Working alongside businesses to remove "bottlenecks" in investment in key industrial parks.

With the goal of making industry a key driving force for development, creating jobs, increasing income, and forming a modern urban-industrial-service ecosystem, Nam Dinh province is focusing heavily on investing in the development of key industrial park projects. In particular, identifying and resolving bottlenecks in land clearance and completing investment procedures for technical infrastructure are crucial tasks being decisively implemented, with close collaboration with investors.

High priority given to 4 key industrial park projects.

Currently, the province is simultaneously focusing on accelerating the implementation of four major industrial park projects: Trung Thanh (Y Yen), Hai Long - VSIP Phase 1 (Giao Thuy), Xuan Kien (Xuan Truong) Phase 1, and Minh Chau (Nghia Hung) Phase 1. These projects have a total investment of thousands of billions of VND, cover hundreds of hectares, and are expected to become new industrial growth hubs, creating breakthroughs in economic restructuring, attracting investment, and creating jobs for tens of thousands of local workers.

Instead of sequential processing, right from the moment the investment policy is approved, the province directs all levels of government and relevant agencies to take decisive action, not waiting for all conditions to be met. Instead, projects are implemented in a phased, flexible manner, with land allocated to investors for construction as each phase is completed. Obstacles are addressed collaboratively, ensuring no stage slows down the overall progress. A detailed roadmap has been planned, ensuring that each step has a responsible party and a deadline for all work groups: zoning planning, environmental impact assessment, topographic and geological survey, fire safety design appraisal, feasibility study report, land clearance, land lease applications, construction permits, etc.

Specifically, the Trung Thanh Industrial Park, invested by Nam Dinh Infrastructure Development Investment Joint Stock Company, covers an area of ​​200 hectares with a total capital of over 1,657 billion VND and is being implemented in Trung Nghia commune (Y Yen district). The province has supported the investor in completing the Environmental Impact Assessment Report (expected to be approved in May 2025), preparing the local adjustment of the 1/2000 zoning plan, appraising the feasibility study report, basic design, and construction permit conditions… Y Yen district has established a Land Clearance Council, completed cadastral surveying of nearly 200 hectares of agricultural land, notified 803 households of land acquisition, and is currently organizing the counting, valuation, and preparation of compensation and support plans in a phased manner. In particular, in Nhuong village, an area with many obstacles in land clearance work, 180 out of 376 households have completed the planning phase and will be publicly announced in April 2025. Along with that, the counting and relocation of graves is also being implemented quickly: 218 graves have been relocated, 110 plans have been approved and compensation paid, and cemeteries for reburial are being constructed urgently.

Phase 1 of the Hai Long Industrial Park, invested by Vietnam-Singapore Industrial Park and Urban Development Joint Stock Company (VSIP), covers an area of ​​180 hectares with a total investment of over VND 2,249 billion in Giao Long and Giao Chau communes (Giao Thuy district). The province has supported the investor in simultaneously implementing several tasks: organizing the preparation of a 1/2000 scale zoning plan; urgently conducting surveys and measurements; collecting environmental data; preparing a feasibility study report and a land clearance plan according to schedule. Procedures related to environment, fire safety, construction, etc., have all been carried out synchronously and continuously. Simultaneously, a decision has been approved on the land use plan, allocating the full 180 hectares for the project. Regarding land clearance, the People's Committee of Giao Thuy district has urgently directed the organization of land ownership verification and origin confirmation in Giao Chau and Giao Long communes. The surveying work has been completed, the Department of Agriculture and Environment has finished checking the field measurements, and land acquisition notices have been sent to each household.

The Xuan Kien Industrial Park, Phase 1, is invested by GLB Group Joint Stock Company, with a scale of approximately 100 hectares and a total investment of about VND 1,245 billion. It is being implemented in Xuan Phuc commune (Xuan Truong district). Currently, compensation and land clearance are being carried out on-site. The Minh Chau Industrial Park, Phase 1, also with a scale of 100 hectares, is invested by Thinh Vuong Minh Chau Joint Stock Company in Nghia Chau and Dong Thinh communes (Nghia Hung district) with a total investment of over VND 1,259 billion. To ensure the project can commence in November 2025, in parallel with accelerating the implementation of legal procedures according to specific timelines, land clearance is being urgently implemented with tasks including reviewing, inventorying, and developing compensation and support plans, ensuring transparency, compliance with regulations, and high consensus from the people.

Determined to commence projects as planned.

