Comrade Secretary of Quang Ninh Provincial Party Committee meets with Secretary of Guangxi Zhuang Autonomous Region Party Committee

On the occasion of the Delegation of Guangxi Zhuang Autonomous Region (China) attending the 2025 Spring Meeting Program in Quang Ninh, on February 20, Comrade Vu Dai Thang, Member of the Central Committee of the Communist Party of Vietnam , Secretary of the Quang Ninh Provincial Party Committee, met with Comrade Tran Cuong, Member of the Central Committee of the Communist Party of China, Secretary of the Party Committee of Guangxi Zhuang Autonomous Region. Also attending the meeting were Comrade Cao Tuong Huy, Vice Chairman of the Provincial People's Committee; leaders of departments, branches and localities in the province.

Comrade Vu Dai Thang, member of the Central Committee of the Communist Party of Vietnam and Secretary of the Quang Ninh Provincial Party Committee, welcomed Comrade Tran Cuong, member of the Central Committee of the Communist Party of China and Secretary of the Guangxi Zhuang Autonomous Region Party Committee, to attend the meeting.

Speaking at the meeting, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, welcomed Comrade Tran Cuong, Secretary of the Regional Party Committee, and the delegation of the Guangxi Zhuang Autonomous Region to attend the activities within the framework of the 2025 Spring Meeting program in Quang Ninh province. He emphasized that the visit of the Regional Party Committee Secretary and the delegation to Vietnam and attendance at the 2025 Spring Meeting right after taking office as Secretary of the Guangxi Regional Party Committee showed his respect and desire to strengthen cooperative relations with localities of Vietnam in general and Quang Ninh in particular. This is also an important milestone marking the strengthening of the traditional solidarity and friendship between the two provinces of Quang Ninh and Guangxi to a new height.

He also expressed his deep impression and congratulated the great achievements that the Party Committee, government and people of Quang Ninh province have achieved in the past time and believed that under the leadership of the Communist Party of Vietnam, Quang Ninh province will successfully carry out the set goals and tasks.

In a friendly, sincere and frank atmosphere, Comrade Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee, and Comrade Tran Cuong, Secretary of the Guangxi Zhuang Autonomous Region Party Committee, reviewed the traditional friendship of "both comrades and brothers" between the two Parties and States in general and the relationship between the two provinces and regions in particular.

Over the years, the close friendship between the two provinces and regions has been crystallized through many generations, increasingly bearing fruit through cooperation mechanisms and models at the local level; becoming a bright spot and model of local-level cooperation between Vietnam and China. The functional agencies and localities of the two provinces and regions have concretized and effectively implemented the cooperation contents agreed upon through the Spring Meeting Program and the Joint Working Committee Conference, achieving many positive results. Quang Ninh - Guangxi cooperation has been implemented synchronously and comprehensively in the fields of: Border trade; investment; opening, upgrading, and managing border gates; culture; sports; health; education ; tourism; crime prevention, border security and order; management and construction of border works.

The two comrades were also pleased to inform each other about the socio-economic development situation of each side; at the same time, they discussed in depth the content of cooperation in the coming time to promote the cooperation between the two provinces and regions to be increasingly substantive and effective, making practical contributions to the overall Vietnam-China relationship from the local level.

Within the framework of the meeting, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, suggested that in the coming time, the two provinces and regions continue to thoroughly grasp and effectively concretize the Vietnam-China Joint Statements and the common perceptions of the high-ranking leaders of the two Parties and the two States; effectively promote the exchange and cooperation mechanism between functional agencies and border localities of the two provinces and regions; strengthen exchanges and cooperation in Party building, communication and people-to-people exchanges. The two sides continue to well implement the three legal documents on the Vietnam-China land border and related agreements; strengthen security and safety management of border areas and border gates; promote cooperation in preventing and combating cybercrime, drug crimes, counterfeit money trafficking, human trafficking, cross-border crimes; cooperate in preventing and combating epidemics, preventing and combating illegal entry and exit, etc. to join hands in building a peaceful, friendly, stable and jointly developing border area.

The two sides also promoted research and construction of the Vietnam-China Cross-Border Economic Cooperation Zone on the basis of maximizing the potential and strengths of both sides in economics and trade; coordinated the exchange of experiences between the two provinces and zones in construction, development, and connection of industrial parks in the two localities so that businesses could come to research, learn about opportunities, and connect for investment cooperation in Quang Ninh province and vice versa.

Along with that, the two sides promote import and export through developing Vietnamese and Chinese enterprises with business establishments in both countries; encourage and support enterprises of both sides to make good use of free trade agreements to which Vietnam and China are members, especially the Regional Comprehensive Economic Partnership (RCEP), to promote production and import and export of goods on both sides; strengthen cooperation in infrastructure development, especially promoting cooperation in building the Hai Phong - Quang Ninh - Mong Cai railway line, cooperation in traffic connection; promote cooperation in science and technology, innovation, and digital transformation.

Agreeing with the opinions of the Secretary of the Quang Ninh Provincial Party Committee, Comrade Tran Cuong, Secretary of the Guangxi Zhuang Autonomous Region Party Committee, affirmed that the potential for cooperation between Guangxi and Quang Ninh is still very large. Therefore, he hopes that the two sides will continue to inherit and further promote the friendly, cooperative and development relationship between the two provinces and regions. In particular, continue to well implement the three legal documents on the Vietnam - China land border and related agreements; further strengthen Party foreign relations, have more meetings between the heads of the two provinces and regions to discuss work; strongly decentralize power to the localities of the two provinces and regions to handle work.

Along with that, the two sides will promote cross-border economic cooperation, first of all, removing obstacles to soon build a Cross-border Industry Cooperation Zone; promoting traffic connections, especially railway connections; speeding up the construction of "smart border gates" to improve the efficiency of goods clearance. At the same time, promoting the development and connection of industrial parks in the two localities; promoting cooperation in the fields of tourism, trade, border gate management, border management, etc.

In addition to cooperation in traditional fields, Secretary of the Regional Party Committee Tran Cuong also suggested that the two provinces and regions adapt to the times and find new models of exchange and cooperation, such as: cooperation in science and technology development, innovation, digital transformation, especially promoting cooperation in artificial intelligence, and humanistic exchange...

This afternoon, the Provincial Party Secretaries of the three provinces: Lang Son, Cao Bang, and Ha Giang also had meetings with the Party Secretary of the Guangxi Zhuang Autonomous Region.
