
According to the delegates, through previous comments, the draft 3 laws have been absorbed and basically completed, clearly demonstrating the spirit of institutionalizing Resolution 71-NQ/TW on breakthrough in education and training development. In addition, there are still some contents in the draft laws that need to be further studied for appropriate adjustment, especially the draft Law on Higher Education.
Commenting on the draft Law on Higher Education, Professor, Dr. Huynh Van Son, Rector of Ho Chi Minh City University of Education, said that in the strategy for developing higher education in Article 7, there should be more orientation on university rankings and a connection with the content in Article 37 on rankings. In reality, many schools participate in too many rankings, causing learners and society to be "interfered" with information. Therefore, the law should have specific orientation and certain control on this issue. In addition, the provisions in Article 20 on Branches of higher education institutions in this draft law have covered the activities of current university branches, in line with reality, creating fairness in education. This branch model could be a model suitable for the context and requirements of university mergers.
Regarding investment in higher education, according to Professor, Dr. Huynh Van Son, the current policy is good, however, compared to international standards, our country's investment rate is still low. Therefore, in addition to the state's investment policy, the law should have additional policies to encourage investment in higher education for domestic and foreign organizations and individuals; at the same time, there should also be additional mechanisms to encourage investment in scientific research in higher education institutions.
Regarding the autonomy mechanism of higher education institutions, some delegates proposed to supplement regulations on principles for classifying the level of autonomy according to quantitative criteria (financial capacity, staff, facilities, inspection results, etc.) to ensure transparency; clearly and specifically stipulate the financial rights and responsibilities of autonomous higher education institutions (including self-determination of expenditures, use of revenue sources, self-determination of investments, salary payments, etc. at the level of ensuring budget balance). Along with that, delegates said that there should be unified and interconnected guidance between specialized laws and sub-law regulations to remove barriers in implementing autonomy...
On the other hand, to create a stronger motivation for developing, attracting and using high-quality human resources as lecturers, the draft Law on Higher Education needs to supplement specific policy mechanisms for excellent lecturers, leading scientists, lecturers with quality international publications or with clear practical contributions; a mechanism to evaluate the effectiveness of lecturers' work in a quantitative, fair and linked direction with the results of training - research - technology transfer...
In addition, the draft Law on Higher Education needs to emphasize more the role of an honest academic environment, with mechanisms to monitor, warn, and promptly handle violations, in order to maintain the core values of higher education and social trust.
Regarding the draft Law on Education, some opinions proposed to build a national database of diplomas and certificates, with a unified format standard, digital signatures and QR codes to prevent forgery. Particularly in Article 28 on the levels and ages of general education, it is necessary to clarify more clearly which levels are "levels and qualifications equivalent" to junior high school...
Regarding the draft Law on Vocational Education, some opinions proposed to consider and provide clearer regulations to identify lecturers and permanent teachers; supplement regulations on management and use of artificial intelligence in vocational training, including ethics and responsibility to exploit new technology while avoiding risks; regulate vocational tuition frameworks and clearly stipulate policies for vocational learners...
