Avoiding any backlog of detailed regulations is a remarkable achievement, demonstrating the seriousness in implementing the conclusions of General Secretary and President To Lam – Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation. This is not only a response report to the Ministry of Justice but also a commitment from the Ministry to strict executive discipline.
According to Mr. Nguyen Dinh Khang, Minister of Ethnic Minorities and Religions , the Ministry has issued a master plan and established a working group and secretariat to comprehensively review the system of legal documents under its management. In May 2026, the first list of legal documents was approved, creating a transparent legal framework for professional activities. In particular, the proactive advice and implementation of four Prime Minister's Decisions on law enforcement, along with the direct implementation of Decree No. 49/2026/ND-CP and Decree No. 50/2026/ND-CP, has created synchronization and uniformity from the central to local levels.
Inter-sectoral coordination has also been elevated to a new level with the Ministry signing the 2026 Coordination Plan with the Ministry of Justice (No. 1170/KH-BDTTG-BTP). Strengthening the dissemination and education of specialized laws helps ensure that policies on ethnic groups and religions are no longer confined to paper but deeply permeate every village and place of worship. With a proactive approach, the Ministry has promptly received and responded to 100% of suggestions on the Information System for Feedback on Legal Documents, while also contributing insightful opinions on 65 documents from other ministries and sectors, contributing to building an honest and constructive national legal system.
In the digital transformation efforts in the field of ethnic and religious affairs, the Ministry has brought public services closer to the people than ever before. Alongside institutional reforms, the digital transformation revolution has created a spectacular leap forward. Implementing Resolution No. 57-NQ/TW of the Politburo, the Ministry of Ethnic and Religious Affairs has moved 100% of its administrative procedures to the online public service environment.
Mr. Nguyen Dinh Khang stated that the figure of "the rate of online application submissions increasing more than four times compared to the same period last year" is the most vivid evidence of the effectiveness of the reforms. Citizens and religious organizations no longer face barriers related to geographical distance or complex paperwork. This breakthrough lies in the completion of all 21 functions of the religious database and its successful integration with the VNeID application as well as the National Population Database.
Managing through a digital platform interconnected with VNeID offers a double benefit. It ensures transparency and openness in the application processing stage while eliminating the need for citizens to repeatedly provide information they already have. This is key to "data reuse," reducing costs and time for society. This connection is not merely a technology; it represents a modern management mindset, centered on the people, and using the satisfaction of individuals and organizations as a measure of the effectiveness of the state apparatus.

Connecting and sustainably developing ethnic minority areas.
In the first five months of 2026, ethnic affairs work recorded historical milestones. The 80th anniversary celebration of the traditional day of the state management agency in the field of ethnic affairs work was not only an opportunity to recall the glorious tradition but also an affirmation of the mission of uniting ethnic groups in the new era.
To realize the goal of sustainable development, the Ministry of Ethnic Minorities and Religions has signed a cooperation program with the Ministry of Agriculture and Rural Development for the period 2026-2030. This is a strategic step to transform livelihoods and improve the economic lives of ethnic minorities in remote, mountainous, and particularly disadvantaged areas.
Furthermore, the Ministry's international stature was demonstrated by the exchange of a memorandum of cooperation between Minister Nguyen Dinh Khang and Minister Hiniduma Sunil Senevi, in the presence of General Secretary and President To Lam and Sri Lankan President Anura Kumara Dissanayake. The practical results in the areas of institutional building, administrative reform, and state management of religion show that the Ministry has performed its functions, duties, and powers with sensitivity and thoroughness, not only as a policy advisory body but also as a direct bridge, conveying the voices, thoughts, and aspirations of ethnic and religious communities to the Party and State, while effectively implementing policies in practice.
