On the occasion of the delegation from Guangxi Zhuang Autonomous Region (China) attending the Spring Festival 2025 in Quang Ninh on February 20th, Mr. Vu Dai Thang, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Quang Ninh Provincial Party Committee, met with Mr. Tran Cuong, Member of the Central Committee of the Communist Party of China and Secretary of the Guangxi Zhuang Autonomous Region Party Committee. Also attending the meeting were Mr. Cao Tuong Huy, Vice Chairman of the Provincial People's Committee; and leaders of various departments, agencies, and localities in the province.
Speaking at the meeting, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, welcomed Comrade Tran Cuong, Secretary of the Guangxi Zhuang Autonomous Region Party Committee, and the delegation from the Guangxi Zhuang Autonomous Region to participate in the activities within the framework of the 2025 Spring Meeting program in Quang Ninh province. He emphasized that the visit of the Secretary of the Guangxi Zhuang Autonomous Region Party Committee and the delegation to Vietnam and participation in the 2025 Spring Meeting, immediately after assuming the position of Secretary of the Guangxi Zhuang Autonomous Region Party Committee, demonstrates the importance and desire to strengthen cooperative relations with Vietnamese localities in general and Quang Ninh in particular. This is also an important milestone marking the strengthening of the traditional solidarity and friendship between Quang Ninh and Guangxi provinces to a new level.
Comrade Tran Cuong, Secretary of the Guangxi Zhuang Autonomous Region Party Committee, expressed his gratitude for the warm welcome from the Secretary of the Quang Ninh Provincial Party Committee and other provincial leaders. He also expressed his deep impression and congratulated the great achievements that the Party Committee, government, and people of Quang Ninh province have made in recent years, and expressed his confidence that under the leadership of the Communist Party of Vietnam, Quang Ninh province will successfully achieve its set goals and tasks.
In a friendly, sincere, and frank atmosphere, Comrade Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee, and Comrade Tran Cuong, Secretary of the Guangxi Zhuang Autonomous Region Party Committee, recalled the traditional friendship of "both comrades and brothers" between the two Parties and two States in general, and the relationship between the two provinces and regions in particular.
Over the years, the warm friendship between the two provinces/regions has been forged through generations, bearing fruit through cooperation mechanisms and models at the local level; becoming a shining example of local-level cooperation between Vietnam and China. The relevant agencies and localities of the two provinces/regions have effectively implemented the cooperation contents agreed upon through the Spring Meeting Program and the Joint Working Committee Conference, achieving many positive results. Cooperation between Quang Ninh and Guangxi has been implemented comprehensively and synchronously across various fields: border trade; investment; opening, upgrading, and managing border gates; culture; sports; health; education ; tourism; crime prevention and border security; and management and construction of border infrastructure.
The two comrades also happily informed each other about the socio-economic development situation of each side; at the same time, they had in-depth discussions on the content of future cooperation to promote the cooperative relationship between the two provinces/regions to become increasingly substantive and effective, making a practical contribution to the overall relationship between Vietnam and China at the local level.
During the meeting, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, suggested that in the coming time, the two provinces/regions should continue to effectively implement the Vietnam-China Joint Statements and the common understandings of the high-level leaders of the two Parties and States; effectively promote the exchange and cooperation mechanisms between functional agencies and border localities of the two provinces/regions; and strengthen exchanges and cooperation in Party building, communication, and people-to-people exchanges. Both sides should continue to effectively implement the three legal documents on the Vietnam-China land border and related agreements; strengthen security and safety management in border areas and border gates; promote cooperation in combating cybercrime, drug-related crimes, counterfeit money trafficking, human trafficking, and cross-border crimes; cooperate in disease prevention and control, and combating illegal immigration… to jointly build a peaceful, friendly, stable, and prosperous border region.
Both sides also promoted research and the establishment of a Vietnam-China cross-border economic cooperation zone based on maximizing the potential and strengths of both sides in economics and trade; coordinating the exchange of experiences between the two provinces/regions in building, developing, and connecting industrial parks in the two localities so that businesses can research, explore opportunities, and connect for investment cooperation in Quang Ninh province and vice versa.
In addition, both sides will promote import and export through the development of Vietnamese and Chinese businesses with business bases in both countries; encourage and support businesses from both sides to make good use of free trade agreements to which Vietnam and China are members, especially the Regional Comprehensive Economic Partnership (RCEP), to promote production and import/export of goods between the two sides; strengthen cooperation in infrastructure development, especially promoting cooperation in the construction of the Hai Phong - Quang Ninh - Mong Cai railway line and transportation connectivity; and promote cooperation in science and technology, innovation, and digital transformation.
Concurring with the opinions of the Secretary of the Quang Ninh Provincial Party Committee, Comrade Tran Cuong, Secretary of the Guangxi Zhuang Autonomous Region Party Committee, affirmed that the potential for cooperation between Guangxi and Quang Ninh is still very great. Therefore, he expressed his wish for both sides to continue to inherit and further develop the friendly, cooperative, and developmental relationship between the two provinces/regions. This includes continuing to effectively implement the three legal documents on the Vietnam-China land border and related agreements; further strengthening Party diplomacy; establishing more frequent meetings between the heads of the two provinces/regions to exchange information; and strongly decentralizing power to local authorities in both provinces/regions to handle affairs.
In addition, the two sides will promote cross-border economic cooperation, initially by resolving issues to expedite the establishment of a cross-border industrial cooperation zone; strengthening transportation connectivity, especially railway connections; and accelerating the construction of "smart border gates" to improve the efficiency of goods clearance. At the same time, they will promote the development and connection of industrial zones in the two localities; and strengthen cooperation in tourism, trade, border gate management, and border control.
In addition to cooperation in traditional fields, Party Secretary Tran Cuong also suggested that the two provinces/regions adapt to the times and find new models of exchange and cooperation, such as: cooperation in science and technology development, innovation, digital transformation, especially promoting increased cooperation in artificial intelligence, and cultural exchanges...
This afternoon, the Party Secretaries of three provinces: Lang Son, Cao Bang, and Ha Giang, also held meetings with the Party Secretary of the Guangxi Zhuang Autonomous Region.
