Being close to the people and understanding their needs is crucial for building consensus for development.

In the new stage of national development, reforming the working methods of the Vietnam Fatherland Front to be closer to the people, understand the people, respect the people, and serve the people, using the people's satisfaction as a measure of the effectiveness of its activities, is a mandatory requirement.

The draft Political Report to be presented at the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031, emphasizes that only by closely adhering to the grassroots, the local communities, and thoroughly understanding the people's situation can the work of the Fatherland Front be truly effective.

Stay close to the people and play the role of a bridge.

"Being close to the people, serving the people" is not just an administrative slogan, but has become a method of action for the Fatherland Front at all levels. This is clearly demonstrated in the movement to donate land for road construction and rural beautification in many localities of Hanoi .

In Minh Chau, Hanoi's only island commune, "skillful people mobilization" is not just a slogan, but a way of resolving difficult issues through transparency, listening, persuasion, and consensus, exemplified by the "green villages, clean alleys, beautiful destinations" movement. Skillful people mobilization is also clearly demonstrated in rectifying land management, public land management, and the construction of new rural areas. In particular, the commune successfully mobilized the people to agree to the land clearance for the sand mine project to serve the construction of Gia Binh International Airport.

Following the principle of "the people know, the people discuss, the people understand, the people agree, and the people supervise," the commune organized direct dialogues and publicly disclosed compensation policies. As a result, 100% of households agreed to accept compensation and hand over the land, ensuring the project's progress and maintaining security and order. Furthermore, when the commune planned to expand roads and build community playgrounds, many households in the area donated land, contributed money, and provided labor with high levels of consensus.

Thanks to effective community mobilization, Minh Chau island commune (Hanoi) is one of the units in the city that has effectively implemented the "green villages, clean alleys, beautiful destinations" movement.

In Vật Lại commune, dozens of households voluntarily donated hundreds of square meters of land and dismantled structures and fences to expand rural roads. In Đoài Phương commune, the land donation movement spread thanks to the persistent propaganda and direct dialogue of the village's Front Committee. In Phượng Dực commune, people donated land to renovate ponds and lakes, build synchronized infrastructure, and aim towards the criteria of a civilized urban area.

A common thread in these areas is that the Fatherland Front doesn't stand idly by; it gets involved early on, starting from the grassroots. Fatherland Front officials understand people's concerns, analyze long-term benefits, and build trust that every meter of land donated today is an investment in the future of their children and grandchildren. When people understand, believe, and agree, difficult tasks become easy, and individual matters become collective, village matters, and national matters. The role of "bridge" is no longer abstract but vividly present in every decision of each family, every meter of road widened, every village improved, and people's hearts filled with new joy.

The land clearance work for the Ring Road 1 project, specifically the Voi Phuc - Hoang Cau section (Hanoi), has once again tested the role of the Fatherland Front in resolving long-standing, long-standing issues and the "major, difficult" problems of the capital. This is a key project, affecting thousands of households, requiring a high level of consensus. In Giang Vo Ward, the experience emphasized the need for openness, transparency, multiple rounds of dialogue, thorough explanation of policies, and listening to each specific request. The ward's Fatherland Front and its member organizations directly participated in disseminating information, mobilizing support, and monitoring the implementation process, ensuring the legitimate rights of the people.

More than just an "advocate," the Fatherland Front also serves as a channel for critical feedback and suggestions to make policies more realistic. When people feel their voices are heard, the sacrifice of personal interests for the common good becomes more voluntary. The phrase "close to the people" is a key term repeatedly mentioned in the draft Political Report presented to the 11th National Congress of the Vietnam Fatherland Front. In the action plan for the period 2026-2031, the draft emphasizes continuing comprehensive reforms in organization, content, and methods of operation towards a more substantive and effective approach, focusing strongly on the grassroots, being close to the people, and accompanying them. It emphasizes implementing the motto "when the people need the Fatherland Front, the Fatherland Front is there; when the people face difficulties, the Fatherland Front is ready to participate," meeting the requirements of the new situation and the legitimate interests and aspirations of its members and the people.

