Focus on the grassroots, for the benefit of the workers.
In implementing the Vietnam General Confederation of Labor's (VGCL) membership development program for the periods 2018-2023 and 2023-2028, and the resolutions of the Vietnam Trade Union Congress and the 13th Provincial Trade Union Congress, the Provincial VGCL has issued a plan for membership development and the establishment of grassroots trade unions for the entire term and for each year; established a Steering Committee for membership development and the establishment of grassroots trade unions; and directed higher-level trade unions to establish Steering Committees, develop plans, organize, and coordinate the implementation of membership development and the establishment of grassroots trade unions. Specific targets have been assigned to higher-level trade unions, and units have been requested to proactively coordinate with relevant sectors and promptly update information on the situation of enterprises, the number of workers, etc., of enterprises operating in the area. Based on that, actively promote, mobilize, and persuade to raise awareness and responsibility among business owners and employees regarding the work of developing union membership and establishing grassroots trade unions, especially during peak periods such as Workers' Month and the founding day of the Vietnam Trade Union...
During the period 2022-2024, the entire province mobilized the establishment of 154 new grassroots trade unions; and admitted 29,809 new members, exceeding the target set in Resolution 02. In the first quarter of 2025 alone, the province established 7 new grassroots trade unions with 674 members, bringing the total number of union members in the province to over 130,200, participating in activities at 1,275 grassroots trade unions. Through the successful implementation of membership development and the establishment of grassroots trade unions, the province has contributed to building a stronger trade union organization, promoting the workers' movement and the continuous development of trade union activities, meeting the requirements of innovation in the current period.
Along with focusing on organizational development, provincial trade unions at all levels have made many innovations in the way they implement their tasks of representing, caring for, and protecting the rights of union members and workers. Programs such as "Trade Union Shelter," "Tet Reunion," "Trade Union Tet Market," "Member Welfare," "Trade Union Meal," and Workers' Month are increasingly widespread and have become highlights in trade union activities. Statistics from 2021 to the present show that trade unions at all levels in the province have given more than 130,000 gifts to union members and workers in difficult circumstances; organized more than 100 free bus trips to take union members and workers back to their hometowns for Tet and supported thousands of bus tickets for workers whose hometowns are more than 150km away to return home for Tet, with a total cost of over 47 billion VND. In addition, they have supported 24 "Trade Union Shelter" houses, with a total amount of nearly 1.2 billion VND. Cultural, artistic, and sports activities were also promoted with 25 sports competitions and 6 arts contests organized to care for the spiritual life and help workers restore their health. Through these practical and specific activities, the trade union organization's status was enhanced, attracting and gathering workers to participate, and building an increasingly strong organization.
Trade union levels also proactively monitor the living and working conditions of union members and workers, promptly coordinating with relevant agencies to effectively resolve issues related to benefits and policies, protecting the legitimate rights and interests of union members and workers; paying attention to the inspection and supervision of the implementation of labor laws in enterprises, and providing legal advice to union members and workers... The coordination in implementing grassroots democracy regulations has seen many positive changes. Annually, 100% of administrative and public service agencies and units organize conferences for officials, civil servants, and employees; 80% - 85% of enterprises with trade unions organize conferences for workers. 100% of state-owned enterprises and over 90% of non-state enterprises with trade unions sign collective labor agreements.
Focus on building a team of qualified personnel.
In implementing Resolution No. 02, the work of consolidating and strengthening trade union organizations has been carried out in a focused and consistent manner, aiming for streamlined, effective, and efficient operations; the recruitment, transfer, and appointment of trade union officials have been carried out in accordance with regulations. The Provincial Federation of Labor has directed all levels of trade unions to proactively plan and develop personnel plans from the beginning of the term, closely adhering to the documents of the Vietnam General Confederation of Labor.
Over the past three years, the Provincial Labor Union has sent two officials to participate in management training for senior specialists; seven officials to attend advanced and intermediate political theory courses; and many other officials to participate in professional and vocational training courses. Trade unions at all levels throughout the province have organized 95 professional training courses for 20,734 participants, including chairpersons, vice-chairpersons, and executive committee members of grassroots trade unions. The focus has been on financial management, inspection and supervision; dialogue and collective bargaining skills; and the timely resolution of emerging issues in labor relations. This has equipped and updated knowledge and skills to build a team of grassroots trade union officials capable of meeting the demands of the new situation.
Mr. Ngo Anh Tuan, Vice Chairman of the Provincial Federation of Labor Unions, shared: Resolution No. 02 of the Politburo on reforming the organization and operation of the Vietnam Trade Union in the new situation is of special importance, providing guidance and direction, and serving as the basis for reforming the organization and operation of trade unions to meet the requirements and tasks in the new situation. After 3 years of implementing the resolution, the workers' movement and trade union activities from the provincial to the grassroots level have seen many positive changes, especially in fulfilling the task of caring for, representing, and protecting the legitimate rights and interests of union members and workers.
In the coming period, the Provincial Federation of Labor Unions will direct all levels of trade unions to continue focusing on implementing the targets, tasks, and solutions set forth by the Provincial Federation of Labor Unions to effectively implement Resolution No. 02/NQ-TW. This includes innovation and creativity in the work of developing union membership, establishing grassroots trade unions, and building strong trade union organizations; and effectively organizing patriotic emulation movements. At the same time, they will play a good bridging role between the Party, the State, and workers, actively participating in building the Party and the political system; and participating in building harmonious and stable labor relations in enterprises. The achievements of the trade unions have made, are making, and will continue to make a significant contribution to the socio-economic development achievements of the province.
