Quang Ninh temporarily stops granting permits for visiting and staying at sea from the morning of October 5.

On October 4, facing the complicated developments of storm No. 11, the People's Committee of Quang Ninh province deployed many storm prevention and control measures to minimize damage caused by the storm.

To ensure safety for vessels operating in Quang Ninh waters, the Department of Agriculture and Environment requests the Department of Construction, Quang Ninh Maritime Port Authority, Inland Waterways Port Authority, and People's Committees of coastal localities to temporarily stop granting licenses for watercraft to go to sea.

The People's Committees of localities can consider and allow ships to return to shelters, anchor and complete this work before 12:00 on October 5. Temporarily suspend granting licenses for sightseeing and accommodation activities at sea from 8:00 on October 5. The suspension of licensing will end when there is the final bulletin on storm No. 11.

In response to storm No. 11, the Provincial Party Committee and People's Committee of Quang Ninh province have issued official dispatches and documents directing the strengthening and proactive prevention, response and overcoming of natural disaster consequences in the province. This is an important task that must not be neglected or subjective; proactively respond with the spirit of early and from afar, striving to "absolutely not let human losses occur" and minimize property damage.

Military units in Quang Ninh province are ready to mobilize over 4,000 people to participate in storm prevention and control; at the same time, they are ready with supplies, equipment, and communication plans.

Communes, wards and special zones have mobilized over 13,000 people to prepare for storm prevention and control. Fishing boats have been informed about the storm and will return to their anchorage on October 4. Aquaculture facilities are organizing reinforcement and focusing on bringing people ashore before 12 noon on October 5.

To respond to storm No. 11, Chairman of the People's Committee of Quang Ninh province Bui Van Khang directed departments, branches and localities to clearly define responsibilities, especially for heads of Party committees, authorities and units in preventing and responding to storm No. 11 according to the "4 on-site" motto; clearly assign people, tasks and areas, and seriously implement 24/7 on-call duty. Along with that, it is necessary to increase information about storm developments for the general public to proactively take preventive measures; publicize hotline numbers of communes, wards and special zones so that people know and contact when they need support; seriously organize on-call duty and promptly report when situations arise... Prepare forces and means to deploy rescue work when situations arise.

Localities continue to review the number of vessels in the area (especially offshore vessels), maintain regular contact with vessels operating at sea to inform about storms, have appropriate production plans, proactively leave storm-dangerous areas and ensure safety of people and property. Reinforce cages in aquaculture areas and organize the transfer of people from aquaculture areas to shore and complete this work according to plan.

Localities and units closely monitor the development of rain circulation after the storm, promptly warn residential groups, neighborhoods and people to proactively take preventive measures, and resolutely implement measures to ensure people's safety.

At the same time, organize the counting and promptly notify the vehicle owners and captains about the location, direction of movement and developments of the storm to proactively avoid, not enter dangerous areas, ensure safety of life and property, and maintain communication to promptly handle arising situations.

Quang Ninh Provincial People's Committee also requested the forces to fully prepare means and human resources, be ready for rescue; organize serious on-duty shifts and regularly report to the National Civil Defense Steering Committee ( Ministry of Agriculture and Environment ) and the Provincial People's Committee in accordance with regulations.

Departments and branches, based on their assigned functions and tasks, coordinate with the Department of Agriculture and Environment and local People's Committees to proactively deploy response plans.
