Phong Van village in the old days

From the center of Tuyen Quang city to the Nguyen Ai Quoc School historical site in the former Phong Van village, now renamed Village 4, Tan Tien commune, is about 20 km. According to local resident Hoang Van Thai, in the past, there was only one single road leading to Tan Tien commune, requiring crossing six streams. The road ended at Tan Tien; all that could be seen were high mountain ranges and valleys below. Due to its rugged terrain, with one side nestled against the Dinh Muoi mountain range and the other surrounded by the Yen Linh mountain range, one could travel through the forest from Tan Tien to Kim Binh, then to Bac Kan , or cross the Yen Linh mountain range to Phu Thinh commune, and then through Kim Quan commune to Tan Trao. Because of its safe and easily accessible terrain, in early 1952, the Central Committee chose Phong Van village as the location for the Nguyen Ai Quoc School, built with wood, thatch, bamboo, and leaves. In a short time, the assembly hall, administrative building, classrooms, kitchen, and infirmary sprang up amidst the vast green forests, with the sound of babbling streams. Besides the main area, the school also had a canteen, a printing workshop, livestock and poultry pens, and a vegetable garden...

According to historical documents, to supplement the supply of high-level and mid-level cadres with rich political theory and practice for the Party's revolutionary cause, in 1949 the Nguyen Ai Quoc School, now the Ho Chi Minh National Political Academy, was established in Thai Nguyen province. In 1950, the school moved to Vinh Quang commune, now Kim Binh commune (Chiem Hoa district). In 1952, the school moved again to Tan Tien commune (Yen Son district), with a part moving to Tan Trao commune (Son Duong district). Comrade Le Van Luong, Head of the Central Party Organization Department, served as the school's director from 1952 to 1954.

In Tan Tien commune, the school continued its fourth course, focusing on the Party's principles, guidelines, and policies such as the "Long-term resistance war and self-reliance" and "National democratic revolution" guidelines. Lecturers included high-ranking Party officials such as Comrades Truong Chinh, Vo Nguyen Giap, Hoang Quoc Viet, and Le Van Luong. Students included Comrades Dam Quang Trung, Bang Giang, Dong Si Nguyen, Hoang Sam, Truong Minh, and Le Thuy... Here, the school's staff and students were honored to have the opportunity to welcome President Ho Chi Minh for a visit and speech.

During its four-year stay and activities in Tuyen Quang, spanning various locations in the districts of Yen Son, Son Duong, and Chiem Hoa, the Nguyen Ai Quoc School organized numerous courses, including political training, Party rectification, and military rectification courses as mandated by the Central Party Committee. From its establishment until 1954, the School trained 5,750 cadres. These trainees formed the core group of cadres, equipped with theoretical knowledge to serve the national resistance struggle and the leadership and management needs of the country after peace was restored. Following the Dien Bien Phu campaign, in the atmosphere of peace, the Nguyen Ai Quoc School relocated to Hanoi at the end of 1954.

New Rural Commune

In Tan Tien commune in 1952, the houses of the local Tay and Dao ethnic groups were quite sparse, mostly stilt houses. Even in the years of reform, the people's economic lives remained difficult, and the commune benefited from the Government's Program 135. Mr. Pham Van Van, from Tan Tien commune, said that the reason was the road leading into the commune was cut off, making travel impossible during the rainy season. All goods produced were difficult to sell. Recognizing this, the commune received priority investment from the province and district through various funding sources. This included the construction of bridges over streams, inter-commune asphalt roads, and inter-village concrete roads. The national power grid, telecommunications, and internet were extended to the commune. Programs to build schools, roads, health stations, and cultural centers in the villages, and to eliminate temporary and dilapidated houses, were intensified, transforming the face of the rural area daily.

In 2001, the Nguyen Ai Quoc School historical site was recognized as a national historical site by the Ministry of Culture, Sports and Tourism. It has been restored and renovated, becoming a significant historical landmark for generations of Party cadres. Among these, visits to the historical site by cadres, lecturers, and students of the Ho Chi Minh National Political Academy are quite regular each year. During the process of building new rural areas, Tan Tien commune has always received active support from the Ho Chi Minh National Political Academy. With its responsibility and prestige, the Ho Chi Minh National Political Academy has mobilized philanthropists and benefactors to actively assist Tan Tien commune with material and spiritual support for the construction of new rural areas.

After more than 10 years of persistent effort and decisive implementation of the National Target Program on New Rural Development, in 2021 Tan Tien commune completed all 19 criteria for new rural development. The commune's Party Committee and government mobilized and integrated various resources, contributing to changing the face of the rural area with a total implementation cost of over 126 billion VND, of which the people contributed nearly 29 billion VND. Average per capita income increased, and the number of poor households decreased. Congratulating the Party Committee, government, and people of Tan Tien commune, Comrade Nguyen Xuan Thang, Member of the Political Bureau, Director of the Ho Chi Minh National Political Academy, and Chairman of the Central Theoretical Council, expressed his joy and excitement at the changing face of the commune's rural area. Comrade Nguyen Xuan Thang expressed his gratitude to the people of Tuyen Quang province in general and Tan Tien commune, Yen Son district in particular, for their help, protection, and support of the cadres and lecturers of Nguyen Ai Quoc School in successfully fulfilling their assigned tasks during the resistance war against French colonialism, and for serving as a place of traditional education for generations of cadres and lecturers of the Political Academy.

With its potential and strengths, the commune is gradually exploiting these advantages. This includes developing the forest economy, processing timber from planted forests, raising livestock and poultry, planting fruit trees, beekeeping for honey production, and building model farms and gardens. Currently, the commune has over 200 hectares of protective forest and more than 4,800 hectares of planted forest. Tan Tien commune is also developing the OCOP product "Tan Tien Dried Bamboo Shoots," with an initial production of several tens of tons of dried bamboo shoots per year. The Tan Tien Agricultural and Forestry Production Service Cooperative is the central point for linking households producing dried bamboo shoots. In addition, the commune has established the "Nui Linh Honey Beekeeping" professional association and is working towards building a brand for honey products to further increase the income of the people.

Many difficulties and challenges still lie ahead, but Tan Tien commune is determined to strive to become a locality with a developed economy and a prosperous and happy life for its people.
