The National Assembly Delegation of Da Nang City solicits comments on three draft laws related to education and training.

On October 9, the National Assembly Delegation of Da Nang City held a conference to collect comments on three important draft laws in the field of education and training, including: Law on Higher Education (amended), Law on Vocational Education (amended) and Law on Amending and Supplementing a Number of Articles of the Law on Education.

These are the draft laws that will be submitted to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly, scheduled to open on October 20.

Vice Chairwoman of the Committee for Culture and Social Affairs Nguyen Thi Kim Thuy and Deputy Head of the City's National Assembly Delegation Nguyen Duy Minh co-chaired the conference.

Also attending were leaders of the People's Committee, Standing Committee of the People's Council and leaders of major universities in the area such as: Duy Tan University; Dong A University; Da Nang University of Technical Education; Da Nang University of Technology...

Perfecting the legal system on education in the new context

In his opening speech, Deputy Head of the City's National Assembly Delegation Nguyen Duy Minh emphasized that collecting opinions on draft laws this time aims to concretize the working program of the Da Nang City National Assembly Delegation in preparing the content to attend the 10th Session.

The three above-mentioned draft laws are considered an important legal basis to perfect the legal system on education, creating a synchronous and unified corridor, suitable to the requirements of national development and the international integration process.

Accordingly, amending education laws not only ensures the institutionalization of the provisions of the Constitution (amended and supplemented in 2025) but also aims to synchronize with newly promulgated laws such as the Law on Teachers and the Law on Science, Technology and Innovation.

This is also a step to concretize the policy of promoting decentralization and decentralization in state management, enhancing the autonomy of educational institutions; at the same time, promoting accountability and ensuring training quality.

The draft Law on Vocational Education (amended) consists of 9 chapters and 42 articles, focusing on the contents of training programs, autonomy, accountability of vocational education institutions (VETs), lecturers, financial policies, quality assessment and the role of enterprises in vocational training.

The draft also adds new regulations on integrated vocational secondary school programs, recognition of accumulated vocational competencies, and expansion of facilities participating in vocational education activities, clearly demonstrating the spirit of empowering localities and training facilities to be more proactive.

Meanwhile, the draft Law on Higher Education (amended) consists of 9 chapters and 46 articles, 27 articles less than the current law, emphasizing strengthening university autonomy, developing the "digital university" model, promoting science and technology, innovation and training high-quality human resources.

The draft also mentions policies to attract talent, support mechanisms for learners, as well as new regulations on tuition fees, quality assessment, and university organization.

Regarding the draft Law amending and supplementing a number of articles of the Law on Education, the document focuses on adjusting 43/115 articles; at the same time, removing the name of the Ministry of Labor, War Invalids and Social Affairs in a number of regulations and updating duplicated contents that have been adjusted in the Law on Teachers.

Many passionate opinions, linked to practice

At the conference, delegates expressed high consensus with the revised orientation of the Ministry of Education and Training; at the same time, contributed many specific opinions to ensure feasibility and suitability with reality.

Many opinions focused on the autonomy mechanism, decentralization of management, school board activities, regulations on programs, textbooks, diplomas, certificates and local educational materials.

Dr. Vo Thanh Hai - Permanent Vice President of Duy Tan University said that this draft has clarified the role of National University and Regional University. However, he suggested that the minimum land area criterion of 25m²/student should be reconsidered, because this is a difficult requirement to achieve without State support.

He also said that the regulation that doctoral training requires permission from the Ministry will make the procedure more complicated, so the Ministry should be assigned to regulate quality assurance criteria and control "output" instead of approving each program.

Associate Professor Dr. Nguyen Manh Toan - Vice President of Danang University highly appreciated the flexibility and openness of the draft law, especially the regulations encouraging innovation in teaching, application of artificial intelligence and digital technology in university training.

He proposed clarifying regulations on permanent lecturers, university branch organizations and accreditation mechanisms for national and regional universities to ensure consistency and transparency.

In addition, many delegates also recommended continuing to improve the autonomy mechanism of general education and preschool institutions, ensuring consistency throughout the system; at the same time, considering a unified set of textbooks to avoid resource dispersion and improve teaching quality.

Concluding the conference, Deputy Head of the City National Assembly Delegation Nguyen Duy Minh acknowledged that the comments all demonstrated the sense of responsibility and dedication of the team of teachers, scientists, and managers in the field of education.

Many opinions directly reflect practical work, pointing out inadequacies and difficulties in the policy implementation process, contributing to clarifying issues that need to be improved in draft laws.

On that basis, the City National Assembly Delegation will continue to fully synthesize opinions at the conference and through many other channels, send them to the National Assembly Standing Committee, the National Assembly Secretary General and the Drafting Committee according to regulations, in order to contribute to perfecting the draft laws to ensure feasibility, effectiveness, and meet the requirements of comprehensive innovation in education and training in the new period.
