The project to improve the clearance of road bridges crossing the national inland waterway, phase 1 in the southern region includes building 9 new bridges, upgrading one bridge and dismantling one bridge, with a total investment of 2.155 billion VND. copper.
The Waterway Project Management Board (investor) said that the project will improve the clearance of road bridges passing through many provinces and cities. Specifically in Kien Tuong town (Long An); Sa Dec City - Hong Ngu City and Tan Hong district (Dong Thap); Mo Cay Nam District (Ben Tre); O Mon district and Thoi Lai district (Can Tho city); Giong Rieng district (Kien Giang).
The project is divided into two construction packages. In particular, the CDT-XL01 bidding package builds Moc Hoa, Sa Dec, Hong Ngu, Mo Cay bridges; Renovating Giong Gang bridge; Dismantling Mang Thit bridge.
Package CDT-XL02, construction of Dong Thuan, Dong Binh, O Mon, Thoi Lai, Vam Xang - Thi Doi bridges.
Particularly, the site clearance part is directly handed over to the locality with items affected by the project.
According to the investor, the most difficult thing right now is that the bridges are all facing land problems. The contractor has not carried out much construction even though it has been underway for several months. Provinces: Long An, Kien Giang, Ben Tre and O Mon district, Can Tho city, have completed and prepared to approve compensation plans, expected to pay in April 4.
However, due to the need to wait for approval to adjust the project's site clearance capital from 2023 to 2024, approval and payment will only be made after there is a resolution to recover additional land.
Meanwhile, for bridges in Thoi Lai district, Can Tho city, due to the Resolution on the land use plan for the project being approved at the end of 2023, the work of measuring, counting and making compensation plans has been slow. progress compared to plan.
In Dong Thap province, the field measurement and inventory (Giong Gang and Sa Dec bridges) and compensation plan have not yet been completed.
The contractor must have a specific construction plan
At the site inspection, Deputy Minister of Transport Nguyen Xuan Sang requested the Waterway Project Management Board and specialized units of the Ministry of Transport to actively work with localities to speed up site clearance work.
Directly inspecting the Mo Cay bridge construction area, in Mo Cay district, the Deputy Minister requested contractor Dat Phuong to clearly report the registration progress in 2024, from which a specific and detailed construction plan will be drawn up.
According to the contractor's information, the bridge and path construction items require 50.000 cubic meters of sand. However, the general difficult situation is that sand resources are lacking, so long-term construction will be affected.
“The contractor must clearly report on where to get the sand from? Have the parties worked with localities? What is the construction plan when there is a shortage of sand? The investor must closely follow the contractor and plans to ensure the construction plan," the Deputy Minister requested.
Regarding the dismantling of Mang Thit bridge, leaders of the Ministry of Transport requested the Waterway Projects Management Board to coordinate with relevant parties to come up with a plan to handle the remaining assets when dismantling the old bridge.
In particular, bridge items such as steel beams, managed by Road Management Area IV (Vietnam Road Department), need to be considered and handed over to the locality to avoid waste and at the same time speed up the progress of dismantling the bridge. unloading and ensuring safety for water and land vehicles in circulation.
The project to raise the clearance of 10 bridges and dismantle the old Mang Thit bridge will improve the transport infrastructure system in the Mekong Delta region, ensuring synchronous exploitation of waterway transport across the entire route. When the clearance of the bridges is raised, it will ensure smooth circulation for container ships stacked in 3-4 layers.
Along with the completed upgrade of the Cho Gao canal project phase 2, it will create a convenient logistics corridor between the Mekong Delta provinces and Ho Chi Minh City.
