The Ministry of Education and Training is seeking feedback on the draft Resolution of the National Assembly on waiving tuition fees for preschool children, junior high school students, high school students, and primary school students in public educational institutions.
Implementing the Politburo 's Conclusion in Document No. 13594-CV/VPTW dated March 1, 2025, from the Central Party Office regarding the exemption of tuition fees for preschool and high school students in the public school system, based on a review of current regulations, the Ministry of Education and Training (MOET) stated:
According to the 2019 Education Law, primary school students are exempt from tuition fees; those exempt from tuition fees according to the 2019 Education Law include: 5-year-old preschool children; and junior high school students.
Therefore, implementing the Politburo's conclusion in Document No. 13594-CV/VPTW dated March 1, 2025, the following groups will be added to the list of those eligible for tuition fee exemption: Children and preschool students under 5 years old attending educational institutions; and high school students and high school students studying general education at educational institutions. The policy will provide tuition fee support for both preschool children and general education students at private and non-public educational institutions to ensure consistent and fair implementation of the policy for learners, in accordance with the Politburo's conclusion in Document No. 13594-CV/VPTW dated March 1, 2025, from the Central Party Office regarding tuition fee exemption for preschool and high school students in the public school system. Other groups will be subject to the provisions of the law.
In the draft, the Ministry of Education and Training proposes: Preschool children, junior high school students, and high school students in public educational institutions are exempt from tuition fees; primary school students in public educational institutions do not have to pay tuition fees (excluding the following categories (*)).
The state budget provides tuition fee support for preschool children and primary and secondary school students attending the following educational institutions: Public preschool and primary/secondary education institutions; public continuing education institutions; other public educational institutions implementing the general education program that are self-sufficient in recurrent expenditures and self-sufficient in both recurrent and investment expenditures; private preschools; private primary/secondary education institutions; and other private continuing education institutions implementing the general education program. The maximum tuition fee support is equal to the tuition fee ceiling applied to public educational institutions that are not self-sufficient in recurrent expenditures, as issued by the Provincial People's Council and applied locally for each academic year.
The Ministry of Education and Training proposes applying the above regulation from the 2025-2026 school year onwards.
Previously, the Ministry of Education and Training stated that, in the draft, it proposed implementing a policy of "exempting tuition fees for preschool children, junior high school students, and high school students, and not requiring tuition fees for primary school students in public educational institutions" for the following reasons:
For students: The policy's content is the same; students do not have to pay tuition fees.
For the People's Councils and People's Committees of provinces/cities: When implementing the policy of "No tuition fee required" for primary school students according to the current regulations in Government Decree No. 81/2021/ND-CP, the process for the People's Council Resolutions on: (1) Tuition fee exemption subjects; (2) Regulations on the level of tuition fee compensation from the state budget for tuition fee exemption subjects; (3) Procedure for approving tuition fee exemption subjects.
