Every year, the Provincial Farmers' Association directs all levels of the Association to organize propaganda and mobilize capital growth for the Farmers' Association Fund; coordinate with mass media agencies to propagate typical models in promoting the effectiveness of loans for production and business development; in which, focusing on propaganda at Association meetings, directly at the grassroots level where the Farmers' Association Fund project is implemented. In addition, all levels of the Farmers' Association in the province proactively develop programs and projects associated with the Farmers' Association Fund capital to serve production and improve farmers' lives. Up to now, the Farmers' Association Fund has grown in terms of organizational scale, quantity, quality and number of households borrowing capital. The total source of the People's Credit Fund at all levels in the province is currently managing over 39 billion VND, lending to 229 projects with 902 borrowers (of which the Central People's Credit Fund entrusted by the Association is 15.9 billion VND; the Provincial People's Credit Fund is 4.6 billion VND; the District and grassroots funds are 18.565 billion VND).
In order for the People's Credit Fund to be effective, the Provincial People's Credit Fund has directed the People's Credit Funds in districts and cities to establish branches and professional associations that meet the conditions for borrowing capital from the People's Credit Fund to build economic development models. Priority lending projects focusing on cooperatives, cooperatives, branches and professional associations have contributed to promoting linkages and cooperation in agricultural production and collective economy. As a result, the Associations at all levels have lent capital from the People's Credit Fund to 178 cooperatives, branches and professional associations and 6 cooperatives (on average, 1 cooperative or professional association has borrowed 500 million VND). Borrowed households have used the capital for the right purpose, produced effectively, thereby contributing to creating jobs for over 3,000 workers, increasing the economic income of members, and promoting socio-economic development in the locality. Many models of borrowing and using capital effectively such as: My Thang Commune Aquaculture Association (Nam Dinh City) with Mr. Tran Phuong Thuc as the head of the association, together with 16 members, built operating regulations, contributed capital to lend to support each other, and calculated economic results with high efficiency. The association has borrowed 400 million VND from the Central People's Credit Fund for the Koi fish farming project, contributing to expanding production and increasing income for members. My Phuc Commune Ornamental Plants Association (Nam Dinh City) with 14 members regularly exchanges market information, supports each other in ornamental plant care techniques, provides seedlings, posts products for sale on social networks zalo, facebook, participates in ornamental plant exhibition fairs with diverse products: Sanh, La Han pine, orchid. Phu Nghia Poultry Association, Trung Nghia Commune (Y Yen) with 14 members has now developed into Phu Nghia Livestock Cooperative with chicken eggs recognized as 3-star OCOP products. Thanh Loi Commune (Vu Ban) Super Egg Chicken Association has 15 members, developing a model of raising super egg laying chickens, with annual revenue reaching 500-700 million VND; some chicken eggs have been recognized as OCOP products... The economic models supported by the Farmers' Association Fund have created jobs for thousands of workers, increased income, improved the lives of farmer members, and actively contributed to the development of collective economy in rural areas and the construction of new rural areas. As a result, Farmers' Associations at all levels in the province have guided and directly established 19 cooperative models with 203 members; 210 cooperative groups with 2,979 members; 208 models of professional farmer associations and groups with over 2,600 members participating.

In addition to priority projects for collective economic models, for members who receive loan support, Farmers' Associations at all levels also regularly inspect and supervise so that capital is used for the right purposes, especially choosing an economic development direction suitable to the actual conditions of the family and locality. Along with that, Farmers' Associations at all levels in the province also promote activities of transferring scientific and technical advances; vocational training to create jobs; providing high-value crop and livestock varieties; supporting members to buy agricultural materials and fertilizers on credit; building brands, geographical indications, connecting supply and demand, promoting product consumption... In the past 5 years, the Provincial Farmers' Association has organized 14 conferences to guide the application of digital transformation in production and consumption of agricultural products for over 2,000 Farmers' Association officials at all levels; officials, members of branches, professional farmers' associations and farmer members in the province. Farmers' Associations of districts and cities have coordinated with district post offices to support farmers in bringing nearly 500 agricultural products and goods to the POSTMART e-commerce platform. The Associations at all levels have also directly and jointly organized over 2,300 training sessions, transferring science and technology to nearly 285,000 members and farmers; provided over 60,000 tons of fertilizer worth VND 205 billion to farmer members in the form of deferred payment. The Association also directly organized 54 vocational training classes for 1,696 people; coordinated to organize 305 classes for 10,183 people, the rate of farmers having jobs after vocational training reached over 85%; at the same time, organized counseling and job referrals for over 7,500 people. In addition, to improve the effectiveness of the Farmers' Association Fund, the Provincial and District Farmers' Associations also focus on organizing training courses to improve professional qualifications, management skills, and operation of the Fund for the Association's staff at all levels.
The Farmers' Association Fund has become a "fulcrum" to help farmer members invest in expanding production and business, increasing income, creating jobs, contributing to economic restructuring, building new rural areas in localities; at the same time, creating more resources to attract and gather members into the Association. From the Farmers' Association Fund, concentrated agricultural commodity production areas have been formed, many value chain linkage models have been built, contributing to creating key products with high quality, brand, and economic value, and developing OCOP products. The whole province has built 459 "Large Field" models with a total area of 21,037 hectares, of which 4,000 hectares are guaranteed products. Farmer members have also contributed to the formation of over 39 new models in linking the organization of production and consumption of agricultural commodities according to the value chain./.
