The increased rotation of officials to work at the grassroots level in Ky Anh town ( Ha Tinh province) has created an environment for officials to train and provide effective support to key communes and wards.
Recognizing that cadre rotation is a breakthrough in building a team of leading and managerial cadres, meeting both immediate and long-term requirements, the Ky Anh Town Party Committee has paid great attention to the rotation of town-level cadres to hold key positions in communes and wards since the beginning of its term (2020 - 2025).
The appearance of Hung Tri ward is becoming increasingly modern and attractive.
In August 2020, Comrade Nguyen Van Giap, Head of the Internal Affairs Department of Ky Anh town, was transferred to Hung Tri ward to assume the position of Secretary of the Ward Party Committee. Looking back on his more than three years working at the grassroots level, Secretary Nguyen Van Giap of the Hung Tri Ward Party Committee said: “While at the Internal Affairs Department, the work was mainly focused on professional expertise. Upon being transferred to the grassroots level, I had to address many practical issues, and the scope and content of my work became broader and more diverse. Furthermore, Hung Tri is the political , economic, and cultural center of the town, so there were certain pressures and challenges in my work.”
Overcoming initial difficulties and uncertainties, Comrade Nguyen Van Giap, together with the Party Committee of the ward, built unity, strengthened grassroots engagement, understood the thoughts and aspirations of the people to address problems in the ward; and mobilized the contributions of the people in building infrastructure and social welfare...

To date, the average per capita income in Hung Tri ward is estimated at 62 million VND/person/year; compensation and land clearance work has been carried out effectively for 26 investment projects in the area. The ward has also completed the framework for building a civilized urban area in 2023, which was appraised and approved by the People's Committee of the town. Based on the assessment, Hung Tri has achieved 35 out of 52 sub-criteria for a ward to meet the standards of a civilized urban area.
“Through my work at the grassroots level, I've realized that the greatest benefit is being close to the people, being familiar with their lives, and understanding many issues arising in practice. From that, I've gained more experience and skills in management and leadership,” shared Nguyen Van Giap, Secretary of Hung Tri Ward.
Having started as a specialist in the Propaganda Department of the Ky Anh Town Party Committee, and with a history of outstanding achievements, in September 2021, Comrade Nguyen Thi Xuan Tham was entrusted by the Standing Committee of the Ky Anh Town Party Committee with the important responsibility of Deputy Secretary of the Ky Trinh Ward Party Committee. Becoming a key official in a ward, with new responsibilities and scope of work, Comrade Tham initially had some concerns and anxieties.

“Although I had worked in a Party committee of the City Party Committee, when I took over the Party work of the ward Party committee, I was still quite worried because there were many new things and more problems arising. Therefore, I had to research, learn, and be flexible in solving them,” said Nguyen Thi Xuan Tham, Deputy Secretary of the Standing Committee of the Ky Trinh Ward Party Committee.
It is known that upon returning to the grassroots level, Comrade Tham proactively studied the characteristics and situation of the Party branches and the situation of Party members through working sessions with Party organizations in the area. He boldly proposed solutions to the Party committee regarding the arrangement and consolidation of the cadre; the innovation and improvement of the quality of inspection, supervision, and Party discipline enforcement; and the focus on mass mobilization work by maximizing the role of the Fatherland Front and other political organizations.
Thanks to this, Party building work in Ky Trinh has seen significant progress. Annually, 70-80% of Party branches achieve the "clean and strong" status; 80-85% of Party members successfully complete their tasks, with no Party members violating regulations; and 100% of mass organizations achieve the "clean and strong" status. In particular, the ward Party Committee organizes thematic meetings to enhance the role and responsibility of cadres and Party members in Party building work.

According to a report from the Ky Anh Town Party Committee's Organization Department, since the beginning of the term, the Town Party Committee's Standing Committee has rotated seven town-level officials to key positions in communes and wards, such as Party Committee secretaries and deputy secretaries. These rotated officials have been assigned to key areas for new rural development, civilized urban development, and difficult and complex areas.
Evaluating the work of cadre rotation in the past period, Secretary of the Ky Anh Town Party Committee Dang Van Thanh said: “The rotation of cadres to grassroots levels has contributed to training, nurturing, and developing promising young cadres in the planning process, helping cadres to mature more quickly, comprehensively, and steadily through practical experience. On the other hand, through cadre rotation, cadres are gradually adjusted and arranged rationally, strengthening the cadre force in areas with urgent needs, especially at the ward, commune, unit, agency, and key areas, overcoming stagnation in each locality and unit.”
Through rotations over time, most comrades have been tempered in terms of political qualities, professional skills, thinking, style, and character; accumulated a great deal of knowledge and practical experience; and developed more specific and realistic perspectives, viewpoints, and methods of leadership, guidance, and management of work."
