A bright spot in import and export revenue.
According to data from the Department of Industry and Trade of Quang Ninh province, the total export turnover of goods by businesses in the province over the past two and a half years (2021 - the first six months of 2023) is estimated at 6,784 million USD, an average increase of 9.7% per year (exceeding the target set in Action Program No. 01-CTR/TU, which projected an average increase of 5-7% per year for the 2021-2025 period).
Several export items that account for a large proportion of the total export value have increased. For example: Coal exports are estimated at $740 million USD over the past two and a half years, an average increase of 5.18%; Cement exports are estimated at $203 million USD, an average increase of 25.8%; Seafood exports are estimated at $42 million USD, an average increase of 2.17%; Clothing exports are estimated at $406 million USD, an average increase of 40.9%; Vegetable oil exports are estimated at $16 million USD, an average increase of 10.5%...
Also during the first six months, total state budget revenue in Quang Ninh is estimated at 28,000 billion VND, equivalent to 52% of the provincial target and 101% compared to the same period last year. Of this, domestic revenue reached 21,000 billion VND, and import-export revenue reached nearly 7,000 billion VND. This is an impressive figure, placing Quang Ninh among the top provinces and cities in terms of budget revenue.
With import and export revenue reaching nearly 7,000 billion VND, a 2% increase compared to the same period in 2022, achieving 60% of the 2022 operational target and 126% of the scenario set for the first six months of 2023, Quang Ninh Customs also became the only customs unit nationwide to have increased state budget revenue compared to the same period in 2022, achieving a high target and exceeding the progress set for the first six months of 2023.
According to the Quang Ninh Department of Industry and Trade, export activities through border gates and checkpoints in Quang Ninh province have been stable and growing annually in recent years.
The reason is that Quang Ninh has effectively implemented disease prevention measures. In addition, it has maintained production activities and the supply of raw materials and fuel for businesses. In particular, Quang Ninh has consistently maintained and effectively implemented "safe green zones" at border gates and checkpoints to ensure that import and export trade is not disrupted.
Businesses have maximized the benefits offered by the Free Trade Agreements (FTAs) that Vietnam has signed. At the same time, they have sought new partners and markets through various means to expand export markets and reduce dependence on any single market.

Providing maximum convenience for businesses.
In parallel, the province is always striving to create the most favorable conditions for export businesses. Border gates are also proactively implementing solutions to maximize convenience for businesses.
Specifically, in Mong Cai, the Mong Cai Customs Branch has implemented various solutions to retain existing businesses, attract new ones, create sustainable revenue sources, and develop the local economy .
In Hon Gai, the Hon Gai Port Customs Branch has developed a plan and scenario for revenue collection that is appropriate to the unit's actual situation for implementation.
Specifically, the Sub-Department divides businesses into five categories: businesses with foreign direct investment (FDI); businesses importing mining machinery and equipment; businesses importing transportation vehicles; businesses importing consumer goods; and businesses exporting agricultural, forestry, and aquatic products, in order to proactively communicate with and guide businesses.
The Customs Sub-Department has promoted administrative procedure reforms towards transparency, convenience, ease of implementation, and reduced customs clearance time and costs for businesses, aiming to enhance competitiveness, encourage business investment and production, and attract businesses to conduct customs procedures.
Meanwhile, in Hoanh Mo, the Hoanh Mo Border Gate Customs Sub-department has strengthened inspection and supervision of import and export goods and transport vehicles; strictly maintained conditions to ensure epidemic prevention and control according to regulations of the Ministry of Health and from China; focused on inspecting and reviewing green channel declarations, declarations with Certificates of Origin (C/O), classified goods, and proactively collected information and coordinated between operational stages to improve the quality and efficiency of post-clearance inspection.
In the coming period, to further boost import and export activities, the Quang Ninh Provincial People's Committee will continue to focus on attracting, creating favorable conditions, and expediting procedures for investors to build warehouses and storage facilities in the province, as well as logistics areas in the Border Economic Zones (Hoanh Mo - Dong Van, Bac Phong Sinh, Mong Cai) according to the approved planning and design. This will ensure that projects are implemented on schedule, commensurate with the scale and operational capacity of the border gates and crossings; and upgrade, renovate, and expand the road network to facilitate transportation connecting the Hoanh Mo and Bac Phong Sinh border gate areas with logistics areas, goods inspection locations, and bonded warehouses.
Simultaneously, the province will accelerate the implementation of planning, expanding the scope of border gates at Hoành Mô, Bắc Phong Sinh, and Móng Cái (Bắc Luân II bridge) to ensure the smooth operation of import and export activities; and promote planning and improvement of logistics infrastructure, inland container depots (ICDs), and duty-free shops in the area.
In 2023, Quang Ninh province aims to achieve a state budget revenue of over 54,000 billion VND, of which import and export revenue will exceed 12,000 billion VND.
With the encouraging signs in the first half of the year, we are confident that the province's import and export revenue targets will be met and even exceeded.
