Kinhtedothi - On February 17th, the Emulation Cluster of the Departments of Justice and Civil Enforcement Bureaus of centrally-administered cities held a conference to summarize emulation and reward work in 2024 and sign an emulation agreement for 2025.
The emulation movement is linked to political tasks and aims to improve work efficiency.
In 2024, the units within the Emulation Cluster actively implemented emulation movements linked to political and professional tasks, achieving many important results. Emulation work continued to be innovated, ensuring substance and effectiveness, creating momentum to promote the completion of the sector's political tasks.
The evaluation and awarding process is conducted openly and transparently, ensuring that the right people are recognized for the right achievements, and promptly motivating collectives and individuals with outstanding accomplishments. Many good models and innovative approaches have been replicated, contributing to improving the quality of judicial work and civil enforcement.
In the field of drafting, appraising, inspecting, and reviewing legal documents, the Departments of Justice in the cluster appraised 458 draft legal documents, advised on the issuance of 467 documents, and inspected 337 documents as prescribed. State management of mediation continued to receive attention with 13,051 mediation teams and 72,598 mediators operating effectively, contributing to maintaining security and order and reducing disputes among the people.
The work of building communes and wards that meet the standards for access to law has been implemented synchronously and achieved high rates in many localities. Specifically, Hanoi reached 96%, Ho Chi Minh City 98.4%, Da Nang 98.2%, Hai Phong 95.9%, and Can Tho 95.2%.
In the field of civil enforcement, the total number of cases resolved in 2024 was 237,278, achieving a completion rate of 83.59% of cases eligible for enforcement, exceeding the set target.
Determined to successfully accomplish the tasks for 2025.
Speaking at the conference, Standing Vice Chairman of the Da Nang City People's Committee Ho Ky Minh emphasized that the judicial sector plays a crucial role in advising and organizing the implementation of legal policies, contributing to the socio-economic development of the locality. In particular, in 2024, the National Assembly passed Resolution No. 136/2024/QH15 on the organization of urban government and special mechanisms for Da Nang, in which the judicial agencies have made a positive contribution.
Deputy Minister of Justice Nguyen Thanh Tinh acknowledged and commended the achievements of the Emulation Cluster in 2024. He emphasized that 2025 is a year with many important events such as the Party Congress at all levels, the 80th anniversary of the establishment of the justice sector, and the 6th National Emulation Congress of the Justice Sector. Therefore, the justice sector needs to continue to promote emulation movements in a substantive and effective manner, linked to political and professional tasks.
The Deputy Minister requested that units within the Emulation Cluster thoroughly understand and seriously implement Directive No. 41-CT/TW of the Politburo on emulation and reward work in the new situation; strictly comply with the Law on Emulation and Reward 2022 and guiding documents. At the same time, they should continue to promote the spirit of solidarity, discipline, and responsibility, and improve the effectiveness and efficiency of the sector's operations.

At the conference, the Emulation Cluster conducted the review and awarding of emulation titles for 2024 and announced the decision to establish the Emulation Cluster and Emulation Bloc for 2025. The Director of the Department of Justice of Can Tho City was assigned the task of Head of the Emulation Cluster for 2025.
To recognize outstanding achievements in the emulation campaign in 2024, the Ministry of Justice awarded a Certificate of Commendation to the Da Nang City Department of Justice - the leading unit of the emulation cluster in 2024. These achievements serve as an important motivation for the entire justice sector to continue emulating and striving to excellently fulfill its tasks in 2025, contributing to the socio-economic development of localities and the entire country.
