Dien Xa is the cradle of the Tien Yen District Party Committee and the site of the historic battle on Highway 4, where an ambush of a French colonial convoy took place on March 4, 1949, marking the beginning of the Northeast II Campaign. Over the years, upholding revolutionary traditions, the Party Committee, government, and people of the commune have strived to overcome difficulties, diligently engaged in production, and actively participated in patriotic emulation movements, achieving positive results in political tasks, socio-economic development, and improving the lives of the people.
Dien Xa is a mountainous commune in Tien Yen district, where ethnic minorities account for over 95% of the population. The economy is primarily based on agriculture and forestry, with agriculture accounting for 90%. Recognizing the potential, strengths, and limitations of the locality, the commune Party Committee focuses on leading and directing cadres and Party members, especially the heads of grassroots Party committees, to uphold the spirit of setting an example and taking the lead in various campaigns and movements. This contributes to unlocking social resources for investment in economic and social development, supporting livelihoods, and ensuring social welfare.
In economic development, the commune implements tasks and solutions to promote production development and economic growth, focusing on effectively implementing the agricultural restructuring plan associated with building new rural areas and developing OCOP products; applying and deploying synchronously mechanisms and policies to encourage the utilization of capital resources, promoting the application of technology, promoting the transformation of the agricultural production structure, strengthening the transfer of scientific and technical advancements and processes into production, and increasing production value. At the same time, attention is paid to investing in agricultural and rural production infrastructure to create favorable conditions for production development.
The commune actively implements projects, especially the socio-economic development plan for ethnic minority areas, in accordance with the local situation; leveraging advantages and increasing production value. Accordingly, it develops plans for developing chicken and pig herds; maintaining and developing goat, buffalo, and cattle herds; and growing green vegetables organically. It improves the efficiency of cooperatives in the area, focusing on maintaining and developing chicken flocks to ensure quality and quantity, implementing chicken farming according to VietGAP standards; and registering planting area codes for Bao Thai rice products… It also promotes and encourages collectives, individuals, agencies, businesses, and production and business establishments to participate. Expand production of goods that meet the essential needs of the people; effectively implement activities to ensure environmental hygiene, occupational safety, and food safety in production and business activities. Promote the development of large-timber plantations and native trees with high economic value, in order to protect water sources and improve forest land.
Continue to implement solutions to promote the development of trade, services, industry, and handicrafts, including taking advantage of opportunities in the digital economy and e-commerce to expand methods of production and consumption of goods; support production facilities to participate in trade promotion activities and OCOP fairs, creating conditions for the circulation of goods.
In 2024, the value of production in the area reached over 93 billion VND, equivalent to 131% of the plan, an increase of 23% compared to the same period in 2023. Of this, agriculture and forestry reached over 55 billion VND, an increase of 27% compared to the plan; industry and construction are estimated at over 8.3 billion VND, an increase of 38% compared to the plan; and trade and services reached over 29.1 billion VND, an increase of 39% compared to the plan.
Along with economic development, the socio-cultural sector of Dien Xa has also undergone significant changes. The quality of education has improved. Healthcare services have been strengthened and perfected. Living standards have risen. The socio-cultural aspects of ethnic minority communities are given attention and care. Social security is ensured. The implementation of the new rural development program has received high consensus and active participation from the entire political system, officials, civil servants, Party members, and all strata of the people. Cultural, artistic, and sports activities are vibrant. Security, political stability, and social order are well ensured. Dien Xa achieved advanced new rural development status in 2021. By the end of 2024, the average per capita income will reach 85 million VND, the commune will have no poor households, and only 3 near-poor households according to the province's criteria.
Mr. Nguyen Ba Liep, former Secretary of the Dien Xa Commune Party Committee during the 1970s, shared: "From the past to the present, the Party committee, government, and people in the area have remained steadfast in their faith in the Party, united and working together to contribute to the revolutionary cause and the construction and development of our homeland and country. The achievements of the Dien Xa commune government and people in the past have created important momentum for achieving future goals, contributing to the increasingly developed homeland and the improved living standards of the people."
