Rising above the flood

The people of Hoanh Son village, Cac Son commune, are gradually restoring production and becoming self-sufficient in fresh vegetables for their daily lives.

In early October 2025, after days of torrential rain caused by the remnants of Typhoon No. 10, the raging floodwaters from upstream overflowed the earthen dike on the right bank of the Thi Long River, causing almost the entire Cac Son commune to be flooded and cut off. Three villages—Hoanh Son, An Cu, and Phu Son—were completely submerged. Fields and gardens were covered in water, and the water level rose almost to the rooftops.

In the early days of the two-tiered local government model, despite the many challenges and complexities, the Party Committee and government of Cac Son commune mobilized maximum resources, equipment, and materials, focusing intensely on the primary task of caring for the lives and ensuring the safety and health of the people. Beyond prompt and effective administrative decisions, there were also acts of heartfelt compassion from officials and Party members dedicated to the well-being of the people.

This is the story of the responsible and dedicated leaders of Cac Son commune. Besides promptly directing and organizing response measures, they contacted charitable organizations to mobilize donations to support the people in the commune. Therefore, even in the most severely flooded areas, where the water receded in 7 days, and in less severely flooded areas in 3 days, not a single household went without food or clothing. Even essential items like rice cookers, kettles, televisions, refrigerators, and motorbikes that were damaged by the floodwaters were repaired by charitable organizations who came directly to the villages.

During the devastating floods, the people of Cac Son were isolated but not alone. They had officials and fellow villagers by their side, caring for and supporting them to overcome the immediate difficulties.

Rising above the flood

The people of Kén village received support and assistance from businesses and philanthropists to overcome difficulties after the storms and floods.

Perhaps the most valuable thing that Cac Son commune gained after the historic flood was the even stronger sense of community solidarity. As proof, recently, after more than a week of campaigning and persuasion, 165 out of 170 eligible households have agreed to donate land and structures to allow the commune to construct projects serving local socio -economic development.

Chairman of the People's Committee of Cac Son commune, Nguyen Tuan Anh, stated: "The commune continues to focus intensely on land clearance work to serve key national and provincial projects such as Industrial Zone No. 20 in the Nghi Son Economic Zone, the North-South high-speed railway, the road connecting the North-South expressway with National Highway 1A, and the Nghi Son Port... The completion of these projects will significantly contribute to promoting the socio-economic development of the commune, improving and enhancing the material and spiritual lives of the people."

Due to the impact of three typhoons in 2025, which brought about various types of natural disasters, flooding, flash floods, landslides, and the destruction and burial of many state and private properties in the province, the Party committees, authorities, and people of the flood-affected communes have urgently begun to overcome the consequences, stabilize their lives, and rebuild their homeland.

In the mountainous, cloud-covered area – the epicenter of the floods – the roads in Yen Nhan commune are now neat and clean. Houses damaged or destroyed by typhoons No. 5 and No. 10 are being repaired or rebuilt, ensuring that all residents have homes to celebrate Tet (Lunar New Year). The Chairman of the People's Committee of the commune, Quach The Thuan, stated: "The commune is urgently completing preparations to begin construction of two concentrated resettlement areas to relocate 300 households living in high-risk areas to safer locations. At the same time, we are implementing projects to mitigate the consequences of natural disasters and improve the lives of the people."

In the low-lying areas of the former Nong Cong district, the traces of the historic flood are gradually fading into the distance, giving way to new colors. No more mud stains on house walls, no more lingering damp, cold smell in every alleyway; instead, there are the footsteps of people going to work early in the morning, and the sparkling eyes of the villagers filled with hope after days of hardship.

Ken village, Tuong Linh commune - where 100% of the population is Catholic. Not so long ago, a flood isolated 170 households with nearly 800 people, submerging many houses and sweeping away property and livestock.

Village head Nguyen Van Trieu said that the villagers' spirits have gradually stabilized. Hundreds of workers have returned to factories and production facilities. Along with preparing the land for the spring rice crop, people are also actively cleaning up and restoring the intensively cultivated sedge areas affected by flooding. “The commune currently has 35 hectares of sedge, bringing in an income of nearly 20 million VND/hectare/year. We are proposing that the commune add more barren land in neighboring villages to further expand the industrial sedge cultivation area in the future,” Mr. Trieu said.

In Tru village, Nong Cong commune, the heavy losses are gradually fading into the past. Warm family meals are returning, and the laughter of children echoes in the yards again, as if the village is naturally healing itself after the tragedy.

For Nong Cong commune, the damage caused by typhoon No. 10 was not only to houses and property but also to immeasurable emotional trauma. Rising from the mud and losses, the solidarity and timely solutions have become the foundation for the people here to quickly stabilize their lives and restore production.

Sharing his vision for the future, the Chairman of the People's Committee of Dong Minh Quan commune stated: "The locality will continue to strive for new advancements in agricultural production towards high technology, linked with rural development; simultaneously, we will promote planning and development of small-scale handicraft industries, and effectively mobilize and utilize resources to invest in the construction of socio-economic infrastructure. Alongside this, the commune will focus on applying and transferring science and technology, gradually creating breakthroughs in socio-economic development; expanding various types of services and trade; promoting job creation, poverty reduction, and ensuring social security, aiming to sustainably improve the lives of the people."

Rising above the flood

The appearance of Hoanh Son village, Cac Son commune, in the days leading up to the Lunar New Year of the Year of the Horse (Binh Ngo).

It can be said that the most significant positive aspect of the two-tiered local government system, right from its inception, is its successful response to and minimization of damage caused by natural disasters. This positive aspect stems not only from proactive planning and timely, effective action, but also from its close relationship with the people, respect for the people, and dedication, commitment, and responsibility of each official and civil servant. This very positive aspect has strengthened public trust and encouraged citizens to take greater responsibility towards a common goal: building and developing their homeland.

And in the recovery and recovery after the floods, the province has allocated resources to support localities in quickly overcoming the consequences of the natural disaster. These include the repair and upgrading of the right embankment of the Thi Long River (Cac Son commune), the road to Ruong village (Bat Mot commune), and the Na Nghiu resettlement area (Yen Nhan commune)...

In many communes, despite the lingering difficulties, a proactive mindset in disaster response has gradually emerged. This includes plans to widen the road leading to Ken village to 8 to 10 meters to facilitate the emergency evacuation of residents during floods; and the "dream" of flood-resistant houses for Catholic parishioners to take refuge in when natural disasters strike...

As Tet approaches, in areas devastated by floods, water marks are still visible on the walls of houses, but the fields and gardens are already lush green, and the nimble hands and joyful smiles welcome the coming spring...
