As Thanh Nien newspaper reported, the Tan Phu - Bao Loc expressway construction project has been identified as a key project according to the Resolution of the 11th Congress of the Lam Dong Provincial Party Committee, term 2020 - 2025.

The Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressways, once completed, will connect to the Lien Khuong - Prenn expressway, providing access to and from Da Lat.

The Tan Phu - Bao Loc expressway project has a length of approximately 66 km (11 km in Tan Phu District, Dong Nai Province; 55 km in Lam Dong Province), with a design speed of 80 km/hour. The phased construction includes a roadbed width of 17m with 4 lanes for automobiles. The total investment for the phased construction is 17,200 billion VND (6,500 billion VND from the state budget, including 2,000 billion VND from the central budget and 4,500 billion VND from the Lam Dong provincial budget); 1,605 billion VND from the investor's equity and 9,095 billion VND from other mobilized sources).

According to the Lam Dong Department of Agriculture and Rural Development, the plan for compensatory reforestation when converting land use for the Tan Phu - Bao Loc expressway project (within Lam Dong province) was approved by the Chairman of the Provincial People's Committee (in 2021), requiring the planting of 143.93 hectares of replacement forest (123.29 hectares of natural forest and 20.64 hectares of planted forest).

However, currently, due to the project making localized adjustments to some sections of the route to suit the actual situation, the remaining forested land is 131.21 hectares (96.72 hectares of natural forest and 34.49 hectares of planted forest). Thus, the area requiring reforestation has decreased by 12.72 hectares (natural forest decreased by 26.57 hectares, planted forest increased by 13.85 hectares).

Over 131 hectares of land need to be converted from the state-owned agricultural land use right certificate to implement the Tan Phu - Bao Loc expressway project.

Therefore, in order to complete the dossier for transferring the land use purpose to the Ministry of Agriculture and Rural Development for review and appraisal, and to report to the Prime Minister for approval of the policy to convert the land use purpose to other purposes, the Department of Agriculture and Rural Development has requested the Provincial People's Committee to agree on the policy to adjust and reduce the area that the investor must fulfill the obligation to replant forests when converting the land use purpose to other purposes for the aforementioned expressway project under the public-private partnership method, from 143.93 hectares to 131.21 hectares.

According to regulations, the area required for reforestation is "equal to the area of ​​forest whose land use purpose was changed for planted forests, and three times the area of ​​forest whose land use purpose was changed for natural forests." Therefore, the investor needs to fulfill the obligation of reforestation with an area of ​​324.65 hectares.

The Tan Phu - Bao Loc expressway project is expected to commence in early September 2023 and be completed in 2026.
