Over the years, the Party's mass mobilization work has been implemented synchronously and effectively by the political system throughout the province. All levels, sectors, agencies, and units have strengthened and innovated mass mobilization work in all socio-economic fields, creating a close and strong relationship between the Party and the people.
Reforming mass mobilization in administrative agencies.
According to the assessment of the Provincial Party Standing Committee, over the past 10 years, all levels, sectors, agencies, and units have innovated and improved the quality and efficiency of their work to better serve the people, creating a clear shift in awareness regarding mass mobilization work. State administrative agencies have assigned leaders and officials to oversee and monitor mass mobilization work; organized meetings and dialogues with businesses and the people to listen to and resolve issues in accordance with the law. In addition, emphasis has been placed on promoting administrative procedure reform, strengthening discipline and order, and rectifying the working style, conduct, and sense of responsibility of cadres, civil servants, and public employees in serving the people.
Based on the guidelines, resolutions, and directives of the Central Committee, the Provincial Party Committee, and the policies and laws of the State, the People's Councils at all levels have issued resolutions to lead the effective implementation of socio -economic development tasks in their localities, creating high consensus among the people. Specifically, the Provincial People's Councils of the 9th, 10th, and 11th terms have concretized and issued 505 resolutions on socio-economic development tasks, poverty reduction programs, implementation of social policies, health, education, vocational training, job creation, and socio-economic development in ethnic minority areas...
On the part of the Party Committee of the Provincial People's Committee, the Provincial People's Committee has promptly directed the concretization and issuance of numerous documents to implement the Party and State's policies, resolutions, and directives on mass mobilization work. This includes the issuance of Decision No. 3406 on the Regulations on the Implementation of Democracy in Land Acquisition, Compensation, Support, and Resettlement in the Province. The Decision introduces many innovative measures to improve the quality and effectiveness of mass mobilization work, contributing to creating consensus among the people in the project area regarding compensation, land clearance, land acquisition, and resettlement. Meanwhile, the armed forces units have proactively coordinated, advised, and seriously implemented measures to ensure political security, including in ethnic minority areas, and protect the sovereignty and security of the maritime border region...
Directing movements and activities towards the grassroots level.
In order to innovate the content and methods of operation to meet the practical requirements and legitimate aspirations of the people, the Vietnam Fatherland Front, political and social organizations, and mass associations at all levels continue to promote the implementation of solutions as directed by the Central Committee and the Provincial Party Committee. In particular, movements and activities have been strongly oriented towards the grassroots level, closely aligned with residential areas. Regarding the work of gathering information, thoughts, and aspirations of the people, this is linked to reflecting and proposing solutions to Party committees at all levels, and recommending that the government promptly address pressing issues among members and the people. At the same time, they effectively promote the role of monitoring projects, activities of agencies and units...
From 2013 to the present, the Vietnam Fatherland Front and political and social organizations at all levels have conducted over 3,500 monitoring activities of organizations and individuals and carried out 316 social critique sessions. Through monitoring and social critique, more than 6,000 related issues have been proposed and recommended, and have been considered and resolved by relevant levels and sectors; especially through social critique, shortcomings, inaccuracies, and inappropriate content in draft documents of agencies and socio-economic development programs and projects at the local level have been promptly identified. In addition, the Vietnam Fatherland Front and political and social organizations at all levels have actively mobilized, built, and promoted core forces in implementing various movements. To date, the Vietnam Fatherland Front and political and social organizations at all levels have established 9 core political teams on security and order with 327 members. This will improve the quality and effectiveness of key political cadres in gathering information and resolving issues among the people.
At the conference summarizing 10 years of implementing Resolution No. 25 of the Central Party Committee on strengthening and renewing the Party's leadership over mass mobilization work in the new situation, and 5 years of implementing Conclusion No. 43 of the Central Party Secretariat on continuing to implement Resolution No. 25, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Hoai Anh emphasized that to effectively and successfully carry out mass mobilization work, three factors must be met: correct policies and guidelines; appropriate methods of mass mobilization; and good cadres. Accordingly, all viewpoints and policies of the Party and laws of the State must be appropriate, by the people, for the people, and promote the people's right to self-governance; to have good cadres, good work must be done in selection, planning, training, and fostering; in addition, each Party member, civil servant, and public employee must strive to study and research to successfully complete their assigned tasks…
