“Millions of Ukrainians and generations of our people are realizing the European dream. Ukraine is gradually returning to Europe, where it has belonged for centuries as a full member of the European community,” said Ukrainian President Volodymyr Zelensky.
European Union (EU) ministers are expected to begin the first round of negotiations with Ukraine and then with Moldova in Luxembourg (Belgium) on October 22. The Ukrainian president called the start of negotiations a " historic step".

Ukraine and Moldova applied for EU membership after Russia launched a special military operation in February 2022. The start of negotiations put the two former Soviet republics in the initial stages of a multi-year reform process before they became full members.
In December, EU leaders took a significant step by agreeing to open further talks on war-torn Ukraine and Moldova's accession to the union. But to begin the talks, member states must sign a formal framework for the process.
The EU Executive also informed member states that Ukraine and Moldova meet all the necessary criteria to begin negotiations. Ukraine is making a strong impression on its supporters in Europe by implementing significant reforms.
Pressure is mounting on Ukraine to move to the next step in its efforts to become a full member, due to concerns that Hungary might obstruct the process. Previously, Hungary stated it had no intention of holding any further rounds of talks with Ukraine.
Russia's military conflict in Ukraine has sparked a move to admit new EU members, after years of stalled efforts to join the bloc.
In December 2023, the EU granted candidate status to Georgia, a neighboring former Soviet republic. At the same time, it approved several accession negotiations for Bosnia and opened similar talks with Serbia, Montenegro, Albania, and North Macedonia.