Strengthening the leading role of the Vietnam Fatherland Front, promoting proactive coordination and unified action among member organizations, and leveraging the strengths of each organization. Practicing democracy; effectively fulfilling its function as the political foundation of the people's government, representing and protecting the legitimate rights and interests of the people, and promptly listening to and reflecting their thoughts and aspirations.

In the process of building the organizational structure of the Vietnam Fatherland Front in the new phase, the draft requires it to be streamlined, perform its functions correctly, avoid bureaucratization, be close to the people, close to the grassroots, close to the digital space, and contribute to the successful implementation of the Resolution of the 14th National Congress of the Party. The draft also emphasizes that Front and mass organization officials in the new phase must be the core nucleus, maintaining "3 closes": close to the people - close to the grassroots - close to the digital space; "5 musts": must listen - must dialogue - must set an example - must take responsibility - must report results; and "4 no's": no formalism - no avoidance - no shirking - no misuse of functions.

In addition, it is necessary to improve the advisory and proposal capacity of specialized cadres working in the Fatherland Front at all levels, especially at the central level. We need to build a team of Fatherland Front cadres and members of organizations with a style and method of operation that is close to the people, understands the people, and works alongside the people, especially at the grassroots level.

Being close to the people, sharing in their hardships.

The role of being close to and serving the people is further affirmed during times of natural disasters and epidemics. During the major floods of 2025, the Fatherland Front at all levels worked through the night to receive, sort, and transport goods, food, and supplies to the flood-affected people. Many officials and volunteers stayed up for days to ensure that each shipment reached the right place, the right recipients, and as quickly as possible. This image is not only a testament to dedication but also proof of the "for the people" nature of the Fatherland Front system. When people face difficulties, the Fatherland Front does not wait for instructions but proactively connects social resources and leverages the strength of national unity to provide timely assistance.

Beyond addressing "traditional" issues, the Fatherland Front is also a pioneer in "new" areas – digital transformation. Many localities across the country have implemented comprehensive digital transformation in their work of propaganda, supervision, criticism, and receiving public opinions. Building a "digital Fatherland Front" is not simply about applying technology, but about expanding the space for gathering and promoting democracy, allowing people to participate in providing feedback, reflecting on issues, and supervising more conveniently. This is a step in line with the requirements of building a streamlined, effective, and efficient political system according to the new model.

In the context of the peak period of preparation for the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term, the application of information technology helps to make the consultation process, gathering voter opinions, and understanding public opinion more open, transparent, and timely. Through this, the Fatherland Front continues to affirm its leading role in the consultation process, ensuring the selection of individuals with sufficient virtue and talent, worthy of representing the will and aspirations of the people.

Among the specific goals for the 2026-2031 period outlined in the draft Political Report to the 11th National Congress of the Vietnam Fatherland Front, the tasks to ensure the Front truly stays close to the people, understands them, and embodies their needs are highlighted. Specifically, annually, 100% of the Vietnam Fatherland Front Committees, political and social organizations, and member organizations at all levels will organize "Months for Listening to the People." 100% of the Vietnam Fatherland Front Committees at all levels and member organizations will submit reports reflecting the people's situation in a timely manner and proposing solutions and directions for addressing issues.

100% of the Vietnam Fatherland Front Committees, political and social organizations, and member organizations will implement the "Digital Fatherland Front Portal" to receive suggestions 24/7. The goal is for 100% of communes and wards to establish social media pages to interact directly with the people and receive feedback and suggestions. Annually, 100% of provincial-level Vietnam Fatherland Front Committees will implement a pilot model for social dialogue. Political and social organizations at each level will strive to advise and organize at least one dialogue conference between cadres, members, and the Party committees and authorities at the same level.

Speaking to voters in Phu Tho province on March 6th, the Chairwoman of the Central Committee of the Vietnam Fatherland Front, Bui Thi Minh Hoai, emphasized that within its responsibilities, the Committee will advise the Party and propose to the National Assembly, the Government, and state agencies the issuance of policies and guidelines that concretize the viewpoint of "the people are the foundation," "the people are the subject," and "the people are the center" of the country's renewal and development. All policies and guidelines must truly stem from the aspirations, rights, legitimate interests, and happiness of the people.
