Dong Nai 'calls for help' from the Government about materials for key projects

TPO - Dong Nai province has proposed to the Government to add the Long Thanh International Airport Project to the list of projects enjoying special mechanisms so that mineral mines in the province can increase their exploitation capacity by 50% compared to the present.

According to the Department of Agriculture and Environment of Dong Nai province, key transportation projects currently underway in the province require 5.8 million cubic meters of fill material. Approximately 1.4 million cubic meters have already been delivered to construction sites, while about 1.2 million cubic meters are in proposed locations where land agreements with landowners have not yet been reached. A remaining 3.2 million cubic meters are still needed but no source has been found.

Regarding construction stone, the total demand is approximately 10.2 million . In 2025, 18 mines committed to supplying about 9.6 million to key projects, but the actual volume extracted is estimated to be only about 6.5 million due to many mines being held up or operating at a reduced capacity due to legal procedures.

Mr. Nguyen Ngoc Ha, Director of Project Management Board 85, Ministry of Construction , said that Component 2 of the Bien Hoa - Vung Tau Expressway Project requires approximately 3.2 million cubic meters of fill material. Currently, including materials purchased from quarries and those proposed by the investor under a special mechanism, only about 1.2 million cubic meters have been obtained, leaving a shortfall of about 2 million cubic meters.

Mr. Ha stated that the construction unit has signed contracts with several quarries to extract accompanying soil for use as leveling material, but these quarries are currently facing land-related issues, preventing them from completing the procedures for applying for or renewing permits to extract accompanying materials. The most urgent issue for the project at this stage is the earth fill.

Representatives of the Long Thanh Airport project's investor stated that the construction site needs approximately 390,000 cubic meters of stone in February and about 639,000 cubic meters in March. Failure to obtain this quantity will affect the airport's completion deadline at the end of this year.

According to a report from Dong Nai province, in recent times, following directives from the Government and relevant ministries and agencies, Dong Nai province has established two working groups to coordinate material supply and resolve legal obstacles. The province also requested investors and contractors to register their material requirements, quality, and schedule so that coordination solutions can be implemented, but some contractors have yet to report this information.

Regarding the province's supply capacity, there are 32 quarries for construction stone with remaining reserves of 265 million and an extraction capacity of 22 million tons/year. However, currently, 23 quarries are qualified to supply materials for key projects and works with a volume of nearly 20 million /year. In the remaining 10 months of 2025, if obstacles (regarding land lease and mine access for nearby quarries) are resolved, these quarries could extract an additional 9.6 million m³.

Regarding the earth fill for the two projects, the Bien Hoa - Vung Tau Expressway and Ring Road 3, the two quarries licensed by the province currently have about 50% of their volume unexploited, approximately 0.7 million . In addition, there are three other areas the province is considering and will soon authorize exploitation of, with a total volume of approximately 2.8 million m³.

Dong Nai province has also petitioned the Government to add the Long Thanh International Airport Project to the list of projects eligible for special mechanisms, allowing mineral mines in the province to increase their exploitation capacity by 50% compared to the current level. It also requested permission for mines that have not yet completed land lease procedures to continue exploitation until December 31, 2025. During this period, the Provincial People's Committee will urge and support businesses in completing all procedures in accordance with the law. The province also requested the Government to direct the Ministry of Construction to find additional sources of construction stone from other provinces to meet the needs of other key transportation projects and works.
