At the Department of Economy, Infrastructure, and Urban Development of Chơn Thành Ward, each workday begins with officials, civil servants, and employees clocking in using a facial recognition system. This practice has become a regular occurrence, contributing to a more professional, disciplined, and responsible work style.
According to Mr. Le Tan Binh, Head of the Economic, Infrastructure and Urban Planning Department of Chon Thanh Ward, applying technology to manage working hours is not simply about controlling schedules but also about creating fairness in evaluating staff. In addition to regular reminders during meetings, the unit has implemented a facial recognition time clock system to monitor working hours. Staff members use facial recognition upon arrival and departure. The system also records overtime, ensuring transparent and fair timekeeping. With stricter administrative discipline, work efficiency has significantly improved. Each staff member is more proactive in performing their duties, reducing personal activities during working hours, and ensuring that professional tasks and administrative procedures are completed on schedule.
In addition to managing working hours, Chơn Thành ward has also reformed its staff evaluation methods, focusing on work efficiency as the primary measure. Through an information technology system, the entire process of handling documents is closely monitored; any delays and individual responsibility are clearly identified. This makes staff evaluations more objective and transparent, rather than relying on subjective feelings as before.
Mr. Nguyen Anh Tai, Chairman of the People's Committee of Chon Thanh Ward, believes that when implementing the two-tiered local government model, the workload at the ward and commune levels has increased significantly. This requires each official to shift their mindset from management to service.
"We always emphasize that every official and civil servant must use work efficiency and the satisfaction of citizens and businesses as a measure to evaluate their own competence and responsibility. The heads of agencies and units must proactively review work, assign tasks scientifically , and at the same time be responsible for outstanding files," Mr. Tai shared.
According to the leaders of Chơn Thành ward, the local government's goal is to build a service-oriented, professional, modern, open, and transparent administrative system. To achieve this goal, the locality focuses on implementing three key groups of solutions: improving the quality of the staff in a way that emphasizes responsibility, dynamism, and closeness to the people; promoting administrative procedure reform associated with digital transformation and simplifying work processes; and enhancing accountability, promptly receiving and handling all feedback and suggestions from citizens and businesses. In particular, the level of citizen satisfaction will be considered an important criterion in evaluating the quality of officials and civil servants and in the annual KPI performance.
Assigning responsibility to each official

In Bom Bo commune, the spirit of tightening administrative discipline and order has been implemented comprehensively. Recently, the commune leaders have regularly organized surprise inspections of specialized departments. The inspections not only focus on adherence to working hours, attire, and work style, but also concentrate on the quality of handling administrative procedures and the attitude of serving the people. For each delayed file, the cause is clearly identified, and specific responsibility is assigned to each individual in charge. The results of file processing also serve as a basis for evaluating and ranking officials and civil servants on a monthly and quarterly basis.
Mr. Le Van Chanh, a resident of Hamlet 6, Bom Bo Commune, highly appreciates the changes in the operation of the administrative apparatus after the implementation of the two-tiered government model. He strongly agrees with the way the Public Administrative Service Center handles its work. The staff are enthusiastic, friendly, and handle tasks quickly and efficiently. Compared to before, the processing of procedures is much faster, and people find it more convenient to travel.
According to Nguyen Van Phat, Chairman of the Bom Bo Commune People's Committee, the local government's overarching principle is to assign the right person to the right job, according to their strengths; using work efficiency and citizen satisfaction as the measure for evaluating officials. Every month, the Commune People's Committee reviews all electronically processed files to compile statistics on the number of files processed on time and those that are overdue, thereby assessing the responsibility of each official in charge of each field.

Notably, the local authorities are also determined to take decisive action against those who allow numerous overdue applications or receive repeated complaints from citizens. "If officials allow many overdue applications or receive numerous complaints from citizens, we will consider transferring them to other positions to enhance their responsibility in performing their duties," Mr. Phat affirmed.
It is evident that the tightening of administrative discipline and order in Dong Nai City is being implemented through specific solutions, linking the responsibility of each official and civil servant to the results of their work and the level of satisfaction of the people.
