The conference listened to the announcement of the Decisions of the Standing Committee (STV) of the Provincial Federation of Labor on the reorganization of the apparatus, including: Decision to dissolve the Trade Union at the level directly above the grassroots level, ending the activities of the STV, the Executive Committee (EC), the Inspection Committee (IC) of the Federation of Labor, including: Decision to dissolve the Federation of Labor and end the activities of the STV, the EC, the Inspection Committee of the Phu Ly City Federation of Labor, the Thanh Liem District Federation of Labor, the Ly Nhan District Federation of Labor, the Kim Bang Town Federation of Labor, the Duy Tien Town Federation of Labor, the Binh Luc District Federation of Labor, the Provincial Industrial Parks Federation, the Provincial Party Agencies' Union, the Provincial People's Committee's Union from June 26, 2025; Decision to receive grassroots Trade Unions and union members: receive 807 grassroots trade unions with 129,227 union members under the Federations of Labor in districts, towns, and cities as they are; Trade Unions of Provincial Party agencies, Provincial People's Committee Trade Union, and Provincial Industrial Park Trade Unions will return to the Provincial Federation of Labor from June 26, 2025.

At the conference, the leaders of the Provincial Federation of Labor presented Decisions to units ending operations; said goodbye to comrades who transferred jobs and retired before the age limit, resigned; said goodbye to comrades who stopped participating in the Executive Committee and Inspection Committee of the Provincial Federation of Labor, term XIII.

The leaders of the Provincial Federation of Labor acknowledged the contributions of cadres, civil servants and employees who have been with the organization over the past time, contributing to the good performance of the tasks of the trade union organization at all levels. At the same time, they requested that units urgently deploy tasks according to the new organizational model; ensure smooth, effective and efficient operations without interruption. Quickly develop and implement operating regulations and work programs; arrange and organize the apparatus to well meet the tasks in the current period.
