The riverbank area of residential group 7, Tam Thinh street, Tien Yen commune, has been severely eroded in recent times, threatening the safety of about 80 households living nearby. The riverbed terrain changes erratically, with many rocky outcrops and complex deep creeks appearing. In just 2 years, floods have washed away hundreds of cubic meters of soil, damaged a drainage culvert and encroached on about 20 meters of riverbank.
Mr. Pham Van Huan, Deputy Head of Tam Thinh Ward, shared: People hope that the government will soon support the construction of embankments to protect the riverbank to stabilize their lives in the long term. In the immediate future, to respond to storm No. 11, the ward has proactively informed and warned all residents; strictly implemented the "4 on-site" motto; organized the evacuation of households at risk of landslides to safe places, and continuously updated the situation to the local government for timely direction and support.
Tien Yen is a locality with many important dykes, irrigation systems, aquaculture ponds and boat moorings, so it is always identified as a key area in natural disaster prevention and control. Currently, the commune government has proactively and synchronously deployed solutions to prevent, respond and minimize risks.
At the anchorage point to avoid storm Nu Han (Dong Chau village), all 183/183 boats have returned to anchor safely; offshore fishing vessels in the Quang Yen and Van Don areas have also received information and proactively sought safe shelter.
Ms. Pham Kim Cuc, Vice Chairman of Tien Yen Commune People's Committee, said: We always prioritize response work according to the "4 on-site" motto, ensuring closeness to practical conditions and tasks of each agency and unit; ensuring smooth coordination and cooperation according to the commune's general plan. At the same time, the communication system is always maintained smoothly, commune leaders are on duty 24/24 hours to be ready to receive and process information from the grassroots.
In Hai Lang commune, right before the storm hit, aquaculture households urgently harvested aquaculture areas that had reached commercial size; at the same time, they proactively built dams around the ponds, built drainage culverts and dredged the drainage system to prevent flooding and protect the farming areas. During the rainy season, people also focused on strengthening the resistance of livestock, and prune the area to prepare for harvest to limit losses.
For fish and mollusk farms at sea, the commune government requires households to check and reinforce cages and auxiliary structures to increase their ability to withstand the effects of storms and heavy rain, and move workers to safe shelters before storm No. 11 makes landfall.
Mr. Dang Huy Hai, Vice Chairman of Hai Lang Commune People's Committee, said: "Recently, storms have come continuously, so the commune has always proactively prepared adequate supplies on site, inventory equipment and means to serve natural disaster prevention, search and rescue work. At the same time, the commune coordinates with local units to prepare human resources, machinery, backup plans and closely coordinate with the military and border forces to respond promptly when bad situations occur."
Van Don Special Economic Zone has also conducted a thorough review of storm prevention and control work in both sea and land areas, especially in locations at risk of flooding, landslides, and roof damage. The government has proactively coordinated with local forces to clear water flows and drain water in flooded areas, construction sites, and projects affecting residential areas, ensuring safety for people, especially on islands and remote areas.
In Co To special zone, the plan is deployed 24/7, strictly controlling boats and rafts, organizing the evacuation of people and tourists from dangerous areas before 2:00 p.m. on October 5; checking and reinforcing dams and drainage systems; fully stocking food, clean water, medicine, fuel and rescue vehicles.
Previously, on October 4, the Provincial People's Committee issued Document No. 3625/UBND-TC on focusing on responding to storm No. 11. Accordingly, it requires departments, branches and localities to absolutely not be subjective or negligent, arrange leaders to be on duty 24/7 and publicize hotlines for people to contact when needing support. Localities urgently dredge and clear drainage systems; reinforce and protect houses, warehouses, public works, dyke systems, dams; trim urban trees... before 8:00 a.m. on October 5. Counting boats, providing shelter and evacuating people in aquaculture areas must be completed before 12:00 p.m., and evacuating people in flooded and landslide areas must be completed before 4:00 p.m. the same day.
Chairman of the Provincial People's Committee Bui Van Khang emphasized: Proactive prevention and control is the most effective solution to minimize damage caused by storms. Therefore, all levels, sectors and localities must absolutely not be negligent or subjective, and must deploy early and remote response, starting right from the grassroots level. The Chairman of the Provincial People's Committee noted the need to clearly define the responsibilities of leaders, strictly implement the "4 on-site" motto, closely monitor post-storm circulation, and promptly warn each residential group and neighborhood so that people can proactively prevent and resolutely ensure the safety of people's lives and property.
