On May 22, in Si Ma Cai district, the provincial Department of Finance coordinated with the People's Committee of Si Ma Cai district to organize a training course to improve financial and budget management capacity in association with the autonomy mechanism of local governments. public service units for nearly 5 students (account holders, accountants of agencies, district-level estimating units; principals, accountants of school units separating accounts) in Si Ma Cai district .
In 2 days, May 22 and 23, students will be taught 5 topics by Dr. Nguyen Thi My, lecturer at the Institute of Accounting and Auditing, Hanoi National Economics University: New points of the Decree 3/60/ND-CP and the financial autonomy mechanism of public non-business units according to Decree 2021/60/ND-CP; the financial and budgetary management of public non-business units according to the 2021 State Budget Law and relevant legal documents; manage public assets in accordance with the Law on Management and Use of Public Assets 2015, Circular 2017/45/TT-BTC and related documents.
The training course is organized with the aim of supporting and helping agencies, administrative and non-business units in Si Ma Cai district to remove and overcome obstacles, difficulties and errors in the process of implementing the mechanism. regulations and procedures related to financial and accounting activities at the units, thereby managing and using the State budget, money and assets effectively and economically.
