Over the past period, the employment creation loan program has played a crucial "lever" role, helping people expand production, increase income, and gradually stabilize their lives. With its flexible and practical approach, policy credit capital has been effectively spreading to every residential area.

Ms. Nguyen Thi Kim Oanh, from Que Su hamlet, Lien Son commune, shared: “My husband is a pharmacist, so our family opened a pharmacy at home. After I finished my studies and obtained my professional license, I directly managed the pharmacy business. During the course of the business, I received a 50 million VND loan from the employment program to invest in equipment and new types of medicine. Thanks to the timely loan, the pharmacy is fully equipped and meets the business requirements. With nearly 100 different types of medicine, it has met the needs of the local people and brought a stable income to my family.”

Leveraging sustainable livelihoods

Using a job creation loan, the family of Ms. Nguyen Thi Kim Oanh, from Que Su village, Lien Son commune, invested in expanding their pharmaceutical business.

The model of a modern medicine pharmacy not only provides income for Ms. Oanh's family but also contributes to meeting the primary healthcare needs of local people, especially in rural areas lacking standard pharmacies. Ms. Oanh is not alone; many other households have effectively utilized the capital to open service shops and small production facilities, creating jobs for local workers. In reality, when access to capital is timely, people not only create their own jobs but also contribute to solving employment problems in the community. Beyond developing essential service businesses, preferential capital also provides a boost to many community tourism models.

Ms. Lo Thi Hieu, residing in Nhot hamlet, Mai Chau commune, received a loan of 250 million VND from the employment program. Using this loan, along with her family's capital, she boldly renovated her stilt house, built a self-contained bathroom, and invested in additional bedding and equipment to serve tourists. Her family's homestay now has five private rooms and a communal stilt house.

Ms. Hieu said: “Taking advantage of the local landscape and culture, and with a loan from the job creation program, I invested in renovating my stilt house, opening a homestay to serve tourists, and adding food and beverage services and cultural experiences of the Thai ethnic group.” Currently, the family's homestay welcomes an average of 150-200 guests per month during peak season, providing regular employment for 3-4 local workers.

Ms. Hieu's family homestay model not only brings economic benefits but also contributes to promoting local cultural identity and fostering community tourism development in Mai Chau. In reality, when people have access to capital at the right time, they not only create jobs for themselves but also expand employment opportunities for many other workers.

According to statistics, as of April 27, 2026, the total outstanding loan balance of the job creation loan program in the province reached over 5,529 billion VND with 82,089 customers still having outstanding loans, accounting for 27.55% of the total policy credit outstanding balance; the overdue loan rate was 0.05%.

In the first four months of 2026 alone, the entire province had 9,302 customers accessing job creation loans with a disbursed amount exceeding 885 billion VND. Localities with high outstanding loan balances under the job creation program include: Phuc Yen ward (203,719 million VND); Vinh Yen ward (180,963 million VND); Xuan Hoa ward (158,836 million VND); and Vinh Phuc ward (151,541 million VND).

Towards sustainable development

Amidst the growing demand for jobs, the job creation loan program continues to be one of the key solutions helping people in Phu Tho proactively improve their lives and achieve sustainable economic development. Beyond job creation, the program also contributes to promoting household economic development and fostering the formation of many effective production models.

Policy credit funds also help to curb illegal lending and ensure local security and order. Loans are used in diverse ways, from developing livestock and crop farming to small-scale service businesses such as motorcycle repair, grocery stores, and food services.

This creates local jobs, reduces labor migration, and contributes to maintaining social security stability. In particular, according to new regulations from 2026, the maximum loan amount has been increased to 200 million VND per person and a maximum of 10 billion VND for production and business establishments, creating conditions for larger-scale development models.

According to the assessment, the program has contributed to providing stable employment for 32,595 workers throughout the province, including 23,293 in 2025 and 9,302 in the first four months of 2026.
