Innovating methods of leadership and management in culture.

In this new stage of development, under the profound impact of the Fourth Industrial Revolution, leadership and management in culture and arts are facing urgent demands and significant challenges. Innovation in thinking, approaches, and implementation methods is a prerequisite for developing an advanced Vietnamese culture, rich in national identity, and in line with the trend of integration.

The Central Theoretical Council recently organized a training conference on the topic "Content and methods of leadership and management of culture and arts over 40 years of reform: Situation, lessons and development orientations." At the conference, Associate Professor, Dr. Nguyen The Ky - former member of the Central Committee of the Party, Vice Chairman of the Central Theoretical Council - affirmed: "This is an important opportunity to update the Party's guidelines and viewpoints on culture and arts, while simultaneously improving practical capacity, thereby forming high-quality theoretical and critical works. The ultimate goal is to build a Vietnamese literary and artistic theory and criticism that is national, scientific , democratic and humanistic - meeting the requirements of sustainable national development."

The conference was not only a forum for theoretical exchange but also an opportunity for localities to review their cultural management practices. The An Giang delegation attended the conference with a proactive and positive spirit, clearly demonstrating their determination to connect theory with the practical development of local culture. Dr. Nguyen Trung Hieu, lecturer at the Faculty of Tourism and Culture - Arts, An Giang University, commented: “The greatest value of the training conference is the timely updating of new theories in the research and management of culture and arts, especially in the current context where culture is increasingly diverse and art is developing in multiple dimensions. Theorists and managers need to have a thorough understanding and correctly assess values ​​to avoid misidentifying cultural and artistic phenomena.”

According to Dr. Nguyen Trung Hieu, in the coming period, special attention should be paid to improving the quality of the staff working in the field of culture and arts. No matter how profound the theory, it cannot be effective without a team capable of applying it in practice. Conversely, without a solid theoretical foundation, creative activities and cultural management can become confused, even counterproductive. Therefore, clear guidance in approaching, evaluating, and disseminating cultural and artistic values ​​is extremely necessary. Only then will the public have a basis to absorb, appreciate, and accept authentic values, creating momentum for healthy and sustainable cultural development.

In An Giang province, the management, planning, investment, and preservation of cultural heritage have received special attention in recent years. Many cultural and historical sites have been built and renovated, most notably the addition of five national intangible cultural heritage sites, such as the Via Ba Chua Xu festival at Sam Mountain. The province is currently finalizing its application to UNESCO for recognition of the Oc Eo - Ba The cultural site as a World Heritage site. This is an important foundation for An Giang to develop cultural industries such as cultural, spiritual, ecological, music , film, and creative design tourism.

For the period 2025-2030, An Giang province identifies cultural and human development as one of its three strategic pillars. The province prioritizes caring for the cultural and spiritual lives of its people; while simultaneously promoting the preservation and development of heritage sites in conjunction with sustainable tourism development. Completing the system of cultural institutions from the provincial to the grassroots level, along with the restoration and preservation of historical relics and the creation of cultural spaces in key areas, are practical solutions currently being implemented.

In particular, An Giang will focus on investing in and upgrading cultural and sports facilities, and developing a plan to implement the strategy for developing cultural industries in the period 2026-2030. This will include promoting the socialization of cultural, artistic, and sports fields linked to the local tourism strengths. Traditional festivals such as the Via Ba Chua Xu festival at Sam Mountain, the Bay Nui bull racing festival, and heritage sites like Oc Eo - Ba The will be more effectively utilized, contributing to socio-economic development, creating livelihoods and jobs for the people.

A key element in An Giang's cultural development strategy is the combination of preservation and innovation, maintaining cultural identity while applying digital technology to create new, unique, and attractive cultural products for the public, especially the younger generation. This is a strategic, modern, and sustainable direction in the digital age.

Based on local experiences and lessons learned from 40 years of cultural and artistic innovation, it can be affirmed that for culture to truly become the "spiritual foundation of society," a goal and driving force for development, management thinking must be strongly innovative and creative, but without deviating from national identity. The harmonious combination of heritage preservation and the development of the cultural industry is the key to enhancing the position of Vietnamese culture in the era of globalization.
