesses and people.

Component project 1: “Investment in the construction of the North-South Expressway, West section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) is invested under the public-private partnership method”. The starting point of the project intersects with the existing National Highway 14 in Kien Thanh commune, Dak R'Lap district, Dak Nong province. The end point intersects with the Ho Chi Minh road, Chon Thanh - Duc Hoa section, in Chon Thanh town, Binh Phuoc province.

The route has a scale of 6 lanes in the completed phase, with a roadbed width of 32.25m, the section through Dong Xoai city is 33m wide. In the investment phase, the project is invested with a scale of 4 complete expressway lanes, a roadbed width of 24.75m; the section through Dong Xoai city is 25.5m; the design speed is 120km/h. Along with that is the construction of interconnecting and direct intersections, and residential underpasses to ensure convenient connections, minimizing community separation that affects the lives of residents on both sides of the route. The total investment of Component Project 1 is estimated at about 19,965 billion VND.
