Hai Duong Social Protection Center Project - a support for the disadvantaged

Care for the disadvantaged

Currently, the two facilities of the Hai Duong Social Protection Center in Le Thanh Nghi Ward and Tran Hung Dao Ward are taking care of nearly 500 orphans, disabled children, lonely elderly people, mentally ill people... The Center is not only a place to take care of, but also a place to sow seeds of hope, spread love and continue the meaningful journey of life with many unfortunate lives.

Ms. Luu Thi Hai Yen, who has worked at the Center for 15 years, shared: " Educating children with disabilities is not only about teaching but also about accompanying them. Every progress of the children, no matter how small, is the result of perseverance, love and even tears."

In order to care for the disadvantaged and better implement social security work, in June 2023, the People's Council of Hai Duong province (old) issued a resolution deciding on the investment policy for the Hai Duong Social Protection Center Construction Project (new location). The project is built with a scale of serving 750 cases by 2025, aiming for 1,000 cases by 2030.

The project aims to create modern facilities to care for the elderly, children, people with disabilities and other vulnerable groups, realizing the goal of “leaving no one behind”. At the same time, ensuring that the elderly, children, people with disabilities, vulnerable groups, etc. have access to and fully enjoy social assistance, care and nurturing services.

The new center also contributes to improving the operational efficiency of civil servants and employees, thereby enhancing the capacity of social protection and social security policies in the western region of Hai Phong.

The new Social Protection Center is designed in a modern style, planned into many separate functional areas, harmoniously connected by an internal traffic system, bridge corridors and synchronous technical infrastructure. The administrative, conference hall, medical, rehabilitation and social work blocks include a 300-seat conference hall with an area of ​​over 1,280 m²; a medical - rehabilitation building, a 3-storey administrative - social work building.

The cultural and vocational training area is arranged into 6 blocks, 1-3 stories high, connected by a bridge corridor, with a total floor area of ​​thousands of square meters. The children's dormitory consists of 3 blocks, 2-3 stories high. The boarding area for the elderly and disabled has 3 blocks, 1-2 stories high.

In addition, the center also has a multi-purpose hall, a communal dining room, a centralized kitchen, and many auxiliary items.

Engineers and workers work multiple shifts and overtime.

Speed ​​up progress

Mr. Le Manh Cuong, Project Manager, said that currently, there are nearly 300 workers working at the construction site. Dozens of machines and equipment are mobilized, divided into many construction teams to simultaneously construct many items. The housing, cultural and vocational training items are relatively easy to construct, but the wastewater treatment tank has a more complex structure, requiring high technology.

“With great determination, we strive to complete the project on schedule as committed to the investor,” said Mr. Cuong.

According to the West Hai Phong Construction Investment Project Management Board, by mid-August 2025, the items of the Hai Duong Social Protection Center Project will continue to be deployed simultaneously. The administrative block has completed the installation of roof beam formwork. The hall has reinforced floor beams. The rehabilitation medical area has walls built up to the 3rd floor.

The elderly boarding houses and cultural schools have entered the finishing plastering stage, some blocks are building the walls of the 2nd floor; 3 vocational school blocks have also basically completed the plastering. The communal dining hall has built walls to recover the roof, the children's boarding area has many items plastered, walls built or reinforced floors installed on the 3rd floor. Currently, the technical house and wastewater treatment tank are being dug for foundations...

Regarding technical infrastructure, the internal roads and yards are basically constructed up to grade K95; the rainwater drainage system is about 90% complete, the wastewater drainage system is 60% complete, and the electrical cable pipelines are about 70% installed. The fire prevention and fighting system is also installed synchronously: the cultural school buildings are 90% complete, the children's house and administrative building are about 50% complete, the medical area is 60% complete, the elderly dormitory is 50% complete, and the vocational school is 70% complete...

The Hai Duong Social Protection Center project started in January 2025, with high determination and efforts of the investor and contractors, the project is expected to be completed by the end of this year. This place will become a modern and humane protection facility, effectively serving the care of the elderly, children, the disabled and vulnerable groups.

The Hai Duong Social Protection Center project is built in Nam Sach and Thai Tan communes (West Hai Phong) with an area of ​​nearly 7 hectares, with a total investment of more than 379 billion VND. This is a level 3 civil and industrial project, belonging to group B.

The project is invested by the West Hai Phong Construction Investment Project Management Board.
