The Standing Vice Chairman of the Provincial People's Committee - Head of the Provincial National Assembly Delegation Nguyen Truc Son, Vice Chairman of the Vietnam Fatherland Front Committee of the province Nguyen Thi Mai Ry, representatives of the Provincial Party Committee's Mass Mobilization Department, provincial departments and agencies, People's Committees of districts and cities, branches of commercial banks in the province, companies, businesses, medical facilities, schools in Ben Tre City and business households on the "Cashless Street" attended.

Over the past period, the Provincial Party Committee and the Provincial People's Committee have issued many programs, plans, and projects to implement e-commerce. At the same time, they have identified this as one of the key and important tasks alongside other tasks and solutions for socio -economic development. As of May 2023, e-commerce activities in the province have achieved and exceeded the targets set for 2025 in several indicators, specifically: e-commerce transactions in the province increased by 68% in quantity and 25% in value compared to the same period in 2022 (plan: 20-25%/year). In particular, transactions via the internet increased by 128% in quantity and 26% in value (plan: 35-40%/year). Transactions conducted via mobile phones increased by 91% in volume and 44% in value (with corresponding growth targets of 50-80% and 80-100% per year).

100% of public educational and medical facilities in the city accept cashless payments for tuition and medical fees, publicly disclose their bank accounts, provide specific instructions on payment via account, install POS machines, QR code payment systems, mobile phone applications, etc. (planned 90-100% for educational institutions and 60% for medical facilities). 80.8% of pensioners, those receiving lump-sum social insurance benefits, and those receiving unemployment benefits are paid via ATM (planned 60%). Over the past period, the banking sector has implemented policies to waive or reduce payment service fees to provide timely support to people and businesses, alleviating difficulties caused by the impact of the Covid-19 pandemic, such as: a 50% reduction in interbank electronic payment system fees, a 70-100% reduction in electronic clearing and switching fees, and fee waivers for payment services and public services.

However, implementing the cashless payment policy in the area still faces some difficulties and challenges. Currently, the percentage of people aged 15 and above with bank accounts is approximately 62% (the target set for the end of 2025 is 80%). This is due to differences in income levels and educational attainment. In particular, the habit of using cash remains prevalent among a segment of the population and is not easy to change in the short term.

At the workshop, delegates shared and exchanged information on the advantages and difficulties faced by departments, agencies, and related units in implementing e-commerce. Through this, they proposed specific and effective initiatives and solutions to further improve the e-commerce implementation in the area.

Speaking at the workshop, the Standing Vice Chairman of the Provincial People's Committee and Head of the Provincial National Assembly Delegation, Nguyen Truc Son, stated that: In the past period, the State Bank of Vietnam's provincial branch has directed, managed, and coordinated the implementation of cashless payment services, achieving noteworthy results. It is necessary to further improve existing indicators. It is also crucial to continue raising public awareness; demonstrating the effectiveness, speed, and safety of using cashless payment services. Providers must be reliable; and the development of tools, technological equipment, and reliable access to the public are essential.

The State Bank of Vietnam's provincial branch continues to effectively fulfill its role in state management of commercial banks in the province and managing the monetary sector. Implementation is coordinated from top to bottom, with seamless coordination from top to bottom. Actions are concrete and clear. Inspection and supervision are strengthened to ensure effectiveness. Support is provided to promote the widespread adoption of cashless payment services. Greater attention is paid to consumers; encouraging them to use cashless payment services while ensuring safety. Technology companies are focused on improving service quality, providing user-friendly, secure, and seamless payment applications for consumers.

Provincial departments and agencies are paying attention to promoting and supporting e-commerce. Relevant sectors are focusing on supporting people when they encounter difficulties in using e-commerce. Cadres, civil servants, and public employees are taking the lead in supporting e-commerce through paying electricity and water bills, hospital fees, and tuition fees for their children. The entire political system is involved in promoting, encouraging, and supporting the digital transformation policy and gradually shifting to e-commerce…
