Commencement of the Social Housing Project in the Urban Area of Cao Xanh and Ha Lam Wards

The Social Housing Project at the land fund code OXH-01 was approved by the Provincial People's Committee in Decision No. 1609/QD-UBND dated May 24, 2025 and assigned to Tu Liem Urban Development Joint Stock Company as the investor according to Decision No. 2962/QD-UBND of the Provincial People's Committee dated July 29, 2025.

The project has a total land area of 1.5 hectares, including a 19-storey apartment building with 17 floors of tower block and technical penthouse. The apartment building has 850 apartments for sale, lease-purchase, and rent with an area of 50-60m2/apartment for about 3,400 people with a total investment of about 968 billion VND from non-state budget capital. The project will be put into operation, exploitation, and operation in the fourth quarter of 2027. After the project is completed, the investor will select a management, operation, exploitation, repair and maintenance unit to maintain the operation of the entire project in accordance with relevant legal regulations.

Speaking at the groundbreaking ceremony, comrade Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee, emphasized: The Social Housing Project on the land fund with symbol OXH-01 belongs to the urban area project at Cao Xanh and Ha Lam wards are projects that were started right after the successful organization of the 16th Provincial Party Congress. At the same time, they are the first projects of Quang Ninh province in the new term, affirming the continued determination with the province's sustainable development goals.

The Standing Vice Chairman of the Provincial People's Committee affirmed that in recent years, Quang Ninh province has been the growth engine in the North with strong urbanization speed, the demand for housing for workers is increasing. With the goal of caring for people's lives, implementing the policies of the Party, State and Government , the province has resolutely directed, paid attention to, and actively coordinated with businesses to implement the social housing development plan. In particular, in 2025 alone, Quang Ninh has exceeded 4% of the number of social housing apartments according to the plan assigned by the Government.

He also expressed his hope that with a lot of experience in implementing projects in Quang Ninh, Tu Liem Urban Development Joint Stock Company (Lideco) will complete, hand over and put into use the project on schedule according to plan, ensuring quality, building a synchronous, civilized and modern landscape, bringing new confidence to the people.

He requested the Department of Construction to closely follow the project's progress, at the same time, introduce, attract and select subjects according to regulations; integrate digital land data. Quang Ninh province is committed to always accompanying businesses in the project implementation process, ensuring a safe, secure and orderly environment and shortening the time of procedures during the project implementation process.
