Which students are eligible for a 70% tuition fee reduction?

GD&TĐ - A reader asks about the regulations regarding which groups are eligible for a 70% tuition fee reduction.

I understand that ethnic minority students with permanent residence in Zone III receive a 70% tuition fee reduction. Previously, my permanent residence was in a commune in the former Ninh Thuan province, which after the merger became a Zone III commune in Khanh Hoa province. Clause 1, Article 16 of Decree No. 238/2025/ND-CP stipulates that the following subjects are eligible for a 70% tuition fee reduction: Students studying traditional and specialized arts in public and private vocational education institutions and higher education institutions that offer cultural and artistic training, including: folk opera musicians, Hue traditional musicians, Southern folk music performers, stage actors, folk performance artists, Ca Tru singing artists, Bai Choi singing artists, and traditional musical instrument performers.

Students studying specialized fields such as court music, Cheo, Tuong, Cai Luong, dance, and circus; and certain strenuous, hazardous, and dangerous occupations are included in vocational education according to the list of strenuous, hazardous, and dangerous occupations stipulated by the central state management agency for vocational education.

Students in vocational education institutions and higher education institutions who are ethnic minorities (excluding those from very small ethnic minority groups) and whose parents or guardians reside in particularly disadvantaged villages/hamlets, communes in Zone III of ethnic minority and mountainous areas, or particularly disadvantaged communes in coastal and island areas as defined by competent authorities.

Based on the regulations mentioned above and according to your letter, students from ethnic minority groups who meet the conditions of having their own residence and that of their father or mother residing in a particularly disadvantaged village/hamlet, a commune in Zone III of ethnic minority and mountainous areas, or a particularly disadvantaged commune in coastal and island areas as defined by the competent authority will be eligible for a 70% tuition fee reduction.

The procedures and process for implementing tuition fee reductions shall comply with the regulations stipulated in Article 18 of Decree No. 238/2025/ND-CP.
