On the evening of October 9, Prime Minister Pham Minh Chinh inspected flood response work in Trung Gia and Da Phuc communes in Hanoi - places that are being deeply flooded due to rising floodwaters on rivers.

The Prime Minister emphasized that these are vulnerable areas, requiring Hanoi to coordinate with relevant ministries, branches and units to closely monitor the flood situation to have appropriate response plans, including taking into account the worst case scenario to proactively evacuate people to safe places, respond and prepare in the spirit of "worrying when expensive, being happy when unsalted", ensuring the safety and lives of people first and foremost.
To absolutely not be subjective or negligent, to prepare means, vehicles, and forces, the Prime Minister requested the Army to mobilize two divisions to station in the area, prepare accommodation for people and necessary necessities to evacuate people when necessary.
At the scene, the Prime Minister called to direct Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep to report on the flood situation on the rivers, requesting agencies to closely monitor the rain and water levels on the rivers to flexibly and appropriately regulate water on the dams, avoiding dike breaks downstream.
The Prime Minister noted the need to consider opening and closing the spillways of upstream hydroelectric reservoirs at appropriate times.

Encouraging the forces on dike protection duty, the Prime Minister thanked the officers and soldiers who worked through the night with the highest sense of responsibility and urgency.
The Head of Government requested that forces assign tasks reasonably, have the most scientific and effective methods, promptly detect, respond to, and promptly fix even the smallest incidents as soon as they occur.
Visiting and encouraging the people, the Prime Minister shared the difficulties and losses of the people, hoping that people would always unite, support each other and if there is a flood, strictly follow the instructions of the authorities, giving priority to relief for the elderly, children, pregnant women...
The Prime Minister asked Hanoi City and relevant agencies to study long-term, fundamental solutions for the dikes because the river water level has now exceeded the historical flood peak.

According to information from the Northern Hydrometeorological Station, from morning to afternoon of October 9, the water level of Cau River and Ca Lo River continued to rise.
At 3:00 p.m. on October 9, the water level of Cau River at Luong Phuc station reached 10.1 m, exceeding the level III flood warning by 2.1 m; Ca Lo River at Manh Tan station reached 9.61 m, exceeding the level III flood warning by 1.61 m. It is forecasted that in the next 10 to 20 hours, the water level of Cau River and Ca Lo River in Hanoi will continue to rise and then change slowly.
The Meteorological Agency warns that floods on the Cau and Ca Lo rivers are at very high levels, causing flooding in low-lying areas, mid-banks and riverbanks. The flooding may last 2-4 days, and in some places longer. The exceptionally large floods also threaten the safety of key dykes, underground dykes, spillways, bridges, culverts and roads in many riverside communes, such as: Trung Gia, Da Phuc, Soc Son, Thu Lam, Phuc Thinh, Quang Minh, Tien Thang, Noi Bai.