During the implementation process, all four projects encountered numerous obstacles related to land clearance, land management, and existing technical infrastructure (power lines, irrigation canals, public works) in the area. The synchronization of electricity and water supply infrastructure is also urgently needed to ensure the project's operation after it becomes operational. Furthermore, the demand for construction materials, especially sand for leveling, is one of the factors that could affect the project's progress during the industrial park infrastructure construction phase.

According to Comrade Tran Anh Dung, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee: "Faced with emerging difficulties, Nam Dinh province has taken decisive and flexible actions to support investors in resolving obstacles. The province requires functional departments and localities to clearly understand the importance of the project. The timely implementation of infrastructure construction in industrial parks will significantly contribute to attracting investment, creating jobs, shifting the economic structure, and increasing budget revenue. At the same time, it will form a modern industrial and service ecosystem so that people will benefit from economic development, infrastructure, and improved quality of life. The province also requires departments, agencies, and localities not only to actively reform and simplify procedures but also to truly support businesses, minimizing the time for processing procedures, land clearance, and construction implementation to bring projects into operation as soon as possible."

In line with that directive, to resolve obstacles in the implementation of the Hai Long - VSIP Industrial Park project, the Giao Thuy District People's Committee proactively proposed to the Provincial People's Committee and relevant departments and agencies to consider a special support mechanism for the demolition of structures and buildings on land illegally converted, with a maximum support level of 80% of the unit price issued by the province. At the same time, they requested permission to reclaim an additional 9.47 hectares of land within the coastal road corridor to complete infrastructure connections, calculating the support costs from the project's capital. These proposals demonstrate a proactive and flexible approach to resolving each issue based on the law and the rights of the people – a crucial factor in creating consensus and accelerating the project's progress. Regarding land clearance for the Hai Long - VSIP Industrial Park project, it is expected that by July 15, 2025, the entire agricultural land area will be cleared and handed over in the first phase by the end of July, allowing the investor to hold the groundbreaking ceremony in early September 2025.

For the Trung Thanh Industrial Park project, Yen Yen district is urgently determining specific land prices, finalizing compensation plans, reviewing all cases of land conversion, and establishing appropriate and transparent handling mechanisms. At the same time, the district is coordinating with the investor to complete the required compensation works, ensuring the handover of a "clean" site as committed. On the provincial side, the Provincial People's Committee has directed the Department of Agriculture and Environment, the Department of Construction, and related units to shorten the processing time for procedures, complete the approval of the adjusted planning, the Environmental Impact Assessment (EIA), and the feasibility study report by May 2025; and simultaneously consider expanding the Trung Nghia cemetery to create land for relocating graves. To realize the goal of commencing construction of the Trung Thanh Industrial Park on June 25, 2025, the relevant parties have also agreed on a specific schedule for each item: completing land clearance and handover in stages before June 15; Complete all procedures related to design, construction, fire prevention and fighting, building permits, and interchange connections before June 20th.

Regarding the Xuan Kien Industrial Park project, the Provincial People's Committee has requested that relevant agencies be assigned as the investor for the relocation and compensation items to ensure timely coordination with the industrial park's construction progress. It is expected that the selection of contractors for the compensation works will be completed in the fourth quarter of 2025, and completed in 2026, coinciding with the main construction progress of the project. Land clearance is expected to be completed before September 25, 2025. The work schedule is defined with specific timelines: Approval of the environmental impact assessment before July 30, 2025; Approval of the feasibility study report before August 11, 2025; Approval of the construction drawings before October 5, 2025; Issuance of the land lease decision and signing of the land lease contract before November 20, 2025; and Issuance of the construction permit before October 30, 2025. In addition, the province is proactively planning essential infrastructure to serve the long-term operation of the industrial park. Regarding water supply, the investor is allowed to study the project to build a primary pumping station and raw water pipeline, drawing water from the Ninh Co River (in Xuan Ninh commune) to supply the Xuan Kien Industrial Park's clean water treatment plant. This area has been planned for land use until 2030. Regarding electricity supply, it is proposed to invest in a 110kV transformer station (2x63MVA) on an area of ​​0.55ha right within the industrial park, ensuring stable and continuous electricity supply for all production and business activities of secondary investors. The Xuan Kien Industrial Park project is expected to commence in November 2025.

Regarding the Minh Chau Industrial Park project, the Industrial Parks Management Board has requested the province to direct a unified focal point for resolving land clearance issues. It is expected that all land clearance work will be completed before September 27, 2025. In the context of the province preparing to implement a series of industrial parks and clusters, the Industrial Parks Management Board requests the province to direct specialized agencies to promptly review, plan, and tender for legal sand mines in the area, ensuring a stable and timely supply of leveling materials for investors.
